Responsibilities:

• Served as Environmental Health Specialist for Public Health Emergency Response Strike Team

(PHERST) for region 3: trained, prepared, and deployed in response to emergent situations: public health emergencies, natural disasters, and domestic incidents to support underserved and vulnerable populations within 8 hours of notification.

• Conducted risk assessment of deployment work sites. Identified and recorded potential hazards in the workplace and/or work procedure; evaluated the integrity of any structures on sites and equipment. Created and implemented safety plans to prevent or mitigate potential accidents/injuries, continuously monitored plans for compliance, and reinforced best safety practices. 2

• Compiled assessed hazards/risks and corrective measures report on FEMA ICS-215a Incident Action Plan Safety Analysis form for training and record purposes.

• Responded proficiently to a COVID-19-positive case within the USPHS deployment team in American Samoa by creating and implementing an immediate Infection Control Plan with the Chief Medical Officer in CCCC and the Officer-in-Charge in American Samoa which prevented a potential outbreak that could have jeopardized the mission, thereby prevented the spread of COVID-19 and protected the health and safety of the 51 deployed officers and 387 American Samoan. Job title: Safety and Occupational Health Specialist Responsibilities:

FACILITY INSPECTONS:

• Independently planned and scheduled standard Army Safety and Occupational Health Inspection for 25 West Point Garrison and tenant organizations facilities/structures, including but not limited to ammunition and explosive supply points, arms storage rooms, Cadet motorcycle training lawn, Cadet cafeteria, warehouses, supply shops, hazardous material storages, laundry plant, child development centers, offices, children’s playgrounds, physics laboratory, and West Point Museum; and investigated reported health and safety violations.

• Identified, analyzed, and recorded risks/hazards and unsafe work practices in accordance with Occupational Safety and Health Administration (OSHA) and/or Army regulations, National Fire Protection Association (NFPA), American National Standard Institute (ANSI), and New York State Laws, and documented it in a comprehensive report with photographs of violations for each inspected facility.

• Analyzed and assigned Risk Assessment Codes based on the probability and severity of safety deficiencies. Recommended course of action for occupational safety and health violations and created job hazard analysis for each work task as needed. Monitored implementation of corrective actions, performed follow-up inspections after corrective actions have been done, and closed out corrected violations.

ACCIDENT INVESTIGATION AND REPORTING

• Investigated all OSHA and Army-required accidents, injuries, mishaps, near-misses, and deaths within the required time frame. Managed OSHA 300 accident and illness log. Compiled and analyzed statistical data on trends on all West Point reported injuries and accidents based on locations, causations, types, and classes of injuries, and identified, created, and implemented preventive and/or mitigative measures.

• Send all reportable accidents to the Department of Defense Safety Center and OSHA as required. Presented accident and injury records and prevention/mitigation measures to the West Point Superintendent, Garrison Commander, and organization directors during the annual Safety Council Meetings.

• Responded to all employees’ complaints of workplace hazards and provided written comprehensive reports to the Safety Director, and response to the employee. Maintain accident records and publish OSHA 300A data annually.

TRANSPORTATION SAFETY PROGRAM MANAGER

• Collaborate with United States Coast Guard (USCG) Waterways Management Division in New York to secure USCG Marine Event Permit for U.S. College of Cadet's Maritime Activities.

• Schedule Motorcycle Basic and Experience Rider Courses for USMA Cadets, Staff and Active-Duty Military personnel. Ensure Motorcycle range is in good condition for training; collect course survey.
