Manages and provides direction to self-performed and subcontracted fire service provider Wackenhut Services LLC with a combined manning strength of more than 5,000 fire personnel co- located throughout Iraq, Afghanistan and Kuwait. Direct responsibility for emergency management of 2 CAT 9 and 10 airports including Baghdad International airport and Kabul International airport Afghanistan. Additionally responsible for 70 geographically located landing zones. Annual response call volume exceeds 90,000. Responsible for annual budget exceeding $500 million dollars. Developed and launched the Internal Operational Readiness Inspection program encompassing contractual compliance benchmarks. Implemented theater wide training plan congruent with applicable contractual compliance obligations, NFPA and OSHA standards for medical, structural, hazmat, bulk POL storage/transfer and airport rescue firefighting. Pursued and obtained accreditation for training and converted IFSAC and Pro-Board certifications to Department of Defense certifications for KBR and sub-contracted fire service. Provides direction, management and oversight to KBR fire department headquarters and 110 geographically separated sub-contracted classified locations supervised by sub-contracted fire chiefs and manages more 600 fire stations throughout Iraq, Afghanistan and Kuwait.

Accomplishments:

• Significantly reduced the number of United States Government (USG) Corrective Action Request from more than twenty-five to zero in a five-month period. Benchmark achievement!

• Brought the LOGCAP III Fire & Emergency Service program including the subcontracted departments into compliance with NFPA, Statement of Work and Army Regulations (AR 429-1 Chapter 25, F&ES) standards which contributed to the successful accreditation process.

Developed the Airport’s Emergency Response Plan for hazardous materials, terrorist attack/weapons of mass destruction, major disaster preparedness and detailed the critical responsibilities for the Fire Chief’s command structure for wildland urban interface firefighting. Spear-headed annual refueler's course while co-managing the airport’s preparation for the Tri-annual Part 139 Federal Aviation Authorities inspection for critical certification.
