I have extensive hands on experience in power system – engineering, control system, construction, start-ups, and testing of new and retrofit plant equipment. Provided consultation to both foreign (China, France, Netherlands, Nigeria) and domestic clients in United States that included facilities for power generation, distribution and load studies. Provided instructions at the university level and drafted numerous technical instructions, reports, documents and paper presentations. Served as Manager in international assignments for Raytheon Corporation, Bechtel Power Corporation and YTPGroup International. I managed multi-discipline projects, incorporating complex engineering designs, integrate test procedures and validate document. Managed resources among organizational programs or acquire additional resources as necessary to meet service unit requirements, for both short-term and long-term projects.

Currently, I am the Chief Executive Officer of YTP Group located in the state of Virginia with offices in Lagos and Ibadan, Nigeria. This is full service engineering, consulting, design, and construction and project Management Company. Prior to this I was employed by the United States of America Federal Aviation Administration (FAA) as Program Manager for the Long-Range Radar (LRR) Infrastructure. My responsibility included providing technical and management expertise in the EnRoute Operations. Managed and implemented program requirements, adjusting the budgetary allocations to meet the national requirements. Previous experiences with Engility Corporation (L-3 Communications Titan Group) located in Washington, DC, assigned as a subject matter expert (SME) supporting the Federal Aviation Administration (FAA) in the Power Systems. Served as Manager in international assignments for Raytheon Corporation. I managed multi-discipline projects, incorporating complex engineering designs, integrate test procedures and validate document. Accomplishments:

-Principal Consultant Electrical and Mechanical (E & M) Power System to Ondo State government under the Ministry of Infrastructures and Works, Akure.

-Completed engineering, design, construction and project management of the new Governor Lodge and Judiciary complex, Akure.

-Currently serving as Power System (Distribution) Consultant for various cities street lighting by Solar and utility sources (Hybrid systems) to Ondo state government.

-Currently served as Power System (Generation and Distribution) Consultant to Oyo state government and thought Electrical engineering courses at The First Technical University (FTU) Ibadan.

-Completed engineering, design and construction (Mechanical & Electrical) activity at – NOAH Court, a Residential Development Massionette at Lekki, Lagos for Banksome LLC, Nigeria

-Served as Power Consultant and Maintenance and Operations Electrical (Power) activity at special facility, Cardiac and Renal Center (CRC) at Gbagada General Hospital, Lagos, Nigeria

Led the team that provided Comprehensive Assessment of Prepayment Meter Program me at Kaduna Electricity Distribution Company; This is still ongoing project; this involved field assessment of installed equipment; detailed interview the customer (general public) and conducted unspecified tests of installed equipment at the Distribution centers.

-Managed and successfully completed Construction, Upgrading and of Extension of Electricity Project in Rural and Sub-Rural communities (Ire-Akari-Oke-Awesin, Ifon), Osun state by Osun state government – N17, 681,515.72.

-Managed and successfully completed Construction, Upgrading and of Extension of Electricity Project in Rural and Sub-Rural communities (Akede/Matanmi), Osun state by Osun state government – N23, 042,394.32.

-Led the team that provided detailed engineering, design and installation for National Youth Service Corps at Iseyin, Oyo State. (seven buildings with capacity for 5,000 people)

-Construction of three class room buildings with facility in six locations for Oluyole Local government, Ibadan, Nigeria.

-Management of Healthcare Two Corporation retirement and Home care Building Project – This is US$1.5 million project.

-Led the team that provided Electrical Power System Training to the Trainers/Staff of National Power Training Institute of Nigeria.

-Led and facilitated projects solicitations and bid package preparations. Developed procurement and engineering packages for solicited and unsolicited bid packages. Currently managing on several constructions awards (roads/building) in Nigeria.

-Detailed study of Power System (Generation and Distribution) for Osun State in Nigeria.

January 2008 to January 20011: Federal Aviation (FAA) Administration – Project Manager/Lead.

My primary assignment is as Program Manager/Lead and Lead Engineer for Long Range Radar (LRR) Infrastructure project to provide support to Group Manager of Communication, Weather, Surveillance and Facilities in the attainment of programmatic and technical objectives pertaining to LRR Infrastructure, LRR Service Life-Extension Program (SLEP), and LRR Ops initiatives. Acts as the focal point for all LRR activities and represents the group at meetings, telcons and information exchanges as applicable to work assignments. Additionally, coordinates with the National Defense Program office (NDP) as needed and interfaces with the ATCBI-6 initiatives on LRR Infrastructure. Assists the Group Manager as required in the resolution of programmatic and engineering issues, which at times may be time sensitive.

Accomplishments:

-Led and facilitated project and engineering work initiatives, and chairs LRR national meetings as the focal point for LRR activities.

-Develop the annual project spend plan based on federal allocation for the fiscal year.

-Completed eight LRR site upgrades as of September 2008

-Completed 58 LRR site assessments as of September 2008.

-Used the output of facility assessments for informed decision making in implementing facility upgrades.

-Participated in LRR Service Life Extension (SLEP) Initiatives and attended applicable program and technical meetings to ensure alignment with LRR Infrastructure and En Route Operational needs. Monitored LRR SLEP activities and interface with ATO-T and ATO-W National Defense Program personnel. Participated in addressing resolution of the Mode S IBI Mode and LRR SLEP implementation. Acted as the focal point with ATO-T and ATO-W in resolution.

Provided technical and programmatic support to the Group manager, En Route Communications, Surveillance, weather and facilities as required to support disposition of critical actions items on an as needed basis.

2002 to 2007: Engility Corporation, Washington, DC - Senior Project Manager.

Solid knowledge of the technical aspects of the National Airspace System (NAS) power systems standards, practices, and engineering. Employed as a technical consultant and subject matter expert (SME) to the FAA in Navigational Services program in the following areas: Instrument Landing System Implementation (ILS) Project support, High Intensity Approach Lighting System with Sequenced Flashing Lights (ALSF-2 - CAT II/III) Project Support, and Medium Intensity Approach Lighting System, Runway Alignment Indicator Lights (CAT I STANDARD - MALSR) Project Support and Integrated Capability Maturity Model (iCMM) Project Support.

As a FAA technical support engineer for the ALSF-2 program, I assisted in purchasing equipment and overseeing construction activity, visiting sites and making on spot corrections. Provide technical support and manage the System Life Extension Program (SLEP) for replacing ALSF-2. Completely rewrote a new FAA Order 6850-2A, “Visual Guidance Lighting Systems;” coordinated with lateral headquarters staff agency and nine FAA Regional points of contact. Participated in creating a streamline process to improve the acquisition of visual lighting (VGLEAP) equipment. The existing process takes approximately two years. This new approach will only take six months to complete the acquisition process. Prepared engineering estimate for contractor bids. Reviewed contractor bids for ALSF-2 projects and assisted with installation of an ALSF-2 at Dulles International Airport. Assisted with installation of Remote Lighting Monitoring Systems (RLMS) at Salt Lake City, Airport, UT and Memphis, TN. Tested and Installed in pavement/semi-flush lights at several FAA airports for incorporation into the NAS. I excel in developing technical documents. Devised a detailed RLMS Provisioning document for RLMS, Semiflush Flasher Kits and Circuit Card Assemblies. Wrote specification for ALSF-2 Program. Drafted a Statement of Work (SOW) for parabolic approach reflector (PAR-56) lights to assist in a new acquisition. Currently updating the specification for the semi-flush flasher.

As FAA technical support engineer for the ILS program, supported the ILS “End-Fire Glide Slope (EFGS)” implementation project, bringing new technologies into the existing EFGS with single clearance replacement. Coordinating installation schedule with nine FAA Regional representatives and organizing installation of new systems. Responsible for directing the work of installation contractors for multiple organizational projects and programs across multiple functions and disciplines. Defines resource requirements to accomplish objectives. Coordinated Single Clearance testing and site clearance for M107 from Columbus airport after completion of test. Organized a technical workshop and helped write the Technical Instruction (TI) manual update for EFGS. I was the technical support engineer for the ILS program in the Eastern and New England Regions 2005-2007.

As FAA technical support engineer for the MALSR program, I reviewed the vendor designed latest MALSR state-of-the-art control cabinet. Provided engineering level MALSR evaluations and responded to technical issues. Collaborated on the creation of the MALSR contactor and breaker problem resolution. Participated in the Design Verification Test Plan and coordinated a detailed training Session for the NFPA (NEC) 2005 Code. Provided technical assistance to a FAA counterpart by preparing the monthly program management review briefings.

Coordinated a Cooperative Agreement (COEA) between the FAA and Florida International University to develop an improved MALSR electrical distribution system. I briefed Navigational Services team on the proposed “test” solution. Convened a technical review meeting to consider all the identified solutions/modifications. I was the technical monitor for the Design of the Protection and Grounding of an Approach Lighting System (ALS) that was being researched by the Howard University Center for Engineering and Control Systems (Washington, DC).

Accomplishments:

Visual Guidance Lighting Systems Siting Criteria FAA Order 6850.2A. Completely rewrote a new FAA Order 6850-2A, “Siting Criteria for Lighting Systems,” coordinated with lateral headquarters staff agency and nine FAA Regional points of contact to implement the resolution matrix.

Technical Support:

Provided technical support in reviewing vendor document for ILS, Low Power Distance (LPDME) Measurement project. Researched and edited the specification for “In Pavement Lighting” package. Serves as power systems expert to the MALSR program. Activities include assisting the COTR in all phases of the procurement and implementation of the navigation aids equipment.

MALSR – Breaker and Contactor Malfunctions. Worked with Second Level Engineering Group (AOS-240) and equipment manufacturing company to resolve the malfunctioning of the MALSR at various sites in the NAS.

Participated in meetings with a contractor (Optimus) who is developing a MALSR performance specification for acquisition of future MALSRs. Participated in technical discussions and strategies with Optimus on developing the specification.

MALSR – Prototype Zero (Microprocessor Based) Crossing. Worked closely with Controlled Power Corporation to design a power switching design prototype as a master solution for future MALSR design, at the same time correcting the problem with the installed modules. The prototype was tested and the result of the test was very encouraging. It has “zero crossing” current and the peak value of the currents recorded was very small.

MALSR Control Cabinet Upgrade. Worked with Navigation Engineering Group (formerly AOS-240) in development and implementation of the new microprocessor-based control cabinet.

Visual Guidance Lighting Equipment Approval Program FAA Order 6850.37. Participated in the development of the new FAA Order and Advisory Circular for Lighting Equipment Acquisition for Field and Equipment (F&E) program.

PAPI & ILS iCMM Capability Level 2 Achievement. Coordinated all activities involved in bringing project management, risk management and measurement & analysis to capability level 2. Actively involved in various iCMM workgroups and serve as manager of all Ground Based Navaids Group and Lighting Systems Group (formerly AND-720/740) iCMM programs.

2000 – 2002: Bechtel Power Corporation (Frederick, MD) - Senior Control Systems Engineer. Served as project instrumentation and control systems engineer, responsible for coordination and integration of control systems with other Balance of Plant (BOP) equipment for co-generation-combined cycle and nuclear power generation plants. Also worked with clients and other disciplines to determine equipment specification; designed the system flow sheet controls and reviewed final P&Ids and specifications for completeness of system concepts.

Accomplishments:

Qinshan – CANDU Power Generating Station, Haiyan, China. 2 Units 700 MW Power Plant Project.

Assisted field engineering office and traveled to the construction site (China) in resolving engineering and construction issues, including process/system walkdown. Responsibility also included providing responses to Clarification Requests (CQR, CCR) design modifications, specification and issue requisition for instruments purchase. Issued and approved field change (FCR) requests on various systems such as Water Treatment Plant. Performed other tasks assigned by the EGS/PE such as review and modification of plc programs, prepared responses to client and vendors questions; reviewed and updated logic (AutoCAD format) diagrams, schematics and functional diagrams.

Staff Control Systems Engineer. Provided assistance to various projects in the form of logic review, system operation review, design review notice and purchase of control valves and other engineering assistance required to meet clients needs. Some project involvements were Sidi-Krir power plant in Turkey; Gregory Plant in Tennessee; Mantua Creek, INA Projects and Cottonwood in California.

FPLE- Marcus Hook 800 MW Cogeneration Plant Project. Performed CT exhaust flow calculation as the input for the Steam Turbine. Reviewed and edited the GE combustion turbine control systems specification. Responsible for the Condensate and Feedwater Systems. Reviewed these systems to ensure adequate instrumentation and accuracy of the instrumentation.

Delta Energy Center Pittsburg, CA. 880 MW Power Plant Project. Responsible for ABB/Bailey Infi-90 DCS implementation of controls scheme including Factory Acceptance Testing (FAT) of the hardware. Reviewed and tagged Water Treatment Plant (WTP) mechanical package. Designed the operator graphics displays. Reviewed various process logic diagrams and package programs.

1995 – 2002: Raytheon Consulting & Systems Integration, Inc. (Philadelphia, PA) –

Senior Automated Systems Engineer.

Controls engineer manager responsible for overall control concept of heavy industrial plants; consulted with clients; determined objectives and client requirements; designed the system flow sheet controls and reviewed final P&IDs for completeness of system concepts; prepared specifications for equipment including distributed control systems, safety analysis, optimization methodologies, and operation and training requirements. Managed and implemented Raytheon’s ‘How to 2000’ methodology to factory embedded technology.

Accomplishments:

Detroit Edison, Detroit, MI, Rouge Power Plant Conversion Project. Responsible for instrumentation and controls equipment specifications for plant conversion from coal to natural gas. Performed detailed plant instrumentation equipment walkdown to ascertain replacement counts; authored the I/O list document.

Reynolds Metals Company Richmond VA. Pusher Furnace Project. Responsible for electrical and controls equipment specifications and installation at $48MM project utilizing Microsoft packages for scheduling and budgets.

Philip Morris USA, Richmond VA, Facility Upgrade Project. Responsibilities included development of P&IDs, instruments specification and programming of process control systems utilizing PLC (Modicon with Taylor software) and Quickpanels and Wonderware software. The project resulted in 10% process and cost optimization.

Centeon L.L.C. Kankakee, Illinois - Pharmaceuticals Manufacturer. Wrote Y2K test protocols and managed testing with special emphasizes on the cGMP program for the plant.

International Flavors and Fragrances, Hazlet, NJ. – International Food and Fragrances Manufacturer.

Managed Y2K program for embedded technology at client’s overseas (EAME) plants. This included supervision, testing, procedure writing, and training client's operations staff at numerous international facilities.

Sithe Energies LP (Combined-cycle Power plant) Company, Oswego, NY. Performed inventory and

database audit for Y2K readiness at the combined-cycle power plant.

Exxon Mobil Producing, Nigeria, W. Africa. Responsible for review of inventory, implementation, operation and contingency plan for Year 2000 at client’s eight (8) offshore crude oil and natural gas plants.

1988 – 1995: AlliedSignal Chemical (now Honeywell) Company (Hopewell, Virginia) - Senior Project Engineer (Electrical, Instrumentation and Controls). Responsibilities included electrical, instrumentation and control strategy development with appropriate hardware and Software specifications and programming for the chemical plant.

Accomplishments:

Managed and actively involved in the Adipic Acid plant automation project. This project resulted in plant process optimization.

Engineered and managed several instrumentation and control projects in the nylon plant and Kellogg ammonia plant.

Authored and managed the plant Security and Safety project. Project completed ahead of scheduling resulting in substantial savings in the security and false alarms costs.

Managed $2.5MM Rivewater Pumphouse and Loading dock projects upgrade. Completion of the project resulted in substantial reduction in equipment downtime.

1984 – 1988: Procter and Gamble Paper Company (Albany, GA) - Manager Automatic Controls Systems

Provided systems management, engineering, design and supervision of electrical and instrumentation controls staff for manufacturing facility. As a participant in a full-service engineering/design group, helped initiate the consolidation of design and production processes to satisfy cost-effective requirements.

Accomplishments:

Wrote and managed plant electrical power system maintenance contracts for an annual budget of $2MM.

Managed and engineered electrical, instrumentation and controls for $3.5MM Solid Waste Filtration Project which resulted in savings of $400,000 per annum in landfill and disposal cost.

Authored and trained plant technicians and production personnel on electrical power system maintenance program; enhancing plant multi-skill program.

Engineered and managed paper machine dry-end blade replacement project incorporating OSHA requirements with 5% reduction in operation injuries per annum.

1982 – 1984: University of Ibadan, Nigeria -: Responsible for development of electrical power and machine laboratory. Designed the curriculum for undergraduate electrical power course. Installed and started up AC and DC laboratory equipment. Served on the state’s Rural Electrification Board. Trained technicians in the use and maintenance of solid-state drive systems, programmable controllers and instrumentation.

1981 – 1982: Brown & Root, Incorporated (now Haliburton), Houston, Texas. Electrical Engineer II.

Served as the engineering department construction site representative at the South Texas Project nuclear power generating station. Reviewed bid packages for motor control centers and fire protection systems.

Accomplishments:

Engineered and supervised installation of electrical raceway at turbine and auxiliary buildings for nuclear power generating station.

Prepared schematics and control wiring for the plant class1E equipment in the containment building.

1979 – 1981: Bechtel Power Corporation, Gaithersburg, Maryland. Project Electrical Engineer

Worked on several projects (MMWEC, Calvert Cliffs) as system electrical engineer.

Accomplishments:

Engineered cable spreading room separation criteria, performed calculations involving fault current and, scheduled and supervised installation of electrical raceway and switchgear for nuclear power generating station.

Prepared budgeting, scheduling, design presentation and field set up of instrument and control systems.

Assisted in successful plant walk-down at various nuclear power generating stations to verify equipment separation criteria and implementation of USNRC TMI finding recommendations.

Performed relay coordination settings, cable pulling tension, load flow, fault current and battery sizing calculations.
