August 2003 - Present Allegheny County Economic Development Project Manager, Housing Development Division

Support Allegheny County’s diverse range of housing programs from inception to completion through financing, design to construction. The programs range from single-family, multi-family to mixed-use developments.

Facilitate communication, cooperation and action between governmental agencies, non-profits, for-profits, accountants, architects/engineers, contractors, subcontractors, legal counsel, financial institutions and clients.

Direct oversight on numerous major housing projects including: o Partnership with Pittsburgh History and Landmarks Foundation for a historic renovation of the Falconhurst Building in Wilkinsburg, PA into rental housing. o Develop single-family infill housing through new and/or rehabilitation projects. o Partnered with the State of Pennsylvania, local developers and builders to use LIHTC

(Low-Income Housing Tax Credits) to renovate a mixed-use residential and commercial development in the Borough of Homestead.

o Manage a closing cost and down payment assistance program with several local financial institutions to provide financial assistance to potential homeowners at the time of closing.

Conduct on-site quality control inspections to ensure projects are on budget, schedule and the scope of work is being adhered.

Monitor and conduct audits of all contracts with various Federal and State agencies to assure compliance with rules and regulations.

Navigate both private and public financing as well as underwriting of assigned projects to assure financial viability over the course of the project.

Implement projects and records management systems to ensure fiscal integrity and to meet reporting requirements of the Federal, State and Local Government.

Assist in the development of new and innovative programs to increase the marketability of our projects.

Research, prepare and submit RFP’s for a variety of construction/demolition projects and professional services provided throughout the Department.

Market research and site identification for potential housing development opportunities hout throughout Allegheny County.

Preparation of contracts, review of change orders, preparation of scopes of work, managing of insurance requirements for all contracted parties and managing of housing assets within the Department.
