ACHIEVEMENTS:

Performed construction inspections as the chief building and fire inspector while employed with the Office of State Fire Marshal where I determined building, fire and life-safety code compliance for the construction of the University of Virginia's Replacement Hospital. The $260+ million project was the largest state construction project outside of highways at that time. Promoted to (Fire Protection) Senior Safety Engineer within two years of employment.

Chaired the Harrisonburg/Rockingham Local Emergency Planning Committee (H/R LEPC) from 11/2000 to 11/2004. During this period, I created and implemented the H/R LEPC web-site, negotiated a memorandum of agreement between the H/R LEPC and James Madison University that resulted in a more efficient and effective utilization of limited regional resources, provided oversight for the area’s “Reverse 911” system, and developed and delivered an area wide emergency response training program – “Sheltering-In-Place” for the general public. Other accomplishments as Chair included creating, planning, and conducting regional wide annual drills and exercises, coordinating combination private and public agencies training efforts, initiated the creation of a central repository at James Madison University for H/R LEPC documents, and performed FEMA/Homeland Security and or EPA assessments as required.

Received a letter of recognition from the County of Henrico for meritorious service.

In 1992, was selected "Employee of the Year" out of 1500 Department of General Services employees in addition to earning a Safety award.

Developed and implemented a computer-based training program that resulted in a more effective and cost efficient method of employee training that won the company’s 2002 “Best-Practice” award, and was implemented by company at other sites world wide.

EXPERIENCES:

Responsible for organizing, conducting, and directing the operations of the Town’s purchasing division to include overseeing the purchasing operation and enforcement of state and local procurement policies, procedures and ordinances.

Managed the procurement and general service operations for an independent State authority to include posting solicitations, managing fleet operations, security, and housekeeping functions. Procurement responsibilities included, but were not limited to the following:

oDetermine procurement strategy, contract type, develop or review contract terms and conditions or recommend revisions, deletions, additions, etc.;

oPrepare Justification and Approval, issue solicitations for all competitive bids, and prepare contract award documentation;

oIssue solicitations, i.e. Requests for Proposal (RFPs), Invitation for Bids, etc., for procurements;

oReceive, review, and negotiate resulting contractor proposals and price quotes, including review and negotiation of Exceptions and Clarifications including associated rate packages;

oReceive and administer new contract awards, modifications, and administrative changes;

oPrepare and disseminate contract briefs;

oPrepare, organize and maintain contract records and files documenting contract award, modifications, performance and compliance, change status and delivery status;

oPrepare assigned contracts for the close-out process;

oEnsure all other contractual actions are satisfied and administrative or litigation actions are resolved; and

oAdministered the Authority’s purchase card program

Served as the principal Authority Space Planner and Property Manager with the following responsibilities:

oPlanned and administered Authority-wide space planning and moves;

oNegotiated and developed leases for all Authority required need for additional program space

Independently coordinate and formulate contracts for a variety of highly specialized and complex services or goods in compliance with regulatory and statutory requirements. Develop specifications and solicitations for specialized and technical goods and services. Advises University administrators on technical specifications and appropriate contractual terms and conditions required to procure services and goods, and provide legal protection.

Managed the purchasing/procurement and mailroom responsibilities for the Virginia Museum of Fine Arts ensuring compliance with State law, executive orders, and the provisions of the Agency Procurement and Surplus Property Manual. Administered the Museum’s Small Purchase Credit Card program. Responsible for the Museum’s contract functions and contract compliance including maintenance, term, and other such legal procurement documents. Served as the Museum’s chief purchasing officer. Acted in an advisory capacity to ensure customer and vendor compliance with state laws and regulations.

Managed all aspects of the Museum’s parking and transportation services including, but not limited to developing and executing the budget, establishing policies, administering all HR functions related to 6-person staff, purchasing equipment, and generating monthly revenue and expense reports. In addition, I developed and administer the Museum’s employee parking program, developed and administered the Museum’s membership parking program, and created a database that enabled parking software to grant appropriate parking privileges to both groups.

Responsible for the management of the Plant’s Security and Emergency Management programs. Included under this general responsibility was the development and execution of the budget for (4) emergency response teams and Crisis Management activities. Oversaw the installation, maintenance, and testing of fire protection and security systems. My additional responsibilities included life safety systems and building plan reviews for code and or regulation compliance (OSHA, NFPA, ICC/BOCA, EPA, and FM requirements), and the development and implementation of the Plant’s emergency response and security procedures and policies. Lead and assisted with incident investigations. Conducted training for safety and security-related items. Oversaw multiple security and fire protection system(s) contractors. Served as the Plant’s liaison to external emergency services and law enforcement agencies. Served as chair for the Harrisonburg/Rockingham Local Emergency Planning Committee where I oversaw the coordination and compliance of the Emergency Response Plan for the City of Harrisonburg and Rockingham County with requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA) and homeland security directives.

Developed, managed and administered all aspects of the building and fire safety program for a major state-owned university. The program included, but was not limited to, the maintenance of fire protection and detection equipment; building and site inspections; budget development, monitoring and execution; providing technical and code assistance; and building and system plans review.

Reviewed building construction and fire protection system plans for compliance with applicable building, fire and/or life safety codes and standards. Gave technical consultation to various client groups. Performed fire and building code research. Assisted in the formulation of plans of correction to achieve code compliance and made recommendations for the approval of requests for code modification.

Surveyed buildings for compliance with fire safety requirements of the Uniform Statewide Building Code, Statewide Fire Prevention Code, NFiPA 101 - Life Safety Code and/or other fire industry accepted standards. Investigated large property loss due to fire and fire related injuries or death in state owned buildings. Conducted construction and special inspections and witnessed fire protection system acceptance tests. Conducted fire safety-related training programs. Assisted facilities in the formulation of their emergency evacuation and disaster plans.

Performed as a member of a fire/emergency response team with various fire suppression and rescue functions. Acted as the team leader in the absence of the company officer.
