. Work with Civil Rights organizations, e. g. NAACP Legal Redress Committee on resolution of complaints of discrimination as follows:

. 30 employment discrimination complaints resulting in actual damages for eight complainants, return to employment and monitoring by NAACP Legal Redress Committee; Also, assist 10 persons file complaints with EEOC, Missouri Commission on Human Rights, or Department of Education Office of Civil Rights

. 5 Fair housing complaints resulting in actual damages for complainants, return to their units

. Restructured Complaint Investigation methodology .

Reduced case processing time from 185 days to 65 days with a goal of 60 days.

. Worked with Affirmative Action consultant to insure AAP was compliant with OFCCP Guidelines

. Conducted 100 Search Committee’s, to develop minority recruitment plans.

. Increased the utilization of MBE/WBE’s on formal contracts from $6 million per year to $14 million per year.

. Restructured the MBE/ WBE program to establish goals on all projects where there are available MBE’s and/or WBE’s to perform segmented aspects of the project.

. Implemented a Small Business Enterprise Program on small projects, e. g. curb and sidewalk, interior repairs, engineering work, etc. where there were at least 3 Small Businesses capable of bidding on the work.

Olathe, Kansas; October 1, 2003- July 1, 2005; Director of Human Relations/ Executive Director of the Human Rights Commission

. Secured a Fair Housing and Equal Opportunity Contract with HUD for $55,000 to conduct Fair Housing investigations.

. Secured additional HUD funds of $ 25,000 to conduct fair housing testing and to insure all apartment complexes were accessible to disabled tenants and provided the same accessibility regardless of race, color, sex, disability, age, religion.

. Established the same investigation Model I created at the Missouri Commission on Human Rights and KCMO Human Relations Department which made us substantially equivalent to federal law ( EEOC Title VII and HUD Title VIII) .

. Human Rights Commission created an award system for residents of the community who had demonstrated successful Civil and Human Rights work.

. Chair of the City Diversity Committee to create a more welcoming community ( in the past Olathe was not very diverse, but the community was now 8% African- American, 8% Hispanic/ Latina/o and the demographic projections were by 2020 it would become 11 % African- American and 12% Hispanic/ Latina/o). Initially we started with Rev. Martin Luther King holiday celebration, Hispanic/ Latina/o Celebration for Cinco de Mayo. The Diversity Committee was also working on greater Diversity among city workforce.

. Rewrote City ordinances to insure substantial equivalency with federal law ( EEOC, Title VII and HUD, Title VIII )

. Negotiated contracts with EEOC annually to conduct 100- 110employment investigations per year.

During a 22 year period we had a 100% acceptance rate of cases submitted to EEOC for contract payment.

. Negotiated contracts with HUD to conduct 50- 75 fair housing complaints per year.

During a 22 year period we had a 100% acceptance rate of cases submitted to HUD for contract payment.

Between HUD and EEOC our probable cause rate was 15% and I acquired $10 million in damages for individual plaintiffs.

Wrote Administrative regulations and City Ordinances to implement the city Minority and Women Business Enterprise Program ( MBE/ WBE ).

Conducted over 250 mediations personally. The Division did over 8,000 mediations, e. g. landlord/ tenant, neighbor to neighbor, employment, etc..

Worked with Michelle Ohmes, City Consultant to develop City initial ADA plan. Ms. Ohmes was ultimately hired by the city as a permanent employee to update the plan annually.

. Over 22 years insured the City contracted $2 billion with MBE’s and WBE’s in construction, professional services, other services, goods and supplies.

Administered City Human Rights Commission to conduct projects in fair housing, equal employment opportunity, fair housing testing, gay and lesbian rights ( resulted in the first ordinance in employment, housing and public accommodations that gave equal rights to gay and lesbian persons in Missouri )

. Conducted 19 hate crimes investigations resulting in 4 persons going to prison and the end to hate crimes in those areas.

Worked with Al Plummer, Executive Director of Missouri Commission on Human Rights to revise the state statute giving the City of Kansas City the power to enforce state of Missouri civil rights law within the boundaries of KCMO.

Created an internal EEO function within City of Kansas City government to allow city employee’s the right within city government to file complaints.

Insured all contractors and vendors with KCMO were equal opportunity contractors/ vendors through our Affirmative Action Division.

Missouri Commission on Human Rights, June, 1980- August 30, 1981; Hearings Attorney; Chief of Investigations/ Deputy Director

Shortly after I began with the Commission the Board fired the Executive Director because they had a contract with EEOC and an approval rate of 80%. They needed at least 85% to maintain the contract. I advised the Commission I needed to become involved earlier in the investigative process. They made me Chief of Investigations.

. I redesigned the investigative methodology.

. Retrained Supervisors/ Investigators and Staff. Within one year the contract approval rate with EEOC went from 80% to 100% and stayed there until I left the Commission. The EEOC renewed the contract with the Commission.

. At this time we received a complaint from 32 women they were being underpaid compared to men at a printing shop. Working with EEOC this complaint was ultimately settled for back pay ( the only remedy available at the time).

Supervisor of the Southeast Missouri ( Bootheel ) VISTA Project: September 1972- August 1975

Supervised 30 VISTA Volunteers engaged in the following:

. Tutoring low income 3rd and 4th graders in reading and math

. Community organizers developing neighborhood block clubs for community improvements, e. g. clean up campaigns, advocating for street paving, home repairs, installation of water and sewer improvements

. Organized petition campaign to incorporate the town of Hayti Heights, Missouri

. Organized the creation of Southeast Missouri Legal Service Corp. ( now Southeast Missouri Legal Aid covering 44 counties)

VISTA Volunteer, December, 1969- September 1972

Developed the following:

. Community improvement Block Club in the Westend Section of Sikeston, Missouri known as Sunset, a totally segregated section of Sikeston. A clean up, street paving, water and sewer improvements

. A tutoring program for impoverished 2nd grade students in reading and math. Students advanced two grade levels

. Summer youth and recreation program providing free lunch to over 200 youth per day

. Organized a campaign to prevent African- American students from being put only in remedial math and reading programs resulting in 50 African- American students entering college.
