1987-1991: Director, Policy, Plans, and Programs, USAF Academy, Colorado. Designed and directed corporate planning, programming, and budgeting board processes, which produced the Academy’s Master Objective Plan, $1.5 billion Six Year Defense Plan, and annual President’s Budget, totaling over $250 million/year. Created 90 current operations plans annually. Executive for the Board of Visitors. Directed North Central Accreditation Review for all support functions. Designed and implemented the Academy's first-ever graduate census. Provided range support for high level weapons systems tests, including the Ground Launched Cruise Missile. Maintained world-wide combat mobility commitments. Supported the Coast Guard, Drug Enforcement Agency, and Bahamian Strike Forces in the Caribbean, resulting in seizure of over $100 million in illicit drugs.

1982-1986: Congressional Liaison Branch Chief, HQ Air Force, Pentagon. Special Assistant to Secretary of the Air Force for Academy policy. Program Element Manager for the Academy’s $250m annual budget. Presented weekly Congressional Staff briefings on Capitol Hill to educate staffers on the Academy admissions system; hosted annual orientation trips for 120 Congressional staffers to the Academy. Developed Office of the Secretary of Defense policy, enabling foreign cadets to enter the US military academies, and USAF policy for assigning non-rated graduates.
