Responsible for a management of federal, state and local environmental permits and plans for all courthouses within California, for the new courthouse construction projects, liaison with project team on new equipment selection, such as emergency generators, boilers, chillers/refrigeration units, hazardous waste, hazardous materials, local sewer districts (NPDES), underground fuel storage tanks (USTs) and aboveground fuel storage tanks (ASTs). Spill prevention control and counter measure (SPCC) plan, Storm Water Pollution Prevention (SWPP) plan and vendors agreement contracts.

Acting as the functional expert for all 600 plus courthouse properties within California. Primary contact for written and verbal correspondence with regulatory agencies, that includes resolution of violation notices, testimony in rulemakings, and comply with the permit conditions and/or permit renewals. Responsible for analyzing the impact of new and existing regulations or permit conditions for courthouses and formulate strategies. Seek appropriate funding and resources in the annual budget.

Working with internal and external partners to develop, implement and maintain robust environmental strategies, policies and plans across the California Courts system. Prepare guidelines and training procedures that communicate safety and regulatory requirements to all employees and contractors.

Prepare job specification and contract management for Environmental Health and Safety compliance effecting the California State Courthouse operations and Court property management. Contract negotiations for the hiring environmental service providers to carryout CEQA, due diligence (Phase I, Phase II) and remediation activities related to new courthouse construction or the existing property transfer.

Attend meetings, prepare memos, and provide reports to update resource request, technology selection, equipment purchase, budget allocation and the employee training, related to Environmental Compliance, and/or Health and safety.

Track and maintain environmental permit compliance and renewals (Air, Hazmat, Hazwaste, sanitation, UST, AST, Due diligence, CEQA, and OSHA) with the help from accounting, facility maintenance and management staff and other support staff.

Review ESA Phase I, and Phase II and CEQA reports; provide recommendations for long term and/or short term corrective actions, and budgetary cost estimates for remediation and corrective actions.

Supervise and approve outside contractors work, account for deliverables, authorize payments, and prepare contract status report for management briefing/updates.

Provide training to other staff related to environmental Health and safety issues and concerns.

Significant Achievements – Assisted in completing 570 facility transfers and 20 new courthouse land purchase agreements (ESA Phase 1, II and III). Provided 40 hours plus web based training to various groups; provided six figure cost savings by initiating and implementing a strong regulatory compliance program. Managed 12 service providers contracts for cost savings and timely deliveries.
