Responsibilities included real and personal property taxes, utilities, outside billings to L3, DRS, Texans Credit Union, and TI, building maintenance, and moves and rearrangements budgets. I also process NCS indirect Internal Operations Transfers, NCS Homeland Security activities, and any Strategic Campaign budgets for the North Texas region, and all facilities capital for the operations/facilities worldwide.

Other indirect positions held have been Business Analysis Lead at E-Systems, Garland, TX where I trained Program controllers in Earned Value Management Systems (EVMS) and in setting up their projects. Supported Garland's Tri-Service Validation as part of this team's responsibilities. Later became EVMS tool owner for Garland. Coordinated user group, tool upgrades and testing, training program control personnel on use of tools and getting their projects up and running on tool.

Have 20 years of direct program controls experience on EVMS programs. Last program was offsite lead for the MIND program in Garland for Raytheon. Maintained MPM budgets and schedule integration for the Software Development effort that was performed offsite at Garland.

Prior to being the offsite EVMS lead at Garland was the Business Manager for High Performance Computing Programs (HPC) in Maryland. Was also the Business Manager for the DoD Modernization program at APG, Maryland and the Geodynamic Fluid Development Laboratory in Princeton, NJ. Both were offsite programs for the Garland division.

Immediately before becoming the Business Manager for HPC managed the EVMS for R&D programs for the division headquartered in Garland, TX.

Other direct program control experience at E-Systems included EVMS lead on various black programs in Garland with EVMS requirements on them.

Other Experience

Prior to joining E-Systems in Garland I was the Finance Manager in charge of Revenue and Profit determination for Contel Federal Systems in Fairfax, VA. Coordinated all EAC activities, worked their EVMS validation and System Description and Pricing Manual updates. Was brought to Contel to convert their Government Division to the Martin Marietta project management style.

Prior to joining Contel I was the Internal Business Management Lead at Martin Marietta in Washington, DC. Responsibilities included running the EVMS tool as well managing the Internal Business Management Budget on the $8B NAS Plan contract. My initial position on the NAS Plan was on the start-up team in the Program Management Directorate where the first DOT validation was awarded. The Program Management Directorate had 88 projects within the NAS Plan contract and we had detailed ten year project budgets for $3.8B. I trained the Cost Account Managers and ensured that cost and schedule was integrated on the Cost Account Planning sheets.

I have had various other finance roles along the way which included Manpower Planning Lead, some minor indirect rates management and pricing jobs.

Prior to working in the defense industry I started, owned and operated various real estate lending companies. The skills to run these businesses came from working for mortgage companies as a loan officer, managing a real estate lending branch, and being the loan systems analyst for a savings and loan, all in California. I gained my collection experience not just as the loan systems analyst at Homestead S&L, but by working for a credit reporting and collection company, CBI.
