Dear Human Resources Director:

Enclosed is my resume in consideration for your Human Resources Manager opening. I feel that my advanced degree with focused emphasis on labor and employment law and 20-plus years of experience with labor and employment law, workplace safety and workers’ compensation, regulations and workplace rules, compensation and benefits, and human relations management issues would make me an ideal candidate for this position as follows:

(1) Workplace staffing/onboarding/training/performance evaluations/policies and procedures administration: I have over eight years experience performing the hereinabove duties as an IT recruiter, as well as two-plus years providing HR services for a professional moving/warehousing company, and five-plus years in a professional services firm as the Human Resources/Hiring Manager;

(2) Diversity Training: I have taught online diversity courses for five years as an independent contractor;

(3) Equal Employment Opportunity law/workplace diversity (EEOC): I have extensive experience with claims of discrimination filed with the EEOC, from the time a Charge of Discrimination is filed on the employer, to refuting claims in the investigatory stage with the EEOC investigator, to handling and resolving claims in informal mediation and formal conciliation with counsel/EEOC. I have handled over 200 claims filed with the EEOC since 2000. I have also performed independent workplace investigations for several clients;

(4) Employee Benefits administration (COBRA/ERISA/ACA) and Workplace Privacy (HIPAA): I have worked extensively with all three statutes since 1996. Although I am not an expert in drafting employee benefit plans under ERISA, I do understand the statutory requirements owed to employees receiving benefits under a qualifying plan. I have also administered hundreds of COBRA notices. Finally, I understand the proper HR protocol and decorum in order to avoid running afoul of HIPAA;

(5) Family and Medical Leave administration (FMLA): I have extensive experience handling FMLA leave requests and related legal issues. In my professional opinion, this is literally the most dangerous statute that most HR professionals deal with regularly. In my experience, this in an area where many professionals struggle to apply it properly in complex situations [especially with how it interplays with the Americans with Disabilities Act, short/long term disability claims, workplace injury, holding open a position, etc.];

(6) Department of Labor regulations (DOL/FLSA): I have extensive experience with resolving claims of wages and hour violations with the Department of Labor, including a detailed understanding of the recent regulations [and currently proposed regulations] governing exempt and non-exempt employees, interns, etc.;

(7) Workplace Safety regulations (OSHA)/(MSHA), Workers’ Compensation claims administration, and insurance risk management: I have extensive experience handling claims at both the insurance claim, as well as the administrative law level. I have dealt with federal investigators, necessary filing paperwork, and negotiated violations and fines with both OSHA and MSHA. Further, I have handled several hundred workers' compensation claims from the notice of injury through completion in contested case hearings;

(8) Unemployment Claims: I have directly handled in excess of 250 unemployment compensation claims from filing an objection to contesting them in an open hearing. I have won over 90 percent of my cases in either a contested case hearing or in a subsequent written appeal; and

(9) Organized Labor/Collective Bargaining: I have several years of legal experience working with organized labor and collective bargaining, as well as a mastery understanding of the NLRB and related statutes. I also possess excellent negotiation and other soft skills needed to work with union management.

In terms of the people skills and computer acumen, I am comfortable with technology and can already operate and/or learn virtually any computer program, payroll system, HRIS management strategy, etc. I am of the belief that an effective professional needs to materially participate in and be seen regularly by the rank and file employees. I am also able to adapt to many different workplace philosophies/management practices and feel that I could thrive in your workplace environment. Further, I possess very strong communication skills, both written and oral. I also possess a great deal of patience and am known by others as a team player. Importantly, I understand the unique issues and challenges relevant to hiring and retaining employees in any workplace setting. I am also able to take initiative when presented with the opportunity to do so. I also possess the willingness to be trained in any way you would see fit in order to perform the duties of this position and I will relocate/travel as needed.
