Selected my Mayor Bloomberg to launch new agency – Housing Recovery Operations (HRO) with $3 billion dollar budget.

Developed Technical Policies and Procedures under CDBG-DR guidelines, including environmental reviews (under NEPA), to determine the pathway for privately owned homes of New York City residents, i.e. rehabilitate, rebuild, elevate, acquisition etc. Developed and implemented construction plans with outside consultants. Developed budgets for each scenario including specification of products.

Developed procedures for testing and remediating lead based paint, asbestos containing materials, and mold in homes applying for funding under CDBG-DR. Created bid for testing agencies and certified inspectors. Coordinated procedures with NYC Department of Health and HPD.

Directly responsible for the successful completion of the Phase I Environmental Site Assessment for the entire program and for each of the 5 boroughs. Assessment included, but not limited to identifying any sites that may be on the National Priority List/ CERCLA, noise pollution, wetlands, endangered species, indigenous and Indian tribes burial or religious grounds conservation, and landmarks.

Working with community boards, elected officials, city, state and federal government agencies such as EPA, DEP, DEC, NYC LPC, OER and NHL.

Deputy Director Capital Projects/Owner’s Rep November 2010 – April 2013

Supervised complex, multiphase, high-profile projects valued over $340 million dollars.

Managed over 65 people across five boroughs.

Worked with DEP, DEC, BCP and VCP to determine viability of cleaning up NYCHA owned property that had various levels of contamination. Once property was deemed viable for redevelopment, coordinated Phase 1 Environmental Assessment and worked with HPD to receive FONSI.

Oversaw major building renovation work including façade work (Local Law 11), asbestos abatement, window replacements, roof repairs, interior apartment repairs, MEP systems as well new construction of Community centers and management of public spaces.

Worked with NYCHA Technical Services department to test and determine if an ACP 5 or ACP 7 was applicable. Followed all DEP guidelines for ACM removal. Worked with HPD for lead based paint removal or encapsulation.

Project Manager for capital projects at Peter Cooper Village/Stuyvesant Town (PCVST) - 110 residential / commercial buildings consisting of 11,300 apartments plus commercial and retail space across 80 acres.

In collaboration with Environmental Attorneys developed the policies and procedures for brownfield remediation and guidelines for any excavation within the brownfield site of PCVST. Successfully, remediated over 10 acres of property to allow for new steam lines and water pipes to be installed.

Responsibilities included budgeting and pro formas for capital program, estimating, design development and construction management. Application of Building Codes, Electrical Code, permitting and expediting.

Assisted in managing facilities and daily operations including Local Law 11 cycles, 220 elevators, 110 laundry rooms, 89 roofs, and Con-Ed provided - steam distribution for heat at 110 residential buildings.

Designed and oversaw construction of fiber network which connected 110 residential buildings.

Empire Core Group (Construction Management):

Peter Cooper Village/Stuyvesant Town: Owner’s Rep - $38,000,000 Construction Management Budget for 2015 to oversee all capital improvements, including renovations of 300 apartments at an average of $140,000 and paint & cleans - 1900 units at an average of $2600 per unit. In addition, Local Law 11 work, Roof repair, retail store white boxing, and retrofitting of commercial spaces.

Liberty Blue Group (General Contractor):

Manhattan Kids Club: $3,000,000 – 22,000 square foot space completely gutted and renovated for a state of the art Day Care and Pre-School facility. Challenges included tight timeline and extensive waterproofing.

Madison Realty Capital – Apartment Renovations: $1,800,000 – apartment gut renovations throughout Manhattan, including sistering beams, installing new subfloor, new plumbing and electrical risers, lobby and corridor renovation.

Brooksville – Gates LLC- $3,000,000 Oversee gut renovations of two brownstones in Fort Green, Brooklyn, NY. Buildings were landmark registered and entailed working with LPC (Landmarks Preservation Commission). Scope included building envelope, interior, and hardscape

Mayor’s Office of Housing Recovery:

Build it Back Program: $3,000,000,000 of federal funds to repair or rebuild residential homes damaged during Hurricane Sandy. The Program has 24,000 applicants varying from minor basement water damage to completely destroyed homes. Responsibilities included developing standard operating procedures, program standards/construction specifications, environmental assessment process, overseeing permitting and construction.

Construction Management – Owner’s Rep:

Harlem Children Zone Promise Academy – $7,000,000 –Ground up construction of K-12 school - Harlem Children Zone Promise Academy, including building a new NYC street, extending public utilities to building completion. The $100-million, five-story, 135,000-square-foot school building houses a community center, 50 classrooms with state-of-the-art technology, two-floor library, gymnasium/auditorium, large cafeteria/meeting room, fitness room, dance studio, music room, computer lab and three science labs.

Security Enhancements: $81,000,000 –Design and implementation of security enhancements at over 90 NYCHA developments. Scope included security cameras, access control, lighting, intercoms etc. Worked closely with New York City Councilmembers and other elected officials to ensure community outreach and best use of elected officials funds.

Edenwald Houses: $3,000,000 –Contract provided for replacement of domestic water and fire distribution piping at 12 high rise buildings a combination of 6” and 10” pipe. Reviewed all design submissions along with designer engineers. Project required soil compaction testing, prior to excavation to ensure proper shoring was designed and installed.

Johnson Houses: $108,000,000 – Consisted of exterior/ interior structural repairs, brickwork and roof replacement, structural concrete repairs at interior and exterior locations, kitchen upgrade in all apartments, bathroom upgrades at various locations, hallway repairs and upgrades, miscellaneous plumbing and electrical work at 10 buildings. Project finished on time and under budget. Challenges included disagreements amongst prime contractor and subcontractors and dealing with liens and subsequent lawsuits that were a result of those disagreements.

Sotomayor Houses: $100,000,000 - overall investment divided amongst three contracts: design, construction management and construction. The project encompasses design for exterior brickwork repairs, roofing replacement, asbestos abatement, apartment repairs, interior compactor replacement and underground sewer line replacement at 28 buildings. Challenges include accessibility to occupied apartments in need of repair, exploratory testing such as non -destructive concrete testing and using new technologies and materials such as precast concrete for curbs and zinc metalizing for exposed steel.

O’Dwyer Houses: $6,000,000 –Contract for repairing exterior brickwork and asbestos abatement at six (6) buildings to address the Local Law 11 violations (brick facade repair work). The buildings are 15-16 stories high, cavity wall construction. Challenges relate to balconies and severe damage that occurred during Hurricane Sandy. These buildings are located in the Coney Island section of Brooklyn right off the beach. A specialty contractor to perform concrete sound tests and probes at the balconies in order to include the repair of the balconies in the contract.

Lehman Towers: $600,000 –Contract was for removal and legal disposal of two existing 20,000 gallons underground fuel oil tanks and remediation of contaminated area (following DEP requirements). Followed by replacement of one new 20,000 gallons double wall fiber glass reinforced plastic fuel oil tank and associated piping. Implementation of the work will include a fuel oil tank management system (FMS), leak detection system and accompanying electrical work. Challenges included ensuring that the prime contractor was properly filing waste manifests with NYCHA and DEP.

Tishman Speyer/Rose Associates

Peter Cooper Village and Stuyvesant Houses (complex consisting of 83 acres and 110 buildings): Annual Capital Budget of $100,000,000.

Work collaboratively with local, state and federal partners to identify and overcome technical, financial and regulatory barriers to increasing energy efficiency and renewable energy capacity in New York City Properties, this included Public Service Commission (PSC), New York State Energy Research and Development Authority (NYSERDA), NYS Division of Housing and Community Renewal (DHCR). Extensive knowledge of the entire 80 plus acre property including all building layouts, utilities, underground steam lines, fiber infrastructure etc.

J.R. Loring and Associates

Homeland Security, Newark, NJ: New construction, designed electrical infrastructure for the building that replaced the loss of 7 World Trade Center. Presented with an award for “increasing the quality of life at work” in a safer more resilient environment.

Brooklyn Law School Residence, Feil Hall, Brooklyn, NY : New Construction, 300,000 sq ft, 22 stories, 239 apartments with full kitchens and parking for 110 vehicles.

Real Estate Transactions:

Harlem Children Zone Promise Academy: $7,000,000 -Disposition of property within St. Nicholas Houses for K-12 school - Harlem Children Zone Promise Academy. Negotiated deal and drafted closing documents including development agreement and deed. Processed Uniform Land Use Review Procedure (ULURP) for new city street. Worked on Phase 1 Environmental Assessment for FONSI. As part of the transactional team, we worked directly with school founder Geoffrey Canada and Deputy Mayor Dennis Walcott.

1070 Washington - La Preciosa: $1,900,000 -Disposition of property. This project was developed through a combination of financing including federal Low Income Housing Tax Credit (LIHTC) equity, conventional bank financing, and financing from NYCHA through its Replacement Housing Factor (“RHF”) capital fund. Involved change of zoning applications/overrides and ULURP processes. Partners included New York City Department of Housing Preservation and Development, Bronx Pro Group LLC, Services for the UnderServed, Chase and Enterprise. The new construction will host 49 affordable units and 21 Public Housing units.

401 W 25th Str - The Elliot Chelsea – $9,000,000 – Disposition of property. A NYCHA parking area at Chelsea Houses with additional development rights to Artimus Construction to facilitate construction of a 168 unit mixed income building. Apartments will be affordable to households with incomes ranging from 40% to 195% of Area Median Income.

240 West 167th Street - Highbridge Overlook & 220 West 167th Street - Highbridge Terrace -

$650,000 & $1,550,000 – Disposition of property. NYCHA sold two parcels of land at Highbridge Gardens in the Bronx to Dunn Development to facilitate construction of 65 & 155 affordable apartments. Capital Financing included NYC HCR LIHTC, NYC HPD loan, JP Morgan Chase Bank and Richman Housing Resources, LLC.
