● Responsible for receipt of vendor drawings and documentation, as well as maintaining files on all orders, issued slippage alerts and other reports as required by project personnel.

● Participated in supplier pre kick off meetings, to ensure all requirements are understood by all parties, as well as weekly update meetings with client, and project personnel. Subcontracts Administrator/Project Field Engineer – Valero, St Charles Project Daily responsibilities involved researching new contractors, and qualifying them to contractually perform civil/mechanical/electrical type construction activities on various onshore LNG/Petrochemical type proje cts.

● Accepted a field assignment at the Valero St. Charles Refinery in Southern Louisiana, administering the field activities of subcontractors to whom I previously evaluated and awarded the contracts.

● Ensured timely procurement activities involved with subcontracts, including purchasing equipment, traffic/logistics and expediting.

● Authored, issued requests for, and evaluated proposals. Maintained contract files from bid tabulation and award, to post award administration of said contracts, in accordance with Technip procedures.

● Frequently visited site to ensure subcontracts were being adhered to, and safety/quality issues were being addressed. Assisted subcontract manager with negotiations involving various clauses/indemnifications that had to be agreed upon prior to execution of live subcontract.

● Liaise with subcontract managers and project teams, as to the progress of subcontracts, and worked out issues that may have delayed projects. Presented weekly and monthly subcontract plans to project management to ensure workload was moving along at the agreed upon timeframe. KELLOGG BROWN AND ROOT SERVICES INC. – Baghdad, Iraq 2003 2004 Subcontracts Administrator – Camp Victory, Baghdad International Airport (BIAP) Daily responsibilities included qualifying suppliers, issuing request for proposals, performing proposal evaluations, and maintaining subcontract files in accordance with established procedures, within a complex social/political environment. Continuous preparation for, and passing of, procurement, materials, company wide, and government DCAA audits.

● Accepted a promotion to the subcontracts department in Baghdad, Iraq, in order to help continue supporting the coalition troops, throughout the Middle East region. Negotiated, authored and administered large scale purchase orders and multi million dollar subcontracts.

● Contracts included but were not limited to: construction projects including building renovations, and high tech projects such as internet café’s, laundry service contracts, and basic camp services (solid waste removal and water services). Most recent projects included establishing contracts to procure vast quantities of vehicles (fuel, water, etc) and assisting in establishment of master agreements for Host Country Nationals temporary labor services.

● Job role had direct impact on cost containment, efficiency and the profitability of operations, with a direct focus on value creation. Daily negotiations with local vendors and suppliers of services helped me learn how to break down the massive cultural barriers that exist in the Middle East.
