Employed as part of a newly-created Procedure Department during a multi-year effort to re-start operations at the Waste Isolation Pilot Plant (WIPP) under a Department of Energy contract with the Nuclear Waste Partnership. Served as a Senior Procedure Writer assigned to critical re-start efforts including the following:
One of two writers assigned to review and revise all plant procedures related to implementation of a Consolidated Evaluation of the Safety of the Situation (ESS) which consolidated 10 different ESS’s into one revised pre-start document.
Served as a member of a plant-wide “Tiger Team” which reviewed and revised over 180 procedures and created new procedures for implementation of an entirely new Documented Safety Analysis (DSA) to replace the plant’s Consolidated ESS and allow restart with actual waste operations.
Revision of over 60 plant critical equipment procedures as part of institutional re-start efforts.
Procedural development for major new plant equipment systems, including a new underground wireless communication system, a new supplementary underground ventilation system, and numerous others.
Director of Grants, Planning and Research, Aiken Technical College (2012-2015)
Responsible for grants acquisition and management, as well as institutional research and institutional effectiveness for a technical college of 3,000 students in Aiken, South Carolina. Responsibilities include preparation for accreditation and re-affirmation including academic program accreditation, as well as non-academic and academic program review, learning outcomes assessment, etc. Acquired over $15 million in grants for the college’s programs.
President, World Affairs Council of Kentucky/Southern Indiana (2002-Oct 2011)
Provided leadership in all aspects of a community-based international organization that develops and provides professional programming for official, U.S. government-sponsored international visitors to the Louisville urban area. Created a program of community discussions centering on international affairs which brings together hundreds of local citizens each year for educational programming. Obtained corporate support for local organizational programs. Responsible for grant proposal development and management, as well as all aspects of association management. Administered professional internships, coordinated local volunteers, plannned and developed cultural and social programming. Responsible for all Washington and International activities for a large (180 employees) umbrella association of state government officials. The Washington Office Director served on the Board of Directors for the State and Local Legal Center, as well as being responsible for all staff functions for the CSG Intergovernmental Affairs Committee and the CSG International Task Force. Elected Chair of the Board of the Hall of the States, where almost all state organizations are housed on Capitol Hill. Responsible for liaison between CSG and its affiliates, and a wide variety of federal agencies and other intergovernmental organizations and associations. Engaged in extensive lobbying and informational activities and provision of intergovernmental policy information and intelligence to CSG and state-related organizations. Headed CSG International Program with responsibility for program development and management of CSG Delegations Abroad to the European Community, the Republic of China on Taiwan, Japan (Environmental Focus), and the former Soviet Union (criminal justice delegation). Responsible for international grants and contracts, grants from the U.S. Information Agency (USIA), the Japan Foundation, the Philip Morris Corporation, and the German Marshall Fund.

Created and developed a department at CSG headquarters office in Lexington, Kentucky with responsibility for over a million dollars in research grants (an overall departmental budget of $1.8 million) and management of all criminal justice associations and activities within the CSG umbrella. Those responsibilities included research and training in law and justice related state government policy areas; obtaining and managing grants; conference planning and management; publications; and management of supervision of all staff. Among the associations managed were the American Probation and Parole Association, the National Association of Secretaries of State, the National Association of State Election Directors, and the Council on Governmental Ethics Laws.
