EXPERIENCE IN

WATER QUALITY, WASTE MANAGEMENT & ENVIRONMENTAL FIELD

Dec. 2006 To December 14, 2013: Cal-EPA, RWQCB various Regions: Working as Water Resources Control Engineer in the water quality control Board duties include water quality protection for all types of water resources. Water pollution protection and cleanup projects. Water Resource management, stormwater quality, regulatory and remediation/cleanup projects, etc.

Sept. 2002-To Oct. 06: Sharjah Municipality- Environmental Protection Section, Sharjah, U.A.E: Worked as an Environmental Advisor for State's various water resource development, environmental protection and integrated waste management projects, like Landfill, Transfer Station and MRF operation and new landfill improvement with lined-cell development, industrial waste management, regulations and permitting programs development, medical/infectious waste treatment, municipal solid waste collection, sorting, recycling and land filling, etc.

This included management of human resources as well as equipment and infrastructures. Development and implementation of various projects stages, like scope of work, review and evaluation of project proposals, short-listing of candidate companies, tendering, projects contract negotiation, execution and implementation of contracts, financial management and payments tracking, e.g, total project development, manpower and contract management, etc.

Wastewater treatment performance assessment, reclaimed wastewater (effluent) re-use and safe disposal, bio-solids recycling and resource recovery (co-composting with digested/treated wastewater treatment plant sludge), and safe disposal to Sharjah’s municipal landfill.

Project manager of old landfill solid and liquid waste remediation and cleanup work. Contact management, financial and liability issues, including contract resolutions. This also includes management of human and material resources, etc. Verify and approve payment schedules, including financial management aspects for fulfilling contract obligations.

1980-Sept. 2002: CA RWQCB-Los Angeles, and Riverside (Santa Ana) Regions (Now Cal-EPA):

Worked as water resources control engineer in the following regions:

1.Water Resources Control Board-Regional Water Quality Control Boards--Los Angeles & Riverside Regions: Protection and development of surface/stormwater and groundwater qualities, groundwater monitoring and cleanup projects, point and non-point sources pollution, development of water quality control standards, permitting and compliance of water quality permits; I was also environmental health and safety advisor and worked as a coordinator for occupational health and safety. Industrial pre-treatment standards for Publicly Owned Treatment Works (POTWs). Inspection and compliance of wastewater treatment plants, RCRA and superfund sites cleanup and remediation.

2.Department of Toxic Substances Control: Management of hazardous and extremely hazardous wastes, pollution prevention, soil and groundwater remediation and cleanup projects. Health, safety and environmental protection aspects of specialized industries, like refineries, chemical manufacturing and other industries.

I was involved in numerous investigations, research projects, development of environmental standards, regulations and guidance manuals and publications. A list of such guidance manuals publications can be provided upon request.

I possess about 30 years of combined professional and teaching experience in various California, U.S.A Universities and Colleges. I was assigned for teaching, setting up curriculums and course outlines for different environment science engineering subjects. In the professional spectrum, I was involved in inter departmental environmental teaching and professional hands-on training in the environmental field.
