PROFESSIONAL EXPERIENCE

August 2012 to 2013, Consulting:

Assisted a few Small Businesses in the Metropolitan Washington DC area, Buster Enterprises, Real Estate Developer, JCMCS Corp, Construction Management organization and Cap Corp) that are unable to hire a full time Contract individual with my expertise. I provided guidance throughout the request for proposal process, general correspondence, negotiations through Best and Final Offers (BAFO), all FAR regulation and requirements pertaining to each solicitation and or contract.

August 1, 2011 August 2012: Spectra Tech assigned to the Center for Disease Control (CDC), Branch V Pittsburg, Pa.

My most recent position was a Senior Acquisition Specialist at the CDC in support of World Trade Center initiative. My primary function is soliciting, evaluating, negotiating and awarding contracts to support the World Trade Center (WTC) project utilizing the FAR clauses 52.211-16 Variation in Quantity, 52.216-2 Economic Price Adjustment, 52.216-7 Allow Cost Payment, 52,216-8 Fixed Fee to name just a few. This position is a cradle to grave endeavor which include pre as well as post award. All facets of the contracting process is utilized inclusive of source selection, pre-solicitation, proposal, evaluation, and final negotiation with colleges and universities before awarding. In this responsible position, I draw note to the responsibility issues because in the process of source selecting it is tantamount that knowledgeable sources are vetted and selected. A very important aspect of the 911 tragedy is being undertaken in its quest to support the many people that were affected in a very negative way several years after the actual occurrence.

Closeout was an ongoing throughout my contract period, this is a quick narrative to the process.

Closeouts consisted of the following: Letter to Technical POC and copy of DD250 from contractor with the final invoice for concurrence and to ensure that all contract deliverables and options are complete, subcontracts are settled by prime, prime contractor’s funds review, closing statements and for CRS (all prior year indirect rates, interim and disallowed costs are settled per FAR 52-216-7 and FAR 52.217-15) or DCAA recommendation if records are unobtainable, price revisions are complete, final invoices have been submitted, all excess funds are de-obligated, termination docket is complete, and contract audits are completed. Classified materials, final patents, royalty, value engineering change proposals, plant and property clearance reports are cleared. Past Performance Evaluation (PPE) has been entered into the past performance information retrieval system (PPIRS) and completion of the (DD1597) Contract Closeout Checklist and that the Release of Claims DHS 700-3 is signed by Contractor per FAR4-804-4(b) and FAR42.708 for FFP, T&M, L&H, CR that a copy of the Defense Finance & Accounting Services (DFAS) funding ledgers are attached that include the Obligated and unobligated funds report. For Quick Closeouts of FFP, T&M, L&H, CR contracts. Obtain KO Contract Completion Statement (DD 1594 and obtain legal review or Staff Judge Advocate Coordination (AD 3059) and complete the bilateral SF30 to finalize closeout. Ensure that CIMS and FPD-NG reflect the final dollar value of the contract.

Productivity for the month regarding closeout files if the concentration was closeout only averaged 10-15 a month. Of course, whenever you depend on outside participation the process is impeded. It required diligence and prodding in order to maintain set milestones.

April 2009 to May 1, 2011: KOHT’AENE/AMES CONSTRUCTION SERVICE- (GS-1102/Grade 13 Equivalent)2107 Wilson Blvd. Arlington, Virginia

In this position performed in the capacity of Contract Manager in support of the Department of Labor Job Corps Division as the liaison between the contractor and the Architectural/Engineering (A/E) group. The position responsibilities were to utilize various contractual vehicles primarily Firm Fixed Price for construction contracts utilizing FAR part 36. Clauses 52.246-12, 21, 52.232-5 respectively. The various responsibilities include pre-award, post-award as well as closeout (cradle to grave sections A through M). I provided the Department of Labor with Federal Business Opportunities (FBO) packages in order to solicit various contractors through the source for sought method. A/E’s and General Contractors were solicited as well to propose or submit their capabilities in the form of the SF330 protocol. The responsibilities include conducting pre-bid conferences to inform the prospective contractors of their regulatory mandatory requirements. I would again meet the apparent lowest bidder to negotiate pricing. After completion of negotiations, I would schedule a contract award meeting to inform contractor the final result and discuss in detail deliverables, procedures for payment, contract modifications,, correspondence, and invoice submittals detailing how they are to interact with Contract Administration Support Services (CASS) in order to maintain a smooth and seamless business transaction.

Provided service as a Contract Specialist in the “Economic Stimulus Program issued by President Obama in order to expedite an upturn in the country’s economic status. My duties were to provide Contract Administration for contracts executed by the Department of Labor Staff, Stimulus and otherwise to build new and rehabilitate old Job Corp Centers through the Continental U.S., (CONUS) and Puerto Rico. Those responsibilities include and are not limited to pre-solicitation as well as post award requirements such as Marketing Surveys, Technical Information, Independent Government Estimates, Design and General Construction. I also coordinated and controlled documentation assisting Engineering Services Center (ESC), the Architect Service responsible for the Design and Construction of the Job Corps Centers respectively.

January 1999 – Feb. 2009: DISTRICT OF COLUMBIA, OFFICE OF CONTRACTING AND PROCUREMENT, 441 4th Street. Washington, DC.

Supervisory Contract Specialist/Contracting Officer (1102) Grade 14, Step 5,supporting the Office of Contract and Procurement with a warrant of $1,000,000.00. Implemented the Human Care Agreement process throughout the Health Agency to assure consistent social services. Supervised eight (8) Contract Specialists and several consultants to meet the needs and requirements of the District of Columbia Health Departments and Public Schools to insure contracting regulations (FAR) are adhered to and was the lead negotiator prior to contract award.

Wrote and negotiated contracts for the new and modernization of the District of Columbia Schools utilizing the various construction contract vehicles (i.e., firm fixed price, IDIQ, time and materials, RFP, IFB) respectively.

Negotiated with contractors in order to meet the budget constraints, source selection recommendations for awards and managing personnel to maintain and establish contracting partnerships.

Successfully negotiated and awarded the District of Columbia Medicaid Health contract in excess of $300 million.
