8/13-present Project Management Consultant – helping clients achieve maximum sustained business processes to optimize profitability using proven project management methodologies. PROGRAM MGMT: PM for seven programs led by seven project managers for anti-terrorism/Force Protection, Physical Security, Personnel Security Clearances, Counter Drug program, State Partnership Program, Military Funeral Honors and security guard programs at 23 facilities. Led development of knowledge management system for engineering information management enabling elimination of the service center’s backlog of thousands of late work orders. Led development of new contract change estimating system for $30M worth of annual changes eliminating need for legacy system. Procured and installed institutional mass notification system for 3000 personnel. Project manager for $200M manufacturing plant expansion.

HUMAN RESOURCES: Revised personnel evaluation process and achieved 100% on time evaluations. Led development of a Lessons Learned Program and strategic performance metrics system. Improved bonus compensation plan to be fair, equitable, and improve workforce moral. Supervised and conducted numerous accident, financial liability and misconduct investigations. Lead representative with union resulting in zero grievances filed over 3 years.

ORG DEVELOPMENT: Selected for promotion over 31 superiors to revitalize and turn around 400 person organization. Recruited, trained and equipped 22 person anti-terrorism response team and a 63 person logistics organization. Managed director level professional development. Used action learning to design, plan and execute internal and Federal/State/Local inter-agency training and exercises.

PLANNING: Established two new operational headquarters. Developed, delivered, and executed procurement plans for shipbuilding and capital/MRO materials for 5500 person/3 manufacturing plants. Coordinated operations, logistical and facilities management for up to 23 geographically dispersed facilities and acquired funding and provided strategic oversight for two new facilities. Maintenance officer for fleet of over 300 pieces of heavy equipment meeting all readiness goals.
