SUMMARY OF EXPERIENCE:

I have acquired 20 plus years of experience in project planning, cost control and project management on major refinery/petrochemical, rail/ship terminals and manufacturing facilities. Assignments have included work developing and implementing cost and scheduling procedures for the Project Controls Department at an industry leading company. I have also been instrumental in developing and implementing Activity Quality Plans (AQP) for ISO 9000/9001. Other duties include, but are not limited to, monthly cost/schedule reports, cash flows, work breakdown structures, and the preparation of various types of estimates.

Primary responsibilities have been the development, monitoring and control of engineering, procurement and construction schedules, cost control and estimating. During my over twenty years in the home office combined with eleven years in the field, I have developed a working knowledge of engineering and construction interface, material management, cost control, and estimating techniques. I have also acquired skills in the use of personal computers, supervision, client interaction, and quality assurance. Particularly, I am competent in the following PC Systems: Lotus-123, Lotus Approach, Microsoft Word/Access/Excel/Project, Dbase and Primavera (from inception thru current version).

Senior Estimator/Scheduling Engineer II

I am assigned as the Scheduling Engineer for Vopak's $250 million dollar (plus) grass roots Rail Terminal and Oil & Gas Ship/Barge Export Facility located at Deer Park, Texas. My responsibilities are to develop the current 'Project ONE' and the future 'Master Plan' Facility schedules for the Marine (export) & Inland (rail/storage) Sites. Duties also include coordination and merging of all subcontractor and vendor schedules to ensure a successful completion of both sites as planned for Vopak's future commercial obligations. Immediate schedule activities include producing all required schedules on a monthly basis, along with, providing schedule guidance for future changing conditions. Also, I am responsible for providing schedules and cash flow modules to aid in Vopak's decision making process for development of future business and product marketing strategies. These two distinct site facilities include storage tanks, pipe racks, pumps, piping, rail terminal, truck ATOL/ATL loading, ship/barge docks with vessel loading terminals, connecting pipelines between the two sites and all of the required infrastructure (including support buildings & substations),

In March of 2010, I started a business for the construction of small & medium sized construction related projects.

The premise for the business was to stay abreast of industry trends and keep my construction industry skills sharp and up to date in today’s market place. The scope of my business ranges from garage conversions, room additions/add-ons, concrete driveways, sidewalks, handicap access, painting, fence work, house trim work and architectural landscaping (including lawn sprinkler systems). I hope that this endeavor will allow me to return to a suitable position in the Oil & Gas Industry in the near future.

The scope of my duties include owner/operator/worker, bid development/presentation, actual cost to date, estimates to go, forecasting, cost control, planning/scheduling, analyzing trends, project work-around, financing, client consulting and customer service/safety. I make use of my Architectural Engineering training to supplement my Construction Industry experience/Oil & Gas expertise to stay abreast of my market skills.

2005 – 2009 - JACOBS ENGINEERING COMPANY

SENIOR PLANNER/SCHEDULER

My previous full time assignment was as the Lead Planner/Scheduler for the Exxon Mobil Facility located in Beaumont, Texas. Initial duties included the execution of the FEED system to determine the feasibility of the project execution. Other responsibilities included the development, preparation and execution of all project schedules, along with, the supervision and training of subordinates.

Prior to that, I was assigned as a Senior Planner/Scheduler with Jacobs for BP America’s Texas City Refinery located at Texas City, Texas. I performed as a Turnaround Planner for all West Plant areas of the BP facility. I was also responsible for coordination of all Sub-contracts, Vendors/Materials and Third Party Engineers as related to the overall re-start of the entire facility.

2000 – 2004 WASHINGTON DEMILITARIZATION COMPANY

PROJECT CONTROLS SPECIALIST

I was assigned as a Project Controls Specialist (Cost & Scheduling with Estimating) for the Umatilla Chemical Agent Disposal Facility (UMCD). I perform in support of the Earned Value Management System (EVMS) used by Washington Demilitarization Company (formerly Raytheon Demilitarization Company). This is an integrated management control system consisting of a number of sub-systems for project planning, measurement and reporting, with Earned Value Management as a primary concern.. The system provides both the user and the client with information and guidance to understand and operate the system within the Department of Defense EVMS guidelines. Work operation include but are not limited to the following: budgeting, invoicing, cost accumulation, work authorization, performance measurement, scheduling, reports & analysis, change control, material management, subcontracts and estimate to complete. This project is supported by a Primavera Scheduling Network in excess of 20,000 activities with totally integrated EVMS budgeted activities.

2000(Feb) – 2000(Aug) RAYTHEON DEMILITARIZATION COMPANY

PROJECT CONTROLS SPECIALIST

SENIOR PROJECT CONTROLS SPECIALIST

Refinery/Petrochemical Experience: I was assigned as Lead Scheduling Specialist for the DuPont–Delta Division. The contract between Fluor Daniel and DuPont is an alliance agreement involving many types, sizes, and locations of projects. While on this assignment, I gained valuable experience in Cost Controls including the preparation and execution of Trends, understanding and analyzing Invoicing & preparing “Rough Order of Magnitudes” for Engineering & Home Office (E&HO) Estimates. Additionally, I have acquired over eighteen years of experience in Grass Roots Construction, Expansions & Turnarounds.

1974 – 1981 - BROWN & ROOT, Inc.

COST & SCHEDULING ENGINEER II

Vistron Acrylonitrile Plant, SOHIO, Green Lake, Texas, North America (1980 – 1981)

Field Assignment: Assigned as Project Management Team Scheduler working directly with Lummus Engineers for early strategies in the development of this Grass Roots Plastics Plant. As work progressed, my focus moved to Field Construction. Bi-monthly Field Visits were made throughout the Construction Phase to interface with the Site Team. Specifics included development, implementation, and control of field construction schedules.

Olefins Plant (BOP), Exxon Chemical Company, Baytown, Texas, North America (1978 – 1980)

Field Assignment: My work experience on this project consisted of field planning, scheduling, and cost control for construction. Specifics included development, implementation, and control of field construction schedules & cost control mechanisms.

COST & SCHEDULING ENGINEER I

Refinery Expansion, Baytown Fuel Expansion Project (BTFE), Exxon Company USA, Baytown, Texas, North America (1974 – 1978)

Field Assignment: Assigned as Field Planning and Scheduling Engineer, I was responsible for the development of weekly work schedules and other specialty schedules required by the crafts for compliance to the overall CPM for construction. This was a refinery expansion project constructed in proximity to an operating unit requiring regular client interface.

Other Specialized Experience:

International Experience: The Phased work projects include Yukong Limited (FCC) Project, Yukong Limited, Ulsan, Korea (Far East) and the Yanpet II Petrochemical Complex, Mobil Chemical Company, Yanbu, Saudi Arabia (Middle East). These projects were engineered, designed, and procured in phases to allow the clients more flexibility in their decision making. The planning and scheduling for these projects, along with the preparation of the estimates afforded the opportunity to acquire valuable in depth experience into the finer details involved in the sequencing of activities and the related costs to complete projects of varying magnitudes.

Construction Experience: Initial work experience consisted of seven (7) years in field construction for refinery and petrochemical plants in the Texas Gulf Coast area. These included expansions, grass roots’ projects and revamped projects on such units as reformers, flexicokers, pipestills, sulfur plants, etc. Other Construction experiences include one (1) year as Lead Field Scheduling Engineer for Molten Metals Technology (Baycity, Texas), one (1) year as Lead Scheduling Engineer for Eastman Kodak Company (Rochester, New York) and two (4) years on the Washington Demilitarization Project assignment.

Manufacturing Experience: Assigned as Field Construction Scheduler for the Paper Sensitizing Division of Eastman Kodak’s main facility, I was responsible for schedule coordination of the revamped units for film production. Quality assurance was a main concern for completion of this Project.

Offshore Experience: Assigned to the Exxon Mobile Bay Gathering System Project. My responsibilities included schedule/cost control for both Engineering/Procurement in-house. This Upstream project consisted of an Offshore Gas Gathering system with connecting pipelines to Onshore Pumping and Distribution Facilities.

Government Experience: My experience on Government Projects includes an assignment for the disposal of munitions at a Government controlled site in Ohio. Along with, my most recent assignment with the Government managed Umatilla Demilitarization Facility, these assignments have afforded me the opportunity to understand many of the terminologies and requirements that are particular to this sector of the industry.

Power Experience: My Power Project experience was a partnership with Duke Power & Fluor Daniel Inc., (namely Duke/Fluor Daniel). This assignment was for E/P/C of twin Power Generation (grassroots) Facilities at two separate locations in Ohio.

Alliance Experience: I had the opportunity to work on several Alliance Agreements. These include two (2) years of work experience with the Dupont & Fluor Daniel Alliance; five (5) years on the Amoco (RCMS) projects and two (2) years on the Marathon & Fluor Daniel Alliance.
