Managed staff and services for field and laboratory operations. Provided and developed proposals, sales presentations, developed computer programs and company manuals, as well as keeping existing offices in compliance to ARML and CCRL accreditation programs for soils, asphalt, concrete and aggregate. I was responsible for maintaining all field and laboratory equipment with current calibrations and repairing/replacing equipment as required. Maintained all laboratory log sheets and testing records. Provided training and supervision for laboratory and field personnel. Oversaw the laboratory technicians in participation with the ARML and CCRL Round Robin Testing programs to verify the accuracy of the testing facilities on a national average. Additional responsibilities included being a project manager overseeing the project testing and report of material testing for environmental clients. The laboratory services provided third party verification for numerous environmental consultants. The CCRL and ARML certifications were issued by the Bureau of National Standards of Institute and Technology (NIST).

The owner of Earth Exploration was the vice president of Engineering and Testing Services. Mr. Paul Douglass and his vice president (Mr. Chuck McGee) sold the company. After selling the company Mr. Chuck McGee started Earth Exploration and I was contacted to oversee the laboratory and field personnel. Created the company’s safety manual in compliance to the OSHA Standards. The policies and standards were custom created to directly mirror the actual work activities of the crew to the hazards that they were being exposed too.

The training included tool box talks, weekly meetings, safety meetings and annual competent person training. Site specific training would be conducted include the clients and owner’s specific safety standards. The training included written policies, power point presentations and on site visual verification that the training was being followed. Training was directly focused on the activities of the crew’s work. Focus was directed to the tasks at hand. The hazards of the tasks were explained to the crew thru the job safety analysis and signed by the crew member’s daily hazard analysis.

Supervisor, foreman and employees were trained to the related safety policies and OSHA Standards that they were exposed too. Cross training was given to all supervisors, foreman and employees regardless to their main job function. Due to the diversity of the specialty work the company performed, every employee was trained to fulfill the safety requirements of any client on any project. I developed an accountability system to rate the project managers, superintendents and key foreman to the weekly safety inspections performed. The safety summary was included with the weekly summary of labor earn and project status. The safety summary included all safety violations and incidents of the previous week. The superintends and project managers were rate to be above or below the company average for the given year for the given week. The summary was discussed every week at the in house progress meeting. A dramatic reduction of safety violations and incidents occurred after the implantation of the weekly safety report being issued. The company had an EMR of 0.71 and an incident rate of 0.09 at the time that I left with over 200,000 man hours’ work performed annual. I was involved with four OSHA onsite inspections with no citations issued with my tenure with the company. Responsibilities as the Quality Control Manager included the material testing and inspection. Assist in project layout and coordination. Supervise pile load test and tie back testing of earth foundation and retention systems. Provide technical assistance and supervision. To supervise and oversee all related material testing procedures and test results.
