I have 18+ years in proposals and business development leading teams through the entire proposal process. I bring customer focus to each of my proposals. Since 2006 I have been a contractor and am interested in in finding a permanent “home” as an employee or continuing as a contractor. I am very capture and strategy oriented.

Prepare proposal plans and lead teams through the entire proposal process to complete complex, compliant proposals according to schedule.

Analyze content to identify and establish standards/requirements to meet proposal goals.

Coordinate with capture and all corporate stakeholders throughout the process.

Coordinate the entire production process and packaging process to create a compelling and attractive proposal that federal scoring people will want to pick up and read.

During pre-RFP stage meet with capture and stakeholders to develop entire strategy and approach for our response.

Create compliance matrix, schedule, author outline, contact sheet within 24-48 hours of RFP release.

Lead the team through the schedule of meetings (early analysis, kickoff, pink, red, gold teams, signoffs, lessons learned, debriefs).

Develop proposal content/material as needed and file in reuse library.

Sr. Proposal Manager – Nov 2006 to present - Contractor

(Verizon VES, Verizon FNS, KPMG, URS, Mantech. Booz Allen, Qwest, Sprint, STG, and small companies)

Grow new business through submitting proposal solutions to the federal government. Dollar values from $50,000 to $3 billion.

Capture and Strategy: Work closely with capture to position our response as the best choice for award. Analyze content to identify and create our win strategy, themes, discriminators, and SWOT for the current opportunity. Communicate with all stakeholders and team members. Identify the value we bring and how to present it as a compelling offer in our written response. Document the gap analysis. Start early and finish early.

Proposal Management: Prepare proposal plans and lead teams through the entire proposal process to deliver complex, compliant proposals according to schedule. Resumes -Tailor resumes to fit proposal requirements and increase scoring for compliance. Define the resume scoring criteria and create a check list of the perfect resume. Interview the nominated person to discuss and verify their applicable experience according to the check list. Skills required in the solution are highlighted in bold type to assure the scoring person sees that we provide skilled people for the solution.

Past Performance - Created and maintained an entire data base of past performance information and current contracts on Share Point/Privia. This streamlined process saves time in reviewing and choosing appropriate past performance that will attain the highest scoring. Interface with customers to continually update and certify past performance contact information. Interact with sales managers and sales teams to continually add to the data base.

Special Project Managers at Booz Allen needed to access vendor information for the purpose of finding partners on federal proposals Served as content writer and project manager in the redesign of an existing internal portal. The initial portal had been in place to register and maintain a data base of small businesses (8a) available to partner on proposals. The redesign included large businesses so that complete contact information for large businesses, services, and products could be accessed with a search string. Vendors would want to be included to be accessible for partnering. Designed the vendor registration form. Contacted and registered vendors in the portal. Managed vendor relationships.

Technica Corp – Jan 1999 to Nov 2006 – Director of Business Development/Proposal Writer

This engineering network solutions firm sold Lucent and Nortel hardware and billable engineering services to government and commercial clients. Managed a team of ten people to expand business within the federal government. Served as proposal writer and proposal manager on federal bids. Created and continually updated past performance data base on each engineering installation. This saved time in choosing past performance information for RFP solutions. Attended proposal review meetings with partners and engineers for review of proposal requirements and bid/no bid decision.

Met with engineers to capture the engineering solution concepts. Edit and re-write proposal content after solution is designed. Research other proposals to edit existing content that applies to the current project. Complete the entire editing process to meet federal client requirements and deadlines. Participate in quality team meetings to review the proposal and assure it meets requirements throughout the process.
