oNegotiated, awarded and administered various types of professional services contracts, subcontracts, IDIQs, TOs, DOs, including FFP, LH, T&M, CPFF, GSA Schedule, BPA orders; Consultant Agreements, NDAs, and Subcontract Agreements with TOs.

oClients included Federal Government (Department of Education, FTC, Navy, SSA, VA), Small Businesses (Hub Zone agreements); and Large Business Primes (General Dynamics).

oProvided Business Development support for government proposals; replies to Sources Sought, submission of Request for Quotation (RFQ) Questions, preparation of an Organizational Conflict of Interest (OCI) Mitigation Plan, and GSA Schedule 70 submission preparation. oDesigned Contract Department procedures to include tracking of consultant agreements and new contract award contract kickoff meeting presentations. SRA International, Senior Contracts/Subcontracts Administrator 2009 - 2011

Negotiated, awarded and administered professional services contracts, subcontracts, DOs, IDIQs, TOs of various types, including FFP, LH, T&M, CPFF, GSA Schedule; Consultant Agreements, NDAs and TAs.

Clients included Federal Government (CDC, NIH, VA), Defense (Military Health), and commercial clients.

Successfully negotiated prior disputed unpaid invoices, resulting in payments of $150K.

Successful Request for Proposal (RFP) process initiated, to include Statement of Work and prime contract flow down provisions, for a program that will result in best value subcontract award after proposal evaluations.

Maintained documentation in procurement files in compliance with corporate and applicable Government audit regulations, and prepared for CPSR audit. Assisted with contract closeouts, conversion of contracts data to GovWin database, and placed orders in Costpoint system.

Reviewed new solicitations for risk analysis. Worked on two very large proposals with multiple subcontractor teams, resulting in multi-million dollar task order awards, and multiple small dollar value proposals.

Assigned tasks to contracts assistant with manager’s approval, but did not directly supervise staff.

Henry M. Jackson Foundation, Contracts/Subcontracts Manager 2005 – 2009

Negotiated, awarded and administered professional services contracts, subcontracts, IDIQs, DOs, TOs of various types, including FFP, LH, T&M, CR, and CPFF.

Clients included Federal Government, (NIH, USUHS), and Defense (Army, Navy). Issued orders under GSA Schedules.

Performed pricing for small task order awards, to include build up of direct rate, overhead and fee provisions.

Processed a subcontractor termination for default; cure letter; and award to a new subcontractor

Processed subcontractor and intra-company invoices. Maintained documentation in procurement files in compliance with corporate and applicable CPSR Government audit regulations. Data entered into PeopleSoft computer system.

Performed contract closeouts and wrote Policies and Procedures for contract closeouts.

Assigned to the most challenging and demanding multi-million dollar contracts, one in which the Program Manager is the President/CEO. Assigned tasks to junior staff with Senior Contracts Manager approval, but did not directly supervise junior staff.

Caliber Associates, Inc., (small firm, acquired by ICF, 2005) Senior Contracts/Subcontracts Administrator 2003 – 2005

Negotiated, awarded and administered professional services contracts, subcontracts, DOs, TOs of all types, including FFP, LH, T&M, CR, CPFF, and CPAF; and NDAs and TAs. Administered Federal Grants and Cooperative Agreements.

Clients included Federal Government (DOJ, Child Welfare), Defense, FAA, State Governments, Universities, and commercial clients. Issued orders under GSA Schedules.

Issued professional services Purchase Orders, including BPAs and Consultant Agreements, (all types), utilizing Costpoint system. Issued Purchase Orders in all commodity groups, including labor hour, hardware (HW), software (SW), HW/SW maintenance, and telecommunications services. Issued Federal Government Purchase Orders for Defense and Civil Divisions, and under GSA Schedules. Issued orders under computer databases utilizing Costpoint, IFIS, and SAP. Assisted in conversion of purchasing system from IFIS system to SAP. Maintained documentation in procurement files in compliance with corporate and applicable Government CPSR audit regulations.

Computer Sciences Corporation, Senior Subcontracts Administrator 1996 – 1999

Negotiated, awarded and administered all subcontract types, including FFP, LH, T&M, CR, CPFF, and CPAF. Prepared NDAs, TAs, subcontract boilerplates, DOs, TOs, and modifications.
