District Operations Manager - Middle East - Resident

As District Operations Manager which included Saudi Arabia and Bahrain, coordinated daily rig operations with the Rig Managers of rigs working for Saudi Aramco, this also included the Departments of Safety, Finance, Personnel, Procurement, Training, and Travel and was overall responsible for Client Operations.

Reported to the Eastern Hemisphere Vice President directly for fulfillment of Company’s Policies and Procedures and direction of Executive ambitions. Presented and oversaw budgets (CAPEX) of a total of +300M USD with revenues of 480K USD per day to ensure a budgeted return to our shareholders.

Ensured all rig were in compliance with International Registers for inspections, equipment certification, and personnel manning.

Prior to the Middle East position, successfully managed shipyard operations in Singapore at Keppel FELS with the commissioning of the new-build, Keppel FELS Super “A” Cyber rig, Hercules Resilience.

Hand selected a team of individuals to man and operate the rig. Crew competencies and a training matrix was established and followed to ensure the development of all personnel.

Effectively procured the rig with OEM equipment and supplies, dispatched it to its first working location in Vietnam that produced less than 1.5% downtime on the first well with no incidents or accidents,

Senior Rig Manager – Rotating

Accepted and assigned to duty in Abidjan, Cote d’Ivoire, hired for working with a High Maintenance Client under extreme conditions. Was responsible for all daily operations offshore and onshore, was the single point contact for all client matters.

Had to attract, train and facilitate correct personnel for working with a SET (Self-Erecting Tender) design of rig. Training was provided to ensure we were at appropriate levels for Safe Manning Certification.

Developed and maintained a new safety approach within KCAD’s World Wide Standards. This was a commitment for all personnel that was directed and led by myself.

Gained extensive knowledge in working and maintaining this type of rig. This included detailed heavy lift plans, stability, diverse working equipment, mooring plans, etc.

Evaluated third party companies to provide necessary personnel, equipment and proficiency to the operation as per KCAD procedures.

After the rig was stacked, felt the need to return to Jack Ups where my knowledge and experience reflects.

Rig Manager - Deepwater – Rotating

Made a decision to “step down” and incorporate Drill ships and Deepwater Drilling. Assigned to duty at Keppel FELS Shipyard in Singapore preparing 6th Generation - DP2 Drillship, for work in Brazil. This also included DP Proving Trials – Failure Mode and Effect Analysis (FEMA).

Assisting and coordinating with Noble and Shell Project Team in preparation and acceptance of the rig. This included review of procedures such as, Emergency Disconnect, Beacon Deployment for Batch Drilling, Safe Modes of Operations (Rig Specific), SSBOP Procedures, Work Instruction Manuals, and Operating Manuals (DP and Marine).

Undergoing and administrating training for various new cyber, hydraulic, and electrical equipment and state of the art new technology for new International Personnel.

Assisted with Factory Acceptance Testing prior to equipment installation. (FAT), and developed a scheduled maintenance system for all equipment on the vessel.

Made rig delivery to Brazil, assisted in acceptance testing by Shell and Noble upon arrival.

Met with other potential clients in Singapore for marketing purposes to present a new aspect and approach with this “new and innovative” type of rig.

ENSCO INTERNATIONAL Dallas, Texas

September 2003 to April 2011

Branch Manager Qatar (07/09 to 04/11) - Resident

Coordinated and managed the daily operations of six (6) ENSCO Jack Up rigs working with Maersk Oil Qatar, Ras Gas, Oxy and Qatar Petroleum. Ensured all clients were satisfied with our performance and goals met. Preventive Maintenance to all assets was performed to ensure a reduction in downtime was directed and accepted by all clients in conjunction with their planning and direction.

Prepared tenders for Executive Management review relating to rig contracts and the marketing of the rigs in UAE, Qatar and KSA. This consisted of detailed equipment specifications in relation to available rigs within the Middle East fleet. Oversaw approved budgets and was responsible for all P/L within the Country.

Effectively oversaw with shipyard personnel the Special Periodical Surveys and UWILD inspections before arranging the rigs up for cold stacking within the Company guidelines to ensure asset integrity.

Effectively demonstrated a TRIR of 0.00% for the past year, including all ENSCO, Third Party and shipyard personnel. Reviewed and ensured Safety Cases were updated and relevant to present operations.

Branch Manager Malaysia (6/05-07/09) - Resident

Coordinated and managed the daily operations of the Jack Ups, ENSCO 52, 57 and 104. Worked in conjunction of marketing the rigs with PETRONAS, Carigali Hess, Newfield, and Murphy Oil.

Helped coordinate the arrival of the ENSCO 107 and the ENSCO 104 into Malaysia. Both are high spec cyber rigs that require constant attention. Reviewed equipment and personnel specifications for tendering process.

Responsible for the administrative duties and the P/L of the branch office. Visited clients for possible future work to expand the business. This included a staff of ten office personnel and three trainee engineers.

Maintained a Safety Record that included eleven years no LTA and four years without a LTI.

Responsible for the training (3 yr. program) of three college degreed Trainee Engineers that completed their fast track training within the Company guidelines and standards.

Rig Manager Venezuela (9/03-6/05) - Resident

Coordinated and managed the daily operations of six drilling barges on Lake Maracaibo. This included working rigs and bringing rigs out of the “stacked” status. Was responsible for all rigs moves on the lake.

Maintained an excellent Safety Record within those rigs of < 1.0 % TRIR and an average downtime record of < 1.5% per year.

Become skilled in knowledge with ENSCO policies and procedures to ensure we pursued Company objectives; implemented new policies and procedures as they became available.

Handed over assets, records and day to day operations upon the completion of the sale of ENSCO Drilling

(Caribbean) Incorporated to Maersk Drilling Venezuela. Closed out and finished all business relating to third party associates and employees.

I was selected by and reported to the Sr. Vice President in Houston for the start-up of a new subsidiary within Noble Drilling Inc.

Coordinated and managed budgets for the opening of new offices in Venezuela. This included the hiring of staff, opening new banking accounts, registering the new company, startup of new customer accounts, and complying with local regulations and decrees, all while maintaining residence in Venezuela.

Marketed, secured and administered new contracts that included startup operations for PDVSA and Shell in Venezuela using Noble Engineering and Development’s efficiency tools.

Supervised the implementation of new technology and engineering standards on all Noble rigs in the Gulf of Mexico for efficiency purposes.

GLOBAL MARINE DRILLING COMPANY Houston, Texas

January 1988 to January 2000

Rig Manager - Luanda, Angola (2/98-1/00) - Resident

Supervised the daily operations of rigs in Malongo Base, Angola, Muanda, DRC, and the Pointe Noire, ROC for offshore drilling projects within Chevron Corporation.

Performed rig visits and safety compliance inspections, interfacing directly with personnel at all levels at the rig site while monitoring and maintaining positive employee morale and record of zero lost time accidents or medical recordable incidents.

Coordinated activities with Chevron in the importation and deportation of vessels in the relocation of rigs from Malongo Base, Angola to Muanda, DRC and Pointe Noire, RDC which included re-staffing and training of nationals, and re-assignment of expatriates.

Played instrumental role in coordinating and facilitating evacuation of rig expatriates from Muanda, DRC during political over-taking of country in August of 1998, while maintaining full operations at the rig site for over three weeks.

Operations Superintendent - Port Harcourt, Nigeria (5/95-2/98) - Resident

Provided directives and operations support in the drilling of offshore exploratory wells, development wells and turn-key drilling projects for client companies, to include Texaco, Mobil, Summit Oil and Gas, Abacan - Canada, and Consolidated Oil and Gas Companies.

Served as single point contact for third-party labor contractors, to include the Nupeng and Pengassan (Junior and Senior level) labor unions, qualifying and employing up to fifty nationals at the well-site.

Managed Jack Up rig activities for turn-key drilling projects to customer's specifications and turn-over to customer, with one specific project generating a profit to Global Marine in excess of $7MM.
