SUMMARIZED EXPERIENCE:
3/13-4/15 CAE USA
JMATS TSSC – Kirtland AFB, New Mexico
SYSTEMS ENGINEER. Duties include the implementation, testing and documentation of
systems software/hardware for flight simulator device. Support software development to ensure a
smooth transition of changes into the configured product baseline. Provide analysis related to the
design, development and implementation of hardware for products. Requires use of LINUX and
some ADA programming. Implement NavAids database updates and airfield lighting controls on
flight simulator.
STEPHEN M. DOWLING, p.2
6/08-1/12 TRANSCORE
AMTECH TECHNOLOGY CENTER - Albuquerque, New Mexico
SYSTEMS ENGINEER IV. Duties include the analysis of customer requirements for feasibility, cost and development effort; the design, development and integration of hardware and system-level solutions for RFID products used in real-world transportation applications. This entails the definition of system objectives and preparation of design specifications to meet user requirements and satisfy interface requirements. Additional responsibilities include the definition of customer requirements early in the development cycle, their documentation, as well as the design, development, testing, and implementation of the final system solution. Near-field antenna modeling to determine the distance at which regulatory RF standards are met.
2/97-2/06 NORTHROP GRUMMAN MISSION SYSTEMS (formerly TRW SYSTEMS)
I&TS DIVISION - Albuquerque, New Mexico (from 2/01 to 2/06)
JTAAC – Kirtland AFB, New Mexico (formerly JTMD-AO, from 2/97 to 2/01)
SOFTWARE ENGINEER V. Most recent duties at I&TS include management of directed energy test activities in anechoic chamber. Previous duties include analysis of gamma ray spectral data from radiation detection system. Other responsibilities also include Moment Method (Periodic Moment Method) modeling of electromagnetic propagation through common construction materials. Includes evaluation of Geometrical Optics/Geometrical Theory of Diffraction software (Wireless InSite) used by the cellphone industry to design wireless networks for use in studying
electromagnetic propagation through buildings. Once such signals have been characterized, the
effects they have on computer networks are also modeled using commercial networking software.
Duties also include the modeling of candidate multi-role radar (MRRS) systems using the ALARM
simulation tool. Responsibilities at JTAAC/JTMD include the development of radar and EO/IR
sensor inputs for theater missile defense attack operations simulations for JTMD-AO JTF and
subsequent JTAAC trials. Includes development of radar system models for JSTARS RTIP
(GMTI only), ASARS-II (SAR/EMTI), and Global Hawk (SAR/GMTI) for use in the SLAMEM
ISR model. Duties also include the development of sensor collection plans optimized to theater of
operation requirements as well as the development and documentation of sensor characterization
data. Responsible for software testing of SLAMEM and performing data analysis functions.
11/95-2/97 ENTEK, Inc. - Albuquerque, New Mexico
MODELING AND SIMULATION DIVISION
SR. SYSTEMS ENGINEER. Perform duties in support of SMART Program and AFOTEC
Support Contract. Includes verification of ESAMS simulation software. Duties include the setup
and execution of software test cases and desk checking of source code. Additional duties include
software documentation assessment and training manual/data dictionary development for software
tools such as EADSIM, ALARM, GTSIMS, & BRAWLER.
1/94-3/95 BAKER HUGHES INTEQ – Salt Lake City, Utah
SURVEY SYSTEMS DIVISION
HARDWARE DEVELOPMENT ENGINEER (Contract Position). Design data acquisition system for control of wireline sensors used for surveying oil wells. Interface digital and analog circuits to embedded processor module. Replace or upgrade components on existing PCBs with newer surface-mount technology. Duties also include programming of PLD and FPGA devices for module control and address decoding functions. DAQ schematics were used to design an 8-layer surface-mount PCB for the development of a prototype unit for troubleshooting and software development. Duties also include the documentation of new circuitry in the upgraded DAQ.

3/88-7/90 McDONNELL DOUGLAS TECHNOLOGIES, INC. - San Diego, CA
(formerly ALCOA DEFENSE SYSTEMS)
SR. RCS DESIGN ENGINEER Performed radar signature predictions using ANVIL-5000 CAD
system and PO/PTD software. Performed analysis and documentation duties for both predicted
and measured radar signature data. Required knowledge of VAX/VMS and FORTRAN 77
programming language. Conducted RCS measurements to support low observable design efforts.
9/86-3/88 DYNCORP (formerly DYNALECTRON CORPORATION)
RADAR BACKSCATTER DIVISION
RATSCAT Facility – White Sands Missile Range, NM
PROJECT/DATA ENGINEER. Managed radar cross-section measurement projects on outdoor
radar range. Performed both data validation and analysis functions in addition to writing final
project reports. Responsible for setup and execution of these projects as well as quality of the
resulting data. Programming in FORTRAN.
10/82-8/85 ROCKWELL INTERNATIONAL CORPORATION - Lakewood, CA
NORTH AMERICAN AIRCRAFT OPERATIONS (B-1B DIVISION)
RCS TEST ENGINEER (MTS-II). Developed test procedures for RCS (radar cross section)
measurements taken in compact radar range. Performed similar functions at other indoor radar
testing facilities (anechoic chambers). Developed BASIC routines for processing raw RCS data.
