Authors: Kenneth Maxwell, Dr. Ray Hicks Revised & Updated the Forestland & Commercial Forestland Regulations for WV Office of Surface Mining Regulations (Federal Guidelines) in WV per Appalachian Regional Reforestation Initiative (ARRI) By utilizing a technique known as the Forestry Reclamation Approach, or FRA, to plant trees on reclaimed coal mined lands. Highly productive forestland can be created on reclaimed mine lands under the laws and regulations by using the Forestry Reclamation Approach utilized as well as other changes made to the Regs. specifically for the Mined Areas in the WV Forests. REMOVE EXISTING BARRIERS as follows: ARRI seeks to change the existing Cultural, Technical, and Regulatory barriers surrounding the forestry reclamation of coal mined lands. By changing the perception that tree planting is more expensive and risky than conventional reclamation, provide education on the impacts of compaction and change the perception of what good forestry reclamation should look like Rewrote the Office of Surface Mining Regulations in order To Change the Cultural outlook we changed the perception that tree planting is more expensive and risky than conventional reclamation, provide education on the impacts of compaction and change the perception of what good forestry reclamation should look like. On the Technical side we utilized the Appalachian Regional Reforestation Initiative (ARRI) System of Reclamation which eliminate excessive surface compaction, ground cover competition, and inappropriate growth medium; planted high value hardwood trees. On the Regulatory side we changed the perception that regulations impede effective reforestation techniques and interfere with bond release GOALS OF THE INITIATIVE which are as follows: •Technical – eliminate excessive surface compaction, ground cover competition, and inappropriate growth medium; plant high value hardwood trees •Regulatory – change the perception that regulations impede effective reforestation techniques and interfere with bond release & get the following from utilizing the ARRI Aporioach which is as follows: •Plant more high-value hardwood trees on reclaimed coal mined lands in Appalachia; •Increase the survival rates and growth rates of planted trees; •Expedite the establishment of forest habitat through natural succession.
