Booz Allen Hamilton; July 14 – Present

Mr. Woodard joined Booz Allen Hamilton on July 14, 2014 and was hired to serve as subject matter expert for Information Security and Information Assurance requirements servicing the Aberdeen Proving Grounds site in Maryland. Currently Mr. Woodard is supporting a major revision release of the Health Systems portfolio for SPAWAR Systems Center Atlantic (SSC LANT) Director of Management Operations. Mr. Woodard was the Information System Security Manager (ISSM) for SOUTHCOM who served a GS-12 billet position in GITMO NAS, Cuba from February 2013 through the end of June 2014. During his tenure assigned to the Joint Tactical Force at GITMO, Mr. Woodard utilized his background in Systems Administration and Software Development to enforce security policy in the creation of “Authority To Operate” (ATO) packages for two TS/SCI Secure Compartment Information Faculties and multiple collateral sites requiring DICAP packages accomplished through eMass.

Mr. Woodard joined the Air Force Reserves in April 2009 and was offered the opportunity based upon his 20 years of experience in Information Technology prior military background of 15 years to go on Active Duty status through the USAF in the transfer of the Cyber Command at Barksdale AFB to Lackland AFB. Mr. Woodard received awards and a promotion for his efforts to the rank of senior NCO status. During his tenure with the USAF, Mr. Woodard demonstrated his 12 years of software development expertise in working with a team of developers to resolve promptly two major server issues using his tool knowledge and Microsoft Visual Studio. Mr. Woodard was honorably discharged from his Active Duty, service commitment.

Noblestar System Corporation

Mr. Woodard was an IBM Rational, senior consultant from October 1998 through February 2009. Mr. Woodard supported every aspect of the software development lifecycle and enforced best practices for Object Oriented Analysis and Design for multiple clients throughout the US and the world. Mr. Woodard distinguished himself through such clients as Texas Instruments, the Drug Enforcement Agency and Northrup Grumman.

Thales Communications on behalf of Noblestar Systems Corporation

Mr. Woodard was instrumental in resolving a $100,000 per month issue with a satellite radio client that loss data without the benefit of a Disaster Recovery Plan; by implementing a Rational ClearCase Multisite solution with Unified Change Management using Rational ClearQuest, Mr. Woodard was able to remediate future data losses for this client.

International Business Machines (IBM) on behalf of Noblestar Systems Corporation

Mr. Woodard traveled to London, England where he successfully filled in for IBM as their instructor on IBM Rational tools; he utilized a virtual environment on his laptop at the last moment when he learned the training materials were out of date, successfully instructing a class of 30 students for a one-week training session.

ITT Technical Institute Headquarters & Blue Cross Blue Shield of Michigan

Mr. Woodard served as the Test Manager for a large technology company’s headquarters in the education industry. Mr. Woodard efforts help to reduce the risk of SOX non-compliance issues in the sharing of public funds that were monitored by the federal government. Mr. Woodard leveraged the complete Rational suite of testing tools in support of this effort such as Performance and Functional Manager. Mr. Woodard developed comprehensive test plans, test cases based upon functional requirements and provided system administration expertise as required for the network use of Rational tools.

Roche Diagnostics

Mr. Woodard was instrumental in reducing the risk of HIPAA non-compliance issues for a major biomedical company using IBM Rational RequisitePro (DOORS). Mr. Woodard championed the effort of reverse-engineering HIPAA requirements as a baseline for all this client’s products and services using the Rational RequisitePro, Requirements Management tool.

Blue Cross Blue Shield on behalf of Sogeti USA

Mr. Woodard supported several health insurance companies within the Midwest such as in Chicago in which he served as the IBM Rational tool administrator for a Blue’s company there. Mr. Woodard leveraged his background and experience in working for the healthcare industry to maximize the effort of automating all coding efforts from end to end that were critical for BCBS’s customer websites.
