SUMMARY

EXPERTICE

PATHFINDER LLC S Asset Division since 2006

As independent consultant: Review, with Pathfinder Team, the Capital Value Process for Project of Capital in ECOPETROL, Colombia. The scope of work included: Development of the Process Flow chart, procedures, gate approval, check list, and lecturing in the process of early Conceptual Estimation, detailed estimation and Project portfolio Risk analysis.

PEGASUS INTERNATIONAL, since 2004-2006

Mr. Pernalete was in charge of the Multi-Project Coordination and Business Development for the following projects:

VENEZUELAN BUSINESS DEVELOPMENT: Mr. Pernalete was in charge of exploring opportunities of business with PDVSA and the Major Venezuelan Engineering Contractors to participate in the emergent offshore market coming up in this country especially “Gran Mariscal Sucre,” and “Plataforma Deltana” developments. As a result of this effort, two contracts were awarded: Jantesa (training course) and Tivenca/PDVSA (Pipe Line).

INTERCONEXION COLOMBO VENEZOLANA PIPELINE PROJECT: Conceptual and basic design of 36” pipe line, SUBSEA portion of about 100 Kms between CRP and Colombia coast. Total installation cost (T.I.C.), $ 180 millions.

MC-711 Topsides and Subsea facilities design for BLUEWATER & ATP for the MC-711 Block field located in Mississippi Canyon, Gulf of Mexico. The project scope includes: Three subsea wells tieback to a converted drill rig semi-submersible floating production system (FPS) using dynamic flexible risers, umbilical and two export lines (Oil & Gas). T.I.C.: $400 Million.

L6 to L9: Topside and Subsea facilities design for BLUEWATER & ATP for a Subsea gas well block L6 in the Dutch Sector of the North Sea. The project scope includes: Caisson Platform with Decks bridge-connected to adjacent production platform, Subsea facilities and Pipelines. T.I.C.: $ 150 Million.

PATHFINDER LLC S Asset Division 2002 to 2006

Registered with Pathfinder LLC's Asset Division as independent consultant in the area of Project Review, P.D.R.I. determination, planning, scheduling and cost control; with special emphasis in Offshore facilities development Projects.

INDEPENDENT CONTRACTOR 1999 to 2003

As Project Manager, developing a multi-family housing complex, in Venezuela. The total installation cost for this project was $ 50 million.

PDVSA 1982 to 1998

Venezuelan Oil Industry: Project Control Engineer, coordinating multi-task projects, related to production upgrade; Refinery, Petrochemical plants, gas, and oil industry in Venezuela. He was retired in Dec 1998. Main Projects were:

PEQUIVEN EXECUTIVE TASK FORCE 1994 to 1998

Asigned to “Gerencia de Evaluaciones Económicas y Financieras” of PEQUIVEN/PDVSA. He was responsible for Feasibilities Studies, Project Portfolio Evaluation by using the Capital Pricing Assets Model, Business and Joint Venture Valuation, Projects Financial Risk Analysis, Project Reviews, coordination and evaluation of multi-task projects, related to production upgrade and maintenance, in Refinery and Petrochemical plants in Venezuela.

RESILIN PROJECT 1991 to 1994

It was a Polyethylene Plant with 110K AMT and $300 million of Total Installation Cost (TIC). Mr Pernalete was Assigned to work in ABB LUMMUS GLOBAL INC, In Houston Texas as project coordinator, sponsored by PDVSA. In this assignment a cost reduction of $ 17 million was achieved by reviewing the Cost Estimate and monitoring the Engineering and Procurement activities, by using the Value Engineering Concept.

NURGAS PROJECT 1985 to 1991

It was a 30-Inch Gas Pipeline 1,200-Km long, including three Compressor Plants. The Total Installation Cost exceeded $400 million. For this project Mr. Pernalete was in charge of coordinating a 15 engineer team (peak), divided in three groups: Planning and Scheduling, Cost Control; and Costs Estimating and Budgeting control.

In this assignment a saving cost of about 30% was performed by changing the longitudinal seamed pipe for spiral well seamed pipe as result of value engineering study Performed together with the corrosion and mechanical specialist.

DSMA PROJECT 1982 to 1985

The scope of work consisted in building a Refinery for heavy oil upgrading with experimental Oil production blocks, Oil transportation system (Pipe Line) in the Southside part of Venezuela; with a Total Installation Cost of $25 billion.

Main duties included reviewing and developing, together with SNC from Canada (as part of in-house training program): the Project Execution Plan; the WBS and Code of Account for the project scope of work; Project Control Procedures. The project was kept under control during the conceptual engineering phase. This project was held back because of Crude Oil prices decreased below the $30/barrel, during 1983 through 1985.
