Accounting Responsibilities: Assume OMB A-123 responsibilities to include: monthly revenue/holding account accruals, expert use of complicated spreadsheets. Assures that any needed corrections are isolated and corrective actions are taken. Review documents for validity, budget and expenditure limitations, completeness and correctness of accounting data, advise program/project managers on the status and availability of funds in different budget accounts, ensure that all financial issues, transactions and implications are proper and legal. Formulate budgets, comparing projected and actual costs for line items with prior and current year expenditures; check and monitor the rate and amount of obligations and expenditures for assigned line items and work units; consolidate budget data from forms or worksheets, entering data for reporting to accounting and management, research complex legal material to obtain factual information and/or interpretations for use by others, determine and summarize changes in funding or expenditures, made recommendations on budget execution documents on the basis of availability of funds and compliance with regulatory requirements.

Project/Program Manager: COTR/Project Manager for several Energy Efficient projects at Federal sites such as USDA ARS in Southern Idaho, BoR Dams and offices, USFS sites including Job Corps Centers, Program Manager for Irrigation District Programs throughout Washington, Idaho, and Oregon.
