Developed job rotation program using staff attorneys to sit as administrative law judges to handle increased hearings.

Trained all agency administrative law judges in mediation techniques to deal with increasing numbers of pro se (without attorneys) claimants.

Had a 90%+ of decisions affirmed without opinion by the Courts of Appeal.

Over 50% of 36 dissents in six years were adopted by Court of Appeal and Supreme Court as the final decision and case law.
