Security Manager/Security Engineer/Technical Instructor

Profile

I am a Security Manager and Engineer with experience in the U.S. military, private industry and 27 years with the US Department of State.

As a Security Officer, I have lived in 6 countries overseas and traveled to over a 100 Embassies in my work. My responsibility was both the technical and operational security of these facilities. I have performed hundreds of security inspections of classified access areas (CAA) and core communication spaces.

Additionally, as Site Security Manager, on the construction sites of the new US Embassies being built overseas, my job was to assure that the Embassies (including the SCIF facilities) were ready to support classified information. This not only involved ongoing controls throughout the project, it included an initial, midterm and final SCIF accreditation process.

I have almost 30 years’ experience in the technical and operational aspects of these facilities.

I have the responsibility of training DOS, DOD and other Government Agency personnel, to include Site Security Managers, Construction Surveillance Technicians, Security Agents, Security Engineers, Security Technical Specialists and Naval Seabees in the performance of their jobs domestically and abroad.

Site Security Manager (2001–2010)

My responsibility was to assure that the New Embassy Compounds (NEC) were not technically compromised and would be ready to perform all classified operations when completed. I worked with the engineers, architects and project management in setting procedures and operating guidelines to protect the construction of the building, however, maintaining efficiency in the building’s construction.

I managed three large Embassy construction sites, requiring access of up to 1000 employees. I performed background checks, interviewed and briefed all new employees. I provided security briefings to both American and foreign nationals.

I was responsible for the technical security of the compound, which included CCTV, automated access control, biometric scanners (iris scans), alarm systems, door controls, explosive detectors and emergency warning systems.

Provided security briefings (new orientation and ongoing) to employees regarding safeguards, vulnerabilities and requirements. Developed the briefing material (power points) and explained situations to safeguard against, which led to the punitive action or even dismissal of employees.

Though “security incidents” requiring investigation and remediation were frequent at many of the other building sites, there wasn’t any significant incident during my nine year tenor. One of my projects was the only Department embassy project to finish ahead of schedule and under budget.

I have designed the construction of SCIFs, which not only involved the technical communication requirements, it included, for example, the HVAC, grounding and even the structural aspects of the facility.

I have over 20 years of experience with TSCM and the accrediting of new SCIF building construction. (I have an active TS/SCI clearance.)

Security Engineering Manager (1986-2001)

I headed up Engineering Offices in Geneva, Switzerland and Ankara, Turkey with the responsibility of designing, installing and maintaining physical and technical security systems for the U.S. embassies in Europe.

I was responsible for the Embassies communication security (COMSEC). I have a great deal of experience in design, installation and maintenance of classified communication. Knowledge of red/black separation, Tempest requirements, crypto equipment, proper shielding requirements, SCIF requirements,

I have built and maintained large SCIF areas and have detailed knowledge to their technical requirements. I worked with SCIF accreditation teams to certify these facilities.

Systems Integration Engineering Manager

I headed up a group of engineers who performed the integration and documentation of a large DOD communications system. The system was a highly classified, nuclear theater command and control system, which utilized communication systems ranging from Extremely Low Frequency (ELF) naval systems to Super High Frequency (SHF) Air Force satellite systems
