Defined and refined new and existing processes for storing, transporting, protecting, archiving and retiring Healthcare records for the Veteran. Scalability, Data Volume and Data Privacy were chief concerns in connecting a variety of systems together to control information flow seamlessly.

Federal Information Sharing Technologies Project

Developed and executed terabyte database migration effort. Despite stringent and complex requirements these databases were migrated from one secure datacenter to another secure datacenter located two time zones away from each other. All data accounted for no unplanned outages.

Defined data structures to support seamless audit logging via database triggers.

Cross Project Management Considerations

Lead a team of DBAs in support of large development efforts within NHIN to tighten development practices and improve Administrator processes, modeling the entire database development lifecycle, and producing a DBA Standards and Practices guide. These products delivered an improved developer – customer relationship. In addition, performed Line Manager functions for a team of Java Developers.

Agile Development processes were instituted to ensure continuous improvement and development of software that maintained step with fast paced Business Requirements. Quick responsiveness was demanded of the database team meet Agile demands. A key component to rapid response was development of Standards and Practices to deliver a consistent methodology for database definition, delivery and maintenance.

Technical Architect II – Distributed Learning Systems, from December 2002

Serves the Army Distributed Learning System (DLS) as the primary government architect databases, primarily for the Army Learning Management System (ALMS). Responsibilities include design recommends and business process changes for implementation of enterprise program-related databases and data structures. Ensure the quality of data being received by and sourced from the DLS, scrutinizing interfaces with external systems. Provides oversight and recommendations for management of DLS metadata and consistent modeling of data within the DLS program. Recommends tools and processes, and exercises tools and processes for learning management and training metadata.

Additionally responsibilities include DLS backup Configuration Manager and backup Army Learning Management System Project Manager (Contractor). Lead Technical resource for the DLS Technical Management Division for identifying Service Oriented Architecture (SOA) practices and deliverables supporting DoD’s Net-Centric Data infrastructure initiative. Provide oversight of, and recommend modifications to practices held by the DLS integration contractor and the program management office, having visibility to the environments in which they work. Review and makes recommendations regarding contractor deliverables including the documentation they provide.

Third-party hardware and software tools and in-house development software tools were evaluated for implementation to support the new billing engine.

Analyzed and defined concepts for future product releases with an eye toward performance, for implementation as new product features. Initiated conceptual design offering delivering an in-memory and network architecture supporting a scalable, high performance backend billing engine.

Global Performance and Operability Manager

Leader of a spirited team of over twenty contributors, worldwide, to resolve serious performance related issues whether they be at the client site or uncovered during new version product performance testing. Fostered the creation of tools to appropriately size hardware environments across Billing and Customer Care software products employing modeling and simulation practices enabling the collection of performance metrics of single or concurrent products. Software/Hardware Platform Porting Engineer

Achieved the position of Performance and Benchmark Specialist by demonstrating a commanding knowledge of database behaviors. In this capacity, discovery and resolution of database bottlenecks increased billing system performance and concurrency throughput a ratio of fifteen to one. This feat enabled Kenan Systems to develop a larger customer install base.

Analyzed and tuned production support environments, resolving many potentially crippling issues. Production problems were challenging to this billing system as each customer employed the application differently, shifting bottlenecks to various portions of the database.
