for Montana-Dakota utilities as lineman and certified cable splicer, Mile
City, Montana. Took electrical contractors exam
license # 81 for Louisiana, retired license because of conflict of interest.
Received certificate as an instructor for electrical and instrumentation from
Bailey Institution, Lamar, TX, 1971, and OCHA Standard, taught night classes
On most of my jobs I have been Project Manager, QA-QC Engineer and or
Chief Inspector.
WORK HISTORY:
2014, August 11 - October 10, 2014
Magellan - Allen, Oklahoma, W-Grade Blending Project.
Installation of butane tanks, valves, instruments, structural, welding,
painting, civil, all piping, electrical and instrumentation.
Responsibilities: issue all permits for the construction. Sign off and except for
Magellan. Keep cost of materials and time sheets separate from contract portion
of this job. Excavation and trenching of all underground work, maintain job log
(purchase orders, delivery of all materials, etc.) Hydro-test verify and except,
electrical and instrumentation (fiber optic) check out and test with operation
through Tulsa. Also responsible for all permits as required for safety by
Magellan. Completed all testing as required by Magellan for certifications.
2014, April 15 - May 31, 2014
Electrical instrumentation of Flair Stack in Tulsa, Ok for Explorer
Tank Farm (inspections, only). Represented Explorer’s engineering
for complete installation of Flair Stack (piping, welding, painting and
structural).
2013-September - March 2014
Chief QA Engineer for CHS Terminal Project, Madison, WI. Responsibilities
for all civil, ENI, structural, welding, piping, building and mechanical. Interfacing
new construction with existing plant. All certified welders had to retest on job
site and witnessed by me. All prints from design engineering reviewed by me prior
to bid packages going out. All concrete poured had to be witnessed and tested by
me. Built and rebuilt compressor stations.
2000 - 2013 SELF EMPLOYED:
An appraiser for individuals, attorneys, court systems and insurance companies.
Katrina in 2005 in New Orleans, La., QC for FEMA, inspections for commercial
and residential also power distribution throughout South Louisiana including
damages to industrial sights, paper mills, oil & chemical and air handling products

IEC (Industrial Electrical Contractors and Engineers) Baton Rouge, La
One of the jobs for IEC was at Shell Norco Chemical Plant in Norco, La.
My responsibility was instillation of fiber optic systems. After the explosion
at Shell Norco, I made flow sheets, wiring diagrams, clean, repair and test all
instruments and electrical circuitry. Furnished prints to Shell as built.
1997 - 1999
Gulf Interstate Engineers in Houston, TX
My responsibilities upon arrival at job site for Chevron as QA were for all crafts,
including welding, piping, civil and electrical instrumentation. As other QA arrived,
I was responsible for all electrical instrumentation, start up and check out until
completion of project in 2000. Built compressor stations and air handling units.
Built substations for power to Chevron (Cedar Bayou Plant).
1992 - 1997 SELF EMPLOYED:
Contracted work as QA - QC. with Georgia Pacific paper mill, Port Hudson, La.
My responsibilities at GP were all electrical and instrumentations for two new
paper machines and all related equipment. In 1996-1997, started new contract
with River Bend Nuclear Power Plant at St. Francisville, La. My responsibilities
were QA - QC inspections, reactor and related electrical sand instrumentations
including control room. In 1992-1996, contracted with Teneco Pipeline in
Houston TX as QA-QC in North Louisiana and Alaska. Responsibilities were
inspections of electrical and flow meters and related equipment. Revised prints
as necessary for Teneco (as built).

Richardson Engineers in Houston, TX
Responsibilities were inspections of several pipelines, industrial sites, QA at
Exxon Chemical Plant at Texas City, TX.; QC for Mobil Chemical Plant at
Palestine, TX. Built several air handling and compressor stations.

Worked for IEC (Industrial Engineers and Contractors) .
Responsibilities were all electrical and instrumentations inspections,
check out and start at Texaco Plant.

Delta Electric in Baton Rouge, La.
Project manager for all maintenance and construction for industrial and
commercial projects.
1968-1981
Payne and Keller Engineers and Contractors in Houston, TX and Baton Rouge, La.
Responsibilities were all electrical and instrumentation for all of Joe Payne’s
companies. Became general manager Payne and Keller. Responsible for
contractors, construction and maintenance of all projects. Also, became VP
of Cardinal Engineers, one of Joe Payne’s firms. We specialized in engineering,
maintenance and construction of chemical plants and paper mills. My
responsibilities also ranged from contracts administration to procurement
as well as actual construction of all necessary instillation and maintenance.
To list a few, GP paper mill in Port Hudson, La. (built plant from ground up).
Big Three air handling unit in Norco, La. and Big Three plant in Plaqumine, La.
chemical Plant for Amrada Hess in St. Croix. This project was mine as project
manager. Too many projects to list for maintenance and construction, 20 plus
years with Payne and Keller until it was sold to a German firm in 1981. Built
compressor stations, air handling units, substations and all heavy industrial
projects as contracted by Payne-Keller Engineers and Contractors.
OTHER WORK HISTORY:
National Maintenance and Construction in Baton Rouge, La.
Responsibilities were start up and check out engineer at Georgia Pacific
Chemical Plant in Plaquemine, La. for all electrical and
instrumentation in phenol and caustic units. Built compressor stations in
Addis, La, substations for port of Port Allen, La., and Community Coffee.
Exxon Chemical in Baton Rouge, La.
Responsibilities were maintenance engineer for pipe stills 1 & 2, instillation
and up grade of piping and controls for all routine operations.
Kralor MFG. Company in Dallas, Tx.
Responsibilities were building an extruder instillation and project manager
of all automated equipment and related instruments.
R Jones Engineers and Construction, Dallas, TX. Responsible for government
projects as electrical superintendent for installation of power plant and
Substations.
