Strategically implemented a variety of manpower management studies and surveys including, but not limited to manpower requirements and utilization, organization and functions, and work processes and procedures. Assignments involve consideration of both the clerical and the technical or professional aspects of the Dept. of the Navy, Bureau of Medicine mission. The scope of assignments frequently cross organizational lines and has the potential of substantial impact on the Command. Work is independent, referring only unusual circumstances to supervisor as supervisory control is limited to general guidance, definition of assignment and/or project scope and determination of deadlines.

Interviews thousands of staff members, heads of activities, supervisory personnel and employees to gather information. Performs research and updates to reports, records, functional statements, regulations, policies and directives. Correlates and analyzes all information, clearing significant recommendations of changes or improvements with supervisor before presenting them to management officials in the organizations being studied.

Utilizes a variety of management analysis techniques and methodologies to improve work process efficiency and effectiveness. Prepares reports, charts, graphs and other visual aids to clearly and effectively aid in the presentation of findings and recommendations to management officials. Prepares and presents briefings to management and HQDA DA staff on manpower initiatives and program changes.

Conducts comprehensive surveys/studies of garrison activities for the purpose of management improvements to increase productivity, efficiency and economy in the use of manpower, equipment, facilities, materials and funds to provide the highest and most economical support to the command. Adopts a wide variety of fact finding and analytical techniques questionnaires, work samplings, work distribution, flow charting, systems' analysis, procedures analysis) as well as various types of observational and interview methodology to survey requirements. Analyzes and evaluates the project and projected systems, identifies actual or potential problem areas, trends and deficiencies in systems and selects alternate methods and makes recommendations. Reviews and ensures adherence to regulatory and procedural guidance.

In the conduct of studies/surveys, interviews operational supervisory personnel, researches records, reports, functional statements, Department of Defense Directives, Navy Regulations, operational procedures and other pertinent sources of information to gather, comprehend, correlate, analyze, determine and recommend the most logical and effective action.

Works with staff organizations and subordinate commands to ensure effective project management (utilizing web-based project Management tools) in support of Navy Lean Six Sigma (LSS) deployment goals and business transformation initiatives. Assists in facilitating the strategic planning process command-wide. Advises directorates, staff offices, and study groups on Design, Measure, Analyze, Improve, Control (DMAIC) (5 stages of Six Sigma Quality Improvement and Assurance) tools, value stream mapping, process flowcharting, metrics development, and development of plans and procedures for command performance reviews and LSS performance indicators. Participates in and performs special projects on a wide variety of management interests for the Program Executive Office (PEO). Assists in managing the administration of the Program Executive Office (PEO) Lean Six Sigma (LSS) process including the Project Identification and Alignment to strategy map and balance scorecard; defines process scope, milestones, interface requirements policy issues, performance measures, and performance criteria. Identifies problems and develops recommendations for resolutions on LSS project implementation and Strategic Map performance metrics. Incumbent reports status of organizational performance measures and business transformation initiatives. Collect, analyze, and evaluate manpower and personnel data from various sources, such as, Defense Medical Human Resources System internet (DMHRSI), Bureau of Personnel (BUPERS) Officer Slates, Enlisted Distribution Verification Report (EDVR), Activity Manpower Document (AMD), Expeditionary Medicine, Platform, Augmentation, Readiness and Training System (EMPARTS), CIVPERS Data Spreadsheet, ARIS, FLTEMPS and the HRSC-East Alpha Report.

Administrator of a Tri-service database system which includes all medical components within each service consisting of military and civilian personnel capturing data source feeds from the Officer Personnel Information System (OPINS), Navy Enlisted System (NES), Activity Manpower and Personnel Processing System (AMPPS), Defense Civilian Personnel Data System (DCPDS), Defense Civilian Pay System (DCPDS), and Fleet Training Management and Planning System (FLTMPS).

Plans, conducts and completes studies and projects in cited program areas, providing staff-level advice and service throughout the command as a senior personnel management specialist. Analyzes and evaluates program execution; recognizes problems and problem areas; originates solutions to complex or unusual issues; and is cognizant of areas requiring coordinated efforts. Provides onsite staff assistance to evaluate and provide the full range of staff level guidance to the field on the resolution of unusually difficult human resource management problems.
