Born and raised in Singapore, I served my industrial training in Marathon Letourneau

Shipyard and Sing Koon Seng Shipyard in Singapore. As part of a requirement for the

Marine Engineering Diploma course, I served 13 months as a Cadet Engineer onboard a

modern Container vessel trading between Europe and North America. Thereafter I continued

working onboard various merchant navy vessels, with the last 2 years as a Chief Engineer.

As a seagoing Engineer, apart from the routine shipboard activities, I had experiences in

drydocking, new building/delivery and ship jumborisation.

My shore career started with Tech-Mar Marine Services where I served as an Independent

Marine Engineer Surveyor, providing technical services to Hull & Machinery Underwriters,

P&I Clubs, Liability Underwriters in Pre-Insurance prevention and claims matters. Also

providing inspection, valuation and appraisal services to the Singapore Supreme Court,

Bankers, Shipowners and Insurers. Major project attended being the assessment and repair

of MT Eastern Strength fire at MSE shipyard, which damaged the entire engine room and

bow thruster room.

I then joined Classification Society America Bureau of Shipping as a Class Surveyor, where I

received formal New-Hire training in Houston USA. I then served in various major shipyards

in Singapore and China. Also carried out voyage surveys in Dubai and East Malaysia. Major

projects being new construction of tankers and cement carriers in Pan United Shipyard. I

also specialized in Special surveys of Tankers and Bulk Carriers.

In 1987, I was head-hunted and joined Charles Taylor Consulting PLC Group as a Marine

Engineer Consultant and Director of the Malaysian branch; CTC being the Managers of

Standard P&I Club and Owners of Richard Hogg Lindley Average Adjusters. In CTC I

worked intimately with claim handlers and lawyers in Standard Club and Adjusters in RHL,

offering technical consultancy on various matters.

Field works in CTC involved carrying out surveys and investigation on casualties for H&M,

P&I, Owners and Charterers, expert witness and Risks assessment of major project

cargoes. I was also involved in Pre Insurance surveys of port liabilities for Hutchinson Ports

and the Risks Assessment of the entire Keppel Offshore Maritime shipyards in Singapore

and Philippines.

In 2007, I started Associated Risks and Casualty Management services providing various

similar technical services to the Marine Industry.

In ARCM I became more prominent in crane damages and repairs. Major projects being the

assessment and repairs of the collapsed Quay Crane in MMHE shipyard I also frequently

assisted P&I clubs in their claims and counter claims involving cranes.
