The Authority is an Agency governed by a Board of appointed Directors. Manages a system of Toll Expressways and construction surrounding the Orlando area. This is a public managed entity.

Director of Human Resources responsible for employment/recruitment, training development, budgeting, policy implementation and development, benefit implementation, wage and salary development, and EEO/AAP.

Manage all HR duties and responsibilities adding value to the success of the Authority.

EXPERIENCE

2008-2011 APAC SOUTHEAST, INC. ~ Tampa, Florida

APAC is an asphalt and highway construction company with revenues over 300 million

dollars. Scope of work includes highway, airport runways, and roads, private and public

lots and asphalt paving.

Division Human Resource Director (2008-2011)

Responsible for the human resource services for APAC Florida West Division. Duties

include staffing, wage and salary administration, EEO/AAP, benefits, and policy and

procedure.

Also responsible for training employees in Performance Management, and Performance

Reviews utilizing Achieve Global Programs and in house programs of Success Factors.

2000 –2008 HUBBARD CONSTRUCTION COMPANY ~ Orlando, Florida

Hubbard Construction Company is Florida’s largest road, bridge and highway construction company with revenues over 260 million dollars. Scope of work in the public and private sectors includes highway interchanges, roads, bridges, underground utilities, drainage systems, building foundations, airport site work, runways, and asphalt paving.

Vice President Human Resources (2000-2008)

Responsible for human resource services for all operating divisions. Duties include staffing, wage and salary administration, EEO/AAP compliance, benefit administration, and policy and procedure development and interpretation.

- Developed goals and objectives for Human Resources to meet company staffing requirements.

- Worked in conjunction with the safety department to enhance accident prevention and reduce workers compensation cost.

Provide human resource services to the Eastern Region operating companies and projects. These Responsibilities include staffing (salaried & hourly), wage & salary administration, EEO-AAP compliance, employee tracking and compensation administration.

- Successfully met staffing requirements of projects. Maximized both internal and external resources to meet needs while minimizing cost. Maintained tracking system of internal placements and candidates.

- Developed an effective college recruiting and development program for the construction operating company. Designed criteria for the program and implemented a tracking system of all college students. Implemented a mentoring program.

- Initiated a monthly news package sent to project management bringing them up-to-date on new State/federal laws and EEO/AAP information.

Responsible for human resource management at the Himout chemical project in Lake Charles, Louisiana. Managed staffing, EEO/AAP, wage & salary administration, training, benefit administration, employee discipline and maintained an open shop posture at the project.

- Successful in maintaining an open shop project labor force through effective labor relations programs.

- Staffed a project of 800 employees while minimizing turnover and absenteeism. Turnover less than 7% monthly and absenteeism less than 7-8% monthly.

- Implemented employee discipline programs and supervisory training to minimize employee relations complaints and charges. Project had only one EEO charge and determination was for the company.

Responsible for human resource support to Corporate Office and projects for the Food and Beverage, Automotive and Electronic, Duke Fluor Daniel, and Bio Tech and Fine Chemical companies. Managed staffing, training, people development, EEO/AAP, employee relations, benefit administration, and wage & salary compensation.

- Member of Human Resource team that wrote Field Practices Manual covering all eventualities from mobilization to de-mobilization of a project,

- Developed and monitored a performance assessment program for tracking purposes assuring that on a yearly review all salary personnel received a performance review.

- Successfully staffed project requirements with qualified personnel with both internal and external candidates while minimizing cost to the company.

- Managed all EEO charges/complaints within operating companies. Successfully documented all action.

Manager of Craft Employment (1980-1988)

Provided craft manpower to projects. Managed 4 manpower centers with a staff of 30 people. Developed staffing and training plans to meet requirements. Delivered presentations to clients for project awards illustrating company’s capabilities to meet staffing requirements.

- Remained under budget each year as manager of this department. Successfully staffed each project as required with the ability to develop staffing plans to meet project’s plan

- Developed computer tracking system to enhance departments ability to recruit and staff manpower needs. System reduced cost as manual system caused continuous, repetitive follow-up with recruiting candidates.

- Developed plans for acquisitions of craft manpower from companies into Fluor Daniel. This included hiring, benefit administration, orientation, wage & salary administration and training.
