One of two employees representing the County on the Recovery program after the 2014 Spring Flood. Concentration on road repairs and rebuilds, including approval of Hazard Mitigation measures for use of limestone sub base in lieu of clay as originally constructed.

Public Assistance Consultant New York City, NY

Developed Direct Administration Cost (DAC) staffing plan until completion of FEMA program for all NYULMC departments, anticipated total DAC reimbursement for the Applicant is 35 million dollars as of 2014. Assembled all DAC reimbursement submittals.

Ericsson (contractor) - 2012 to 2013 New Orleans, LA

Construction Manager

Manager responsible for review and approval of all engineering design and construction subcontractor tasks related to 4G install of 70+ SprintPCS cellular sites in the New Orleans Market, ensuring the installations reduced any potential site disruptions. 4G Long Term Evolution (LTE) install included replacement of all radio equipment, installation of new antennas, new hybrid cable, and new tower mounted Remote Radio Unit (RRU) installations (min. 3 RRUs/sector). Moved to Central Louisiana market to oversee 110+ LTE sites.

Conducted site inspections and developed punch lists for new and previously completed sites in Central Louisiana, coordinated with clients’ QA/QC team and contractors to ensure completion of all punch items without disruption of site during peak transmission hours.

Stuart Consulting Group - 2011 to 2012 New Orleans, LA

Program Manager

Team Lead on all FEMA recovery and Hazard Mitigation work in City of Slidell, over 50 million dollars in Federal funds; Development and oversight of all weekly progress reporting to FEMA/State, and monthly progress reporting to Mayor and City Council Executive Committee. Increased federal funding of Katrina affected infrastructure reimbursements to the City by over 4 million dollars.

Coordinated and reviewed all requests for reimbursement on eligible repair scopes, including contact with FEMA/State, client, engineers, contractors, and any third party reviewers to ensure requests complied with The Stafford Act.

MWH Global (contractor to employee) - 2008 to 2011 New Orleans, LA

Sr. Project Manager

Sr. Project Manager for City of New Orleans Katrina Recovery Program. Oversaw the contracting, architectural, and engineering design for 13 sites while supervising 3 MWH Project Managers; Site construction costs ranged from 2 million to 18 million dollars.

MWH local expert on effects of flooding caused by corrosive water on structural building members. Oversaw engineering study on building member corrosion requested by the City of New Orleans.

Quality Assurance/Quality Control (QA/QC) Manager tasked with implementing procedures and processes developed for the MWH City Recovery Program into a model for the Orleans Parish Sheriff’s Recovery Program (OPSO).

Reviews of all revisions of contract documents and specifications for comparison to each bid package in order to notate all discrepancies found in engineering drawings, specifications, and bid clarifications per request from OPSO legal.

Walt Disney Imagineering (contractor) - 2007 to 2008 Anaheim, CA

Construction Manager

Owner’s rep field construction manager for 75 million dollar expansion of luxury hotel on resort property which included an underground parking garage, 200 additional luxury hotel rooms, 50 Disney Vacation Club suites, additional pool, and spa.

Implemented daily job calls with hotel owners’ representative in order to minimize any disruption to existing hotel operations; Coordinated all utility shutdowns and access for construction, led contact with all engineers, architects, and inspectors regarding scheduling, phasing of work, status of jobsite construction, and all inspections.

Responsible for completion of all owners’ daily job reporting including daily site photo documentation; Reviewed daily reports from all contractors and inspectors; Kept as-built record; Logged, reviewed, and prioritized all RFIs to reduce any delays; Ensured general contractor adhered to Disney specifications and regional and national standards, including OSHA and Cal/OSHA requirements.

Worked with contractor to reduce any delays in scheduling or phasing of work due to changes in site conditions or unforeseen issues. Wireless Implementation Manager Los Angeles, CA

Responsible for all construction milestones in the largest market for SprintPCS with over 700 sites funded and in design or construction phase in Los Angeles, Orange, Ventura, San Bernardino, and Riverside counties. Contracted, hired, and trained four construction management firms to support this build-out. Supervised 5 SprintPCS employees and 25+ contractors on this program.

Reduced average construction timelines in counties listed above from 60 days to 40 days.

Senior Wireless Implementation Engineer Los Angeles, CA

Responsible for all milestones of site development including leasing, zoning, permitting, bidding, and construction. Trained all contractors and 7 Implementation Engineers for transition from Cox to SprintPCS after SprintPCS purchase of Cox cellular.
