I am a senior-level Federal Sales and Capture Management professional with 15 years of experience helping Federal Contractors sell products and services to Federal Civilian and Military agencies.

I have provided intelligence to dozens of 10- 50 mill contract awards; a 28 million sole source contract awarded by the Army National Guard using the FAR 15.600 section. Multiple 3 million dollar awards to an 8{a} set aside by the US Department of Treasury Secret Service. A 22 million dollar award to SAIC was for Military Health Services was awarded to SAIC through intelligence gathered and mined from my contacts. Over the course of the past 12 years I have provided sales consultancy mostly as an independent contractor and have consistently earned between $ 90 – 120 K per annum.

Most recent A/E related engagement: Sparks contracted me to be sales and capture coordinator for Pernix/Serka Joint Venture LLC (PSJV), a Turkish held US Company. In an effort to respond to an Aegis LTD solicitation, I worked on proposing to Aegis, the prime, the PSJV competency for a Department of State Diplomatic Security General Contractor mission opportunity designed to build Containerized Housing Unit communities.

Latter A/E projects: In addition, I have contributed to the design and proposal efforts for many detention and medical facilities for the Military and Department of State Diplomatic Services in Afghanistan, Iraq and Turkey. Most of the design effort focused around gathering the specifications for inside/outside utility access and the required trenching, laying of conduit and encasements for data/telecommunications, water-sewage and electric. This was a major component of the overall construction and I had to work with the architects and design engineering teams extensively.

I assisted the architect Kling Lindquist with the development and phasing for the building and placement of 9 campus offices for the Food and Drug Administration during the building of their new campus at White Oak Maryland. I worked with the architect and the design engineering firm, general contractors, the CIO as it pertained to inside/outside cable plant, facilities management folks and reported to and worked under the direction of the Associate Commissioner, Mr. Jeffrey Webber.

Independent Contractor to iWorks Corp November 2013 to May 2014

Narrative: In this position, I managed the Indefinite Delivery Indefinite Quantity (IDIQ) proposal response for iWorks Corporation and four iWorks teaming partners that included Econometrica, the Boyd Group, Karthik Consulting and Intuitive. This IDIQ was for a multiple award with sub-awards issued via a Task Order Request process and was specific to needs required by the Department of Transportation. Ultimately the work involves providing statistical analytics, Data Base and Enterprise Storage to the Research Information Technology (RITA) branch of DOT.

This 42 million dollar contract and its subsequent award recipients will be announced shortly. In the interim, iWorks was invited to an Orals session recently.

Narrative: In this position under Battelle.org, I performed the duties of a Program Manager reporting directly to FDA Associate Commissioner Jeffrey Webber and FDA CIO Melissa Chapman during the construction phase of the 9 building campus at White Oak Maryland. This construction project was designed to house over 18,000 government employees. I wrote the majority of the SOW’s and PWS’s for all solicitations released for this consolidation/move effort which included technology, logistics and facility management components. I worked in this capacity for over 2 years. I sat on much proposal response review committees and was trained by the government in contracting and contracting office FAR based protocol.

I was also a lead technical advisor for the Infrastructure redesign effort including outside and inside cable plant design, design and construction of the Data Center, LAN closets risers and building feeds, manhole and hand hole construction for the Food and Drug Administration (FDA) consolidation effort and moving 18,000 employees to a new campus located at White Oak Maryland. I implemented quality processes and project methods and also managed the technical design, consolidation and subsequent deployment of an IT Telecommunications Infrastructure.

Narrative: The division supported turnkey health care applications that included both software developed by the company and the host hardware. My responsibility as Director was to manage a staff of 12 support engineers based in Texas, California and Washington DC and work directly with the Quadramed Sales Team and hospital CIO’s to support the sale and installation of applications and hardware systems that were developed using Intersystem’s Cache post–relational database and then to provide ongoing technical support. I was also responsible for teams of application developers and their efforts with database migrations from SQL, Oracle, and other databases to Cache.

Additional accomplishments included leading an effort to create new company policies for providing support to customers and revise Service Level Agreements. I concluded this effort by implementing ISO 9000 type compliance in an effort to improve existing customer relationships. As a part of this effort the following procedures were perfected:

Processes were refined for the installation of new hardware and applications

Software testing and Quality Assurance standards and documentation for application development were improved

Backup procedures were rewritten and refined for protecting Intersystem’s Cache database data
