WORK EXPERIENCE

DYNCORP INTERNATIONAL – Afghanistan [10/14 to Present]

Senior Acquisition Advisor, Kabul, Afghanistan. Responsible for training, assisting, and advising senior Afghan procurement officials for both the Afghan National Police and Army in regard to acquisition strategies and procedures from requirements development to contract closeout (i.e., cradle to grave).

CHEROKEE INFORMATION SERVICES – Denver/Aurora, CO [10/13 to 10/14]

Project Manager/Contract Specialist [5/14 to 10/14] – Oversaw and directed the daily activities of contracting professionals in support of the National Park Service. Provided cradle-to-grave contract management and administration to support the operations and maintenance of the National Park Service. Interfaced daily with technical personnel to assist them in defining technical requirements, providing acquisition strategies and sound business advice while meeting Federal Acquisition Regulations. US AIR FORCE [01/09 to 5/12]

Commander, Defense Contract Management Agency, Boeing, Seattle, WA [03/12 to 05/12].

Directed a squadron-equivalent unit of 75 military and civilian members providing aeronautical systems acquisition life cycle support to Joint Services, DoD Agencies, Unified Combatant Commanders and Foreign Military partners. Commander, 60th Contracting Squadron, Travis AFB, CA [07/10 to 07/11]. Supervised and directed a 52 person contracting office responsible for over $130M worth of contracting activities associated with the purchase of supplies, materials, and services for the operations and maintenance of Travis AFB with a base population of 12,000 personnel. Senior business and contracts advisor to the senior base leadership on all acquisition related activities at Travis AFB from acquisition planning, contract award, administration through contract closeout on all types of contractual vehicles. Reviewed 100+ acquisition packages between $100K and $5 million for contract clearance, including contract files, price negotiation memorandums, and acquisition strategies. Regional Contracts Manager – Managed four multiple award task order contracts from the Air Force Center for Environmental Excellence (AFCEE) and the Air Force Civil Engineering Support Agency (AFCESA) for civil engineering, construction, and environmental remediation task orders under the Worldwide Environmental Restoration Contract (WERC), the Sustainment, Restoration, and Modernization Acquisition Task Order Contract (SATOC), and the Design Build Plus Contract (DB+) worth in excess of $6B. Reviewed and approved purchases, ensured contractor compliance with level of effort needed to perform SOW requirements, performed monthly Performance Evaluation Boards and provided input into the semi-annual Award Fee Evaluation Board.

ARCTEC SERVICES – Colorado Springs, CO [5/02 to 09/06]

Contracts/Subcontracts Manager – Managed the Contracts/Subcontracts department for all contractual aspects of the $290 Million Solid State Phased Array Radar System Operations and Maintenance program in support of Air Force Space Command. Submitted contract changes & proposals to the Government. Negotiated contract terms and conditions with the Government and subcontractors. Also, managed ten subcontractors and numerous consultants associated with both prime contracts worth in excess of $50 million. Negotiated contract terms and conditions with both the Government and subcontractors. Verified and approved subcontractor vouchers. Authored and issued subcontractor amendments.

U.S. AIR FORCE [8/85 to 10/97]

Warranted Contracting Officer – Peterson AFB, CO [01/97 to 10/97]. Headquarters Air Force Space Command’s only warranted contracting officer. Managed all acquisition phases of multi-wing outsourcing projects throughout Air Force Space Command. Responsible for first-ever AF Space Command multi-base outsourcing contract for ICBM logistics and maintenance at four different bases in four different states worth over $80 million. Authored acquisition strategy, issued request for proposals, and conducted source selection and reviewed contractor proposals.

Procurement Analyst – Peterson AFB, CO [10/93 to 10/97]. Air Force Space Command’s contracting representative for all space launch and missile-related acquisitions and focal point for commercial space contract activities. Lead reviewer of major acquisitions requiring HQs’ approval. Oversaw acquisition programs valued over $45 billion by analyzing and providing recommendations on source selection, negotiation, and administration of space launch related services contracting actions involving the full range of AF Space Command functional areas, including Space & Missile launch support, sensor operations and maintenance, and base operating support. Contract types included, FFP, FPIF, FPAF, CPFF, CPAF, and IDIQ. Source selection advisory board member. Formulated procurement policies, developed contracting procedures, and provided guidance to eight AF Space Command contracting offices responsible for $1.1 billion annually. Managed the Stage I, II, and III of the Small ICBM propulsion and Engineering and Manufacturing Development contract worth in excess of $750 million. Contracts had FPAF, FPIF, CPFF, and CPAF elements. Led a 25 person multi-functional Integrated Product Team in the evaluation of proposals and negotiations of contract modifications.
