Technical lead and manager of a 15 engineer team for the Joint Forces Command in the architecture and
development of simulation and modeling systems. Work closely with the customer providing full SDLC
support and PM support. Direct interface with the customer’s PM office offering project status, costs and risk
analysis. Use a variety of PM and architectural tools. Technologies used were the java/JEE stack, PHP, shell
scripting all in an HLA environment. Various databases used including: SQL Server, MySQL, Oracle and
DB2. SQL was used exclusively for database access and control.

Site manager and technical lead at JFCOM and engineering architect for the Theater Effects Based Operations

Consulted with SPAWAR through Ciber to finish some NTCSS issues the command was unable to follow
through. Completed project within schedule and budget. This effort including moving to a services oriented
architecture. Implemented a more collaborative NTCSS using .JAVA JEE along with SQL, Sybase, Oracle
and SQL Server. Responsible for all contract activities and deliverables. In addition developed web interface
to logistics using HTML tools and JavaScript.

Sr. Software/Systems Engineer, Engineering Site Manager
October 1993 to March 2006
Served as the project manager, infrastructure manager, software architect and Senior Software/Systems
engineer responsible for development of software and hardware solutions for the logistics community within
the U.S. Navy. Served as architect and primary developer of the Naval Tactical Command Support Systems
(NTCSS) software. This software allows applications to view a heterogeneous network as a seamless
enterprise environment in a qualified secure manner. Implemented the interface MS C#,.NET in Visual studio
and Unix/Linux (C/C++/Java, shell scripting). Successfully migrated NTCSS to Java/JEE and SQL for
portability. NTCSS is a very successful project and serves sites such as the White House Communications
Center, Fort Knox, Camp LeJeune and over 600 U.S. Navy and USMC sites. NTCSS provides an extremely
rich API for future plug-in applications to exploit. Developed various parts of the GCCS-J/M system
including communications, mapping overlays, track management API set and APM. As Engineering Site
Manager, I served as a project independent advocate for an engineering staff of nearly 40 engineers and
gained their confidence and respect. Led and coordinated an inter-project working group, created a local
business-working group and an active member of the corporate Engineering Review Board chartered with
attaining CMMI Level 3 status.

Sr. Software Engineer
December 1991 to October 1993
Senior Software/Systems Engineer responsible for systems software development of a Local Area Network
based redesign of shipboard administrative and tactical systems. Developed all systems software
components including TCP/IP interface layer, language interpreter, command emulators, peripheral device
drivers and system administration subsystems. Software was developed using C, C++, Bourne/C/Korn shell,
Java and assembly languages. The redesign effort was done with extremely close interaction with the DOD
representatives ensuring a quality product and clearly defined mission requirements. Awarded a certificate of
appreciation by DOD representatives and a letter of commendation from the Commanding Officer
recognizing a high quality of work completed on schedule. This effort was estimated to have saved the U.S.
Navy over $500 million.
