Antiterrorism Program Manager 09/2008 -

Managed the Antiterrorism (AT) Program for the 8th Theater Sustainment

Command, one of two 2-star commands under USARPAC and arguably the lead

logistics command operating in the USPACOM Area of Responsibility. My

duties included, but were not limited to, the following: (1) development of

the Command's annual threat assessment and AT plan, (2) risk management,

(3) AT/FP education and training, (4) the planning of the Command's annual

training exercises, (4) critical infrastructure protection, (5) terrorist

incident response, (6) subordinate command AT program reviews, (7) AT

reporting, and (8) resource management. Subject Matter Expert in AT,

Information Technology, Operations Security (OPSEC), and Critical

Infrastructure.

During my tenure at Camber, I was instrumental in developing new business

with another Major Command (MACOM) in USARPAC, the 9th Mission Support

Command (MSC), the Army Reserve component located on Fort Shafter Flats.

For the 9th MSC, I provided Risk Management products for each of their off-

island reserve centers. Included in my Risk Management product were local

threat assessments, criticality analysis of assets and resources,

vulnerability and risk assessments, and recommendations for the mitigation

of risk. We also assisted them with their annual exercise and corrected

deficiencies in their AT program allowing them to attain a 93% compliance

rating - the highest rating of any command in USARPAC.

Project/Group Manager

Performed the day-to-day management of multiple IT service contracts in

Hawaii and in the Pacific Rim, representing in excess of $22 Million of

annual revenue. Directed and coordinated activities concerned with the

implementation of program objectives on each contract managed. Ensured that

the prescribed activities were carried out in accordance with specified

organizational objectives, contractual requirements, and met or exceeded

customer's expectations. Responsible for program planning, budgeting, and

schedules prepared and controlled expenditures in accordance with budget

allocations. Served as the primary customer contact and provided expert

technical and programmatic advice to clients, subcontractors, and staff.

Responsible for program growth, marketing new technology services and/or

follow-on business acquisition.

Specifically managed the contracts for Tripler Army Medical Center, which

included IT Help Desk Support, Systems Analysis, and Graphic Arts Support,

and provided Systems Analysis and GIS Programming support at the

Directorate of Public Work located at Wheeler Army Airfield. I also

managed smaller contracts elsewhere in the Pacific Rim in Guam and Okinawa.

In all, with all contracts combined, I managed approximately 70

personnel.

BAE Systems

NCTAMS PAC, SATCOM 11/2004 - 02/2008

SATCOM Operations Coordinator/Asst. Site Manager

Coordinated with mission planners, tactical units, Technical Control

Facilities and other service providers to support tactical missions with

SATCOM voice and data communications. Based on the availability and

limitations of assigned communications assets, approved equipment

configurations for all tactical missions to include Ground Mobile Force

(GMF) missions. I also had oversight on the preventative and corrective

maintenance of communications equipment on site and its supporting

infrastructure.

Quality Assurance Environmental and Safety (QES) Manager

Serviced the NCTAMS PAC Contract, which included three communications

sites: SATCOM at NCTAMS, NRTF at Lualualei, and TSCOMM at Marine Corps Base

Hawaii. Managed an ISO 9001:2000-compliant Quality Management System

(QMS), which addressed Sections 4 through 8 of the standard. Ensured that

the quality of Operations and Maintenance (O&M) services rendered were in

accordance with documented 3M-compliant procedures and met or exceeded

client expectations and the requirements of the Performance Work Statement

(PWS). Documented all nonconformity of service and workmanship and

reported them to Management to facilitate corrective action and the

implementation of corrective measures. Ensured that control measures were

implemented and monitored to improve the quality of service. Included as a

part of my Quality Assurance duties were monitoring the certification of

calibrated of tools and test equipment, configuration control, document

control and records management, and internal investigations.

Additionally, ensured the proper and safe handling of hazardous materials

(HAZMAT) and disposal of waste were done in compliance with Federal and

State law, and host installation rules and regulations. Advocated,

promoted, and enforced good safety practices in accordance with OSHA and

NAVOSH requirements. Authored numerous environmental and safety

procedures.

Managed the day-to-day operations of the Operations Department of the

largest developer of Real Estate information systems and Real Estate

productivity applications. Responsible for transitioning web-based

applications into production and sustaining these systems for 24x7

availability. Provided oversight for regional help desk support and was

responsible for disaster planning and recovery.

Managed the day-to-day operations of a MIS Department for the largest

property management company in Hawaii. Planned, coordinated, and

implemented various information systems to support property management and

accounting objectives. Supervised network and help desk operations, IT

preventative maintenance, and applications development and maintenance.

Prepared annual departmental operating budgets and the capital budget for

the entire company. Responsible for saving the company $60,000 annually

and strategically increasing its processing capacity through MIS

initiatives.

Supporting the Honolulu District Office of the U.S. Immigration and

Naturalization Service, provided voice/data network support and computer

help desk operations. Largest LAN managed was a multi-server, 108-

terminal, Token Ring network with gateway access to national law

enforcement systems. WAN concerns included 4 interconnected LAN's totaling

in 188 terminals and other assets. Additional duties included network and

terminal security, consequence management, IT preventative maintenance, and

inventory control. Supported more than 400 end-users ranging from field

offices in Honolulu to field offices in Guam.
