Sr. Project Manager/Business Analyst (2013 – Present)

Main resource for initiating, managing and off-boarding projects developed for different State Government departments.

Awards:

• AlcoTest Inquiry Project won the National Digital Government’s Achievement Award in 2013.

• Notary Public Service project nominated for National 2015 StateScoop 50 Award in category for State IT Program of

the Year. Winner yet to be announced.

Key Projects include:

Notary Public Service for Division of Revenue & Enterprise Services, NJ (Launch: Phase 1 – July 2014; Phase 2 – Feb.

2015)

It allows citizens to apply for and obtain notary commissions online. It revolutionized the state’s commissioning

process, turning a manual, time-consuming and error prone task-set into an electronic workflow that automatically

routes applications to the various stakeholders involved in the process. The system integrates multiple levels of

government (Division, 120 Legislative Offices, 21 County Clerk offices) seamlessly, thereby reducing fulfillment

time from 2/3 months to about 1 week. Adoption rate > 90 % in less than a year.

Crash Report Service for NJ State Police (Launch Date – November 201)

This service allows public to electronically request and pay for a non-toll road Crash reports and receive the report

all in a secure environment. For the State Police, it includes the workflow component to electronically fulfil the

requests and the reporting capabilities. This service achieved > 80 % adoption in a few months after launch.

National Instant Criminal Background Check System for NJ State Police (Launch: Phase 1 – Sept. 2013; Phase 2 – July

2014)

Licensed firearm dealers in New Jersey use this online service to securely submit background check requests to NJ

State Police on prospective firearm purchases. This workflow application allows the State Police to electronically

process the requests and provides reporting capabilities. It also provides dealers and State Police with user

management functionalities and integrated payment options for dealers. Though initially intended as a supplement to

an existing paper-based process, the huge success of the service prompted State Police to transition to this service as

the only avenue for submitting and processing NICS requests.

Criminal History Record Request service for NJ State Police (Launch: Sept. 2013)

This online service allows citizens to submit requests for a Criminal History Record Information for non-criminal

purposes like employment, licensing and local ordinances. It provides a platform for the local licensing authorities

(around 500) and State Police to work in conjunction to process these requests. Though intended as a supplemental

service for the existing paper based process, this service has seen almost 100 % adoption in last few months.

Project Manager/Business Analyst (2011 – 2013)

Key Projects include:

AlcoTest Inquiry System for New Jersey Office of Forensic Sciences (Launch: Oct 2012)

This service allows public users to search, select and pay for selected Breathalyzer tests administered by State

Police, with instantaneous delivery of the reports. It integrates several components maintained by separate entities

which include NJ State Police’s centralized data repository, web front end that lets the public search and display test

records, State’s myNewJersey site for user authentication and a PCI compliant payment processing system.

Small Business Enterprise Registry Service for NJ Division of Revenue & Enterprise Services (Launch: Oct. 2012)

It provides a complete end-to-end online solution for small businesses that wish to participate in State’s Small

Business Set Aside program by allowing them to register, renew and perform annual verifications. The service also

provides for an administrative interface for the agency and other government agencies to run reports. Adoption rate

is around 85 %.

Business Record Service for Division of Revenue and Enterprise Services (Launch: August 2011)

It is a suite of services designed to aid business/individual users in obtaining public information (Status Reports,

Lists & Documents) online for any business registered with the State of New Jersey. This project involved

integration with the State’s Commercial Recording database on Oracle, FileNet servers for documents and State’s

myNewJersey site for user authentication. Adoption Rate: 100 % for Status Reports & Lists, ~ 95% for Documents.

Responsibilities:

Serve as the primary point of contact on the project and provide the day-to-day management. Tasks

include:

Build effective partnerships with stakeholders to deliver projects with aligned goals and priorities.

The successful relationships have led to award of multiple projects with the partnered stakeholders

(State Police, Division of Revenue, etc.)

Define project scope and create the Statement of Work (SOW)

Facilitate and manage meetings and interview sessions to elicit and validate functional and technical

requirements

Create and maintain effective system documentation including Specifications, Use Cases, and

Functional Prototype Sign-off (FPA), Feature Request Changes (FRC), and the Letter of Acceptance

(LOA).

Establish project milestones, maintain schedule, manage/control risks

Lead status meetings with stakeholders and publish relevant status reports

Direct functional testing of the service. Track reported issues and ensure their resolution

Manage enhancement requests for phased releases

Provide training to the State Department’s staff on using new system and collaborate with managers

to equip them with workflow systems and controls to better manage the service delivery

Collaborate with customer support staff for training and to implement processes to improve customer

support delivery as well as tunnel their feedback for building future enhancements
