Systems Engineering: Led design and implementation of multinational rollout of robust,

scalable, open source technologies supporting multiple organizations such as NATO,
Commonwealth partnerships, and bi-lateral agreements with specific nations.
Results: Completed releases were always ahead of schedule, and met budget.
Sustainment costs were negligible. The products were nationally recognized as superior
and the team was internationally recognized by NATO and forever changed the Human
Intelligence discipline.
Software Developments: Managed all phases of the software development lifecycle

(SDLC) for multiple solutions.
Results: Delivered community software that integrated into partner systems seamlessly
which saved the government and clients millions of dollars, shortened processes from
months to weeks and exposed client’s products to environments never before attained.
Cloud Technology Adoptions: Guided teams in the adoption of USG technologies being

used in client and data clouds across the Intelligence Community.
Results: Strategic outlook and planning cut costs to refactor tools and applications in the
cloud which saved over $3M in integration efforts in the subsequent two years. It also
significantly improved the Continuity of Operations and Disaster Recovery plans for the
affected systems.
System Integrations/Migrations: Project-managed large-scale initiatives involving the

transition of programs to new platforms and the merger of disparate systems underneath a
single Family of Systems umbrella.
Results: Achieved migration and integration of three different major applications that
were transparent to client customers, accomplished with no unscheduled downtime and
laid the foundation for the rest of the IT deliveries in the Defense Intelligence Agency.
Groundwork for Cloud Implementations: Wrote the first ever Statement of Work and

Implementation Plan for the initial roadmap of cloud based products.
Results: Broke ground within the HUMINT discipline to begin the transition to a cloud
environment as directed by the Office of the Director of National Intelligence. Looked to
a “groundbreaker” in similarly unfamiliar territory.
Early Career
AT&T Government Systems (Virginia Beach, VA), NETWORK ENGINEER, 2001 to 2003
Re-engineered customer site to increase throughput by 1000% and reduce customer lifecycle
funding responsibilities by 75%. Maintained 17 Classroom environments and implemented tools
to rapidly deploy new baseline loads to customer workstations to increase the client readiness
factor for the training site.
General Dynamics (Virginia Beach, VA), LEAD FIELD SERVICE REP, 2000 to 2001 Led
site efforts for the I2P2 Operations and Maintenance Contract for support to the USMC
maintained over 1100 pieces of hardware. Responsible for 1 central and 4 remote sites in the
surrounding region. Mitigated trouble tickets, worked directly with vendors, completed shipping
and tracking responsibilities. Maintained accurate inventory of all equipment and software
within the database.
