Career Experience

Project Manager, Environmental Scientist, and HSE Manager with more than 14 years experience in a variety of Industrial, Commercial, Governmental and Environmental protection, remediation, and site investigation projects and the associated HSE applications. Professional working knowledge of the LDEQ’s Risk Evaluation/Corrective Action Program (RECAP) and Voluntary Remediation Program (VRP), LDNR Statewide Order No. 29B Oil & Gas Regulations, EPA, OSHA, ASTM, NFPA, and PSM, also providing support in NEPA, RCRA, CWA, CAA, and other regulatory areas, including HSE and Security.

Multi-disciplinary Manager for Environmental Compliance, Remediation, and Permitting, including but not limited to, Groundwater Monitoring, Air Testing and Permitting, Soil Testing and Well Installations, Plugging and Abandonment (P&A) oversight of wells, Geosciences including environmental geology, environmental soil science, and hydrogeology.

Subsurface and Brownfield’s investigations and remediation – Management, Planning, Logistics, & Design, and managing removal of excavated soils, manifesting, confirmation sampling, over excavating, and backfilling. Underground Storage Tank (UST) permitting, closures, and investigations.

Prepare, manage, and implement Health & Safety Plans (HASP), Safe Work Plans, RMP’s, Job Safety Analysis (JSA’s) and manage organization training matrix. Safety Observation database maintenance, communication, and data processing for safety meetings and corrective actions.

Technical Report writing and editing, e.g. RCRA Facility Investigations (RFIs), Remedial Investigation Work Plans (RIWPs), Corrective Action Plans (CAPs), Environmental Site Assessment (ESA) Reports per the ASTM 2000 and 2005 guidelines, Environmental Impact Statements (EIS), etc.

Perform and manage safety audits & inspections, including regulatory audits as Subject Matter Expert, facilitate safety meetings, and safety oversight of contractors and subcontractors, including management of contracts.

Generate/approve work scopes, cost estimates, and project budgets; with support in SOP’s and MOC’s.

Supervision of professional and technical staff, contractors and subcontractors, field and office supervision. In-house and field safety training of new staff, continuing education/training, and subcontractors. Lead the buy in of strong safety culture.

Support & influence customer and organizational leadership to accomplish HSE as well as operational objectives.

Expert environmental assessments and RECAP compliance for litigation involving oil field waste, exploration, production, refining, transportation, regulation, environmental contamination, and remediation of oil and gas “Legacy Sites” in Louisiana.

Safety processes and procedure implementation and maintaining of records, with working knowledge of HSE-related regulatory requirements, and measuring and communicating the recommended corrective actions. Emergency Planning and Community Right-To-Know Act (EPCRA).

Business Development as Project Manager in economic development, client development, marketing and sales with the capacity to understand and interpret business models and cost drivers, with strong written and oral communication skills.

Attend and participate in project specific local council/municipal meetings as project manager and safety representative. Professionalism and business capacity to meet with business leaders and elected officials.

Specific Project Experience

On-Site Project Scientist/HSE Manager for primary client The Dow Chemical Company, including but not limited to, oversight of “Life Critical Standards”, PSM, operational compliance, and implementation of HSE and Security programs. Ensured compliance with applicable Regulatory and Corporate Safety policy requirements, regulations, procedures, and specifications.

On-Site Project Manager/Safety Manager for hazardous constituent remediation, large scale construction site within a residential and commercial area. Implemented Voluntary Remedial Action Plan (VRAP) managing on-site contaminated soil removal and cross-contamination prevention. Performed agency/client negotiations with regard to violation penalties, safety, corrective action, and regulatory screening criteria.

State Energy Auditor for U.S. Department of Energy’s (DOE) Title IV, Energy Conservation and Production Act. Conducted Quarterly Audits for the DOE on 17 regional agencies’. Quarterly audits included fiscal, safety, operational, and administrative review of each agencies federally funded program under the American Recovery and Reinvestment Act (ARRA), along with inspections of field applications of energy efficient retrofits. Responsibilities included, but were not limited to, coordinating quarterly visits with agency Directors, preparing notification letters, HSE audits, preparing and issuing quarterly reports, and providing oversight for corrective actions on non compliant findings.

Supervised Biosparge Remediation activities with Safety oversight at a train derailment site in Amite, Louisiana, and Managed the Dual-Phase Vacuum Extraction field operations.

Environmental and Safety Manager for upstream and midstream oil and gas industry environmental projects including compliance and permitting, soil and groundwater remediation (produced saltwater, petroleum products, RCRA metals, PCBs releases, etc), safety, and human health risk assessment.

Litigation support services for industrial clients including oil and gas and manufacturing. Management of field personnel during sampling activities, expert witness selection support, data dissemination through web-based applications, and reserve estimating.

Safety, PSM, and Operations & Maintenance in a large scale Electro-Thermal Dynamic Stripping Process thermal remediation at a DOE site in Largo, Florida.

Litigation support expert for the LDNR for oil and gas exploration and production, “Legacy Litigation”, and Act 312.

Automated Logistics Items Manager for U.S. Military and Government Contractor Global Operations. Duties performed as a Non-Commissioned Officer (NCO) included, Unit Armorer and Sensitive Items Manager, Environmental Compliance Team Leader, Weapons Qualification Trainer, Inspector, Safety Team Leader, and Drill Team Commander.
