Conducted Scoping Study on “New Private Sector
Description:
Development Project” implemented by the Swiss
Embassy under Swiss Development Cooperation
(SDC) initiative in Alai and Chon Alai in Southern
Kyrgyzstan aiming at income generation and (self -)
employment through building sustainable
agribusinesses. The purpose of the Scoping Study was
to identify the areas of reforms that require Technical
Assistance and other project support for the creation of
expanded and diversified business and employment
opportunities in rural areas of southern Kyrgyzstan.
The Project focuses on the two subsectors that are
considered as having higher potential in terms of
income and employment generation for youth/women:
Agro business and processing, crop production and
livestock/Trade and services.
The Scoping Study was expected to include the follo w-
ing:
Analysis of the ongoing governmental reforms
and recommendations on how to support gov-
ernment efforts with the planned TA and other
project support.
Recommendations on how to strengthen the c o-
operation between private sector and municipali-
ties and other actors (service providers, em-
ployment centres, etc.) in order to improve ac-
cess to business opportunities.
Provision of 2-3 concrete intervention strategies
that can facilitate systemic change and focus on
business sectors with the highest potential for
development.
Description of possible results that could be
achieved with the planned TA project including
an analysis of the main risks.

Description: HELVETAS Swiss Intercooperation HSI Country
Strategy for Kyrgyz Republic 2012-2016: The
document has outlined key strategic directions for
HELVETAS’s work, where development of agriculture
and agro-processing sector based on ‘green economy’
are specifically defined as the main drivers of growth
increasing added value and higher income of peasants
and farmers with due maintenance of a healthy
environment. Technically, I have reviewed, analyzed
and updated a draft version with a clearer focus on
opportunities and challenges pertaining to rural

economy, environment and climate, governance and
peace, water and infrastructure, skills development
and education for youth. As a result, a comprehensive
country strategy was outlined to build up capacities for
advocacy/policy dialogue in all above mentioned
areas, eventually feeding into a governance project;
(i) I have been tasked to review and edit HIS Concept of
Transversal Topic Intercultural Communication and
W orking in Fragile and Conflict Affected Situations
(WFCS) Country Programme for Kyrgyz Republic in
2012-2016. Analysis of complex conflict dimensions in
the South was conducted with a closer look at EU -
funded TASK Conflict Mediation Program in Osh.
Different variables included community access to
drinkable and irrigation water, just water sharing
arrangements, informal and socially rooted
community-based mechanisms of justice, self-
regulation and conflict resolution. The document has
highlighted intercultural communication (ICC) and
conflict transformation as main entry points of conflict
resolution in the South logically aligned with
experience from World Bank -funded On-Farm Water
Management Projects (OFWM) around water and
conflicts nexus to build up competences on conflict
sensitivity. Increasing conflict potential over critical
infrastructure and productive resources including
arable land and irrigation water was identified as a key
challenge and a source of inter-ethnic tensions in the
area. As a result of this analytical work, a draft concept
was produced with clear action plan;
Security and Minimal Contingency Handbook for
HELVETAS Swiss Intercooperation 2012-2016 is
authored as a guide for HSI staff to use in case of
emergency or evacuation in conflict-prone South of
Kyrgyzstan.

Description: Designed and implemented Initial Assessment
including analysis of potential impact of the Project on
indigenous people, their health and the health of their
livestock, natural habitats, forests, pasturages and
cultural property in Ak-Tatyr village, Aksy rayon. I
contributed to the design of analytic work on
grassroots institutions, conflict resolutio n,
stakeholders versus status-quo groups including
governments/NGOs; evaluation of effectiveness of
participatory schemes, social safeguards and risks
appraisal and identify their potential to build and
strengthen local-level capacities;
Assisted in conducting Stakeholder Analysis and

Environmental and Social Security Plan in order to
ensure that potential negative impacts of the Project
are prevented and the views of local stakeholders are
taken into account. Aided in designing appropriate
livelihood promotion activities such as effective and
just water sharing arrangements schemes, effective
pasturage management, cash-for-work voluntary
projects and skills training series.
Field fact-finding activities involved dissemination of
structured and semi-structured questionnaires,
conducting database analysis, identifying informants
and practical observations of the research
phenomenon on the ground. A special stress was
placed on increasing knowledge of local communities
in social safeguard principles in terms of sustaining
their livelihoods and maintaining their policy roles and
lobbying skills in socially frail areas of southern
Kyrgyzstan (trans-frontier regions bordering with
Uzbekistan and Tajikistan).
Key achievements: Enhanced knowledge of local
communities and governments in social safeguard
principles in terms of sustaining livelihoods and
protecting natural habitats. The Water Use Monitor
Systems cut 45% of the costs for using waterflows and
increased local annually payments into local Village
W ater Bank Facility by 10%.

Bank for Private Business Development. Next, a major
Taiwanese company Enzotech Inc. was able to set up

a joint vent ure in Russia along with Blagoveshensk
Factory of Semiconductors. The venture launched its
production capacity and started producing
heatspreaders, coolers and waterblocks for PCs under
its own brand in Russia.
