I have over 25 years of management experience in the design and construction

of projects throughout the Southeastern United States.

My expertise is turn-key from conceptual design through construction and final

owner acceptance. This includes construction management of multiple

commercial projects, new office building construction and renovation, large site

developments, Toll Road mainline and ramp plazas, roadway interchanges, fee

simple townhomes, luxury condominiums, and multi-family residential, in various

sizes and complexity in different phases of design and construction

simultaneously and at times over multiple states.

I have experience in the development of Design/Build Criteria packages,

management of A&E design efforts, conducting Pre-Bid meetings, managing the

CPM and cost loading, negotiating contracts, negotiating schedule of values,

permitting Federal, state, and local, utility & MEP coordination, conducted pre-

design analysis for constructability and biddability, prepared studies and reports,

performed value engineering, research, and systems analysis, and verified that

project close out requirements were met. I also negotiated claims, change

orders, and supplemental agreements.

I have over 18 years consulting experience employed by Multi-Discipline

Engineering Firms and Florida State Government as Project Manager and

Owners Representative for The Florida Department of Transportation (FDOT) -

Turnpike District and the Orlando Orange County Expressway Authority

(OOCEA). I also have performed project manager duties for multiple National

and International Developers and Constructors. In addition, I have been self-

employed as a General Contractor in Atlanta, Ga. Ultimately, I have a proven

track record of successfully managing and completing a wide range of project

types from their conception thru final owner acceptance with satisfaction by the

client both private and State Government. I specialize in the fast-track completion

of projects on time and under budget with minimal or no supplemental

agreements. (see below)

Intro:

The key to a successful project lies in the production of clear, straight forward

and precisely coordinated contract documents (scope of work, plans,

specifications, and quantities) with minimal or no discrepancies. I have the ability

to see and understand designs 3-dimensionally plus the ability to physically

construct the project which gives me an advantage to identify design deficiencies

and prevent contractor claims and supplemental agreements.

Project Manager and Owners Representative for the Orlando-Orange

County Expressway Authority (OOCEA) - Responsibilities included the

management of the design and construction of a variety of commercial type

buildings, structures, and toll roadway related projects.

As Owners Representative performed multiple tasks simultaneously, including

managing the design and construction of new toll plazas, commercial office

building renovations, updating of electronic toll collection systems, development

and installation of IT electronics - system wide. To prevent claims I performed

pre-design analysis for constructability and biddability while providing alternatives

were needed to solve design problems with systems, materials, and/or prevent

contractual issues. Acted as liaison between engineers, architects, contractor,

and FDOT officials, monitored field reports and tracked RFI’s while coordinating

timely responses, conducted Pre-Bid meetings, conducted routine field visits to

confirm that procedures and materials complied with contract documents,

schedule, and Building and Safety Codes. Monitored contractor submittal of

drawings to ensure their meeting and maintaining of milestones in the schedule

and budget. When necessary prepared studies and reports, performed value

engineering, research, and systems analysis, and ensured that project close out

requirements were met. I negotiated claims, change orders, and supplemental

agreements. As expected, it was critical to be customer service focused while

maintaining the utmost confidentiality and professionalism.

issuing OOCEA Project Specific Utility Permits. This effort was accomplished

while coordinating with the appropriate state, county, municipalities, and utility

owner’s representatives.

Responsibilities included the management of the design and construction of a

Ocoee, Florida

Turnpike Owners Representative for the design/build of 105,000-sf. three-story

Headquarters Office Building, a 22,500 sf. two-story FHP Law Enforcement

Building, a 22,143 sf. two-story Maintenance Operations Office Building and a

7218 sf. single-story Trades Building, with the associated chiller and mechanical

buildings on a 14 acre site. All three office building structures were constructed of

pre-stressed beams, pre-cast panels, and cast-in-place structural concrete.

Responsibilities included assurance of contractor compliance with the contract

documents, specifications, codes, and schedule. I monitored field reports,

tracked RFI’s while coordinating timely responses, negotiated and approved the

schedule of values with contractor, reviewed and approved monthly draw

requests, and managed overall coordination with the owner, engineers, and

architects. In addition, managed the permitting process, project startup, site

grading, testing, underground utilities, roadways, and structural concrete for all

civil site operations; and vertical assembly of the office building structures

through dry-in.

FDOT Sun Pass Sales Center Tolls Data Center

Boca Raton, FL

Turnpike Owners Representative for the design and construction of the $200,000

renovation of Turnpikes statewide tolls data collection center, while it was

operational and occupied. Excellent communication and coordination skills were

essential to facilitate the schedule and meet project deadlines, while not

impacting business operations. Responsibilities also included assurance of

contractor compliance with the contract documents, negotiating and approval of

the schedule of values, review and approval of monthly draw requests. The

project was completed on schedule for the original contract amount with no

claims or supplemental agreements.

Dispatch Center

Turnpike Owners Representative, for the construction of a new South Region

Florida Highway Patrol Communications Center. Responsibilities included

management of project design, liaison between contractor, FHP and FDOT, to

coordinate owner specific communication systems (electrical, fiber, ITS, micro

wave communications) installation by vendor and final acceptance.

Responsibilities also included assurance of contractor compliance with the

contract documents, negotiating and approval of the schedule of values, review

and approval of monthly draw requests. The project was completed on schedule

for the original contract amount of $1.25 million, with no claims or supplemental

agreements.

Turnpike Owners Representative for the major renovation of a District Highway

Patrol Headquarters. Responsibilities included management of project design,

liaison between contractor, FHP and FDOT, and coordination of systems

installation specific to a law enforcement facility. Responsibilities also included

assurance of contractor compliance with the contract documents, negotiating and

approval of the schedule of values, review and approval of monthly draw

requests, and coordination with the owner and tenant. The project was

completed on schedule for the original contract amount of $1.6 million, with no

claims or supplemental agreements.

Owner Representative - for the design/build of a 34,000 sf. two-story Operations

Center. The structure was constructed of pre-stressed beams, pre-cast panels,

and cast-in-place structural concrete. Responsibilities included assurance of

contractor compliance with the contract documents, negotiating and approval of

the schedule of values, review and approval of monthly draw requests, and

coordination with the owner. The project was completed on schedule for the

original contract amount of $ 4.3 million, with no claims or supplemental

agreements.

(CEMC) Responsibilities included the construction management of commercial

Functioned as liaison between the design and construction consultants for FDOT

- Turnpike on all Turnpike construction projects statewide. Assisted the design

consultant by performing pre-design analysis of systems, materials and
