Executive Profile

My name is Paul William Buck. I have served as a Construction Managers Site Manager. I have served as an Owners

Representative and General Superintendent. I have served as a Project Manager and Tenant Coordinator. I have served

as a Foreman and Superintendent for Interior Commercial Contractors. I spent several years working in an Auto Parts

store and entered into an agreement with NAPA to open my own store in 1972. That was a very positive and

educational experience. I sold out in 1973 and moved back to San Antonio. I joined the Carpenters union and worked

for many years out of Union Local 14 on many large institutional and commercial projects. I separated from the Union

in 1987. I went to work in construction management with The Edward J. DeBartolo Corporation

(Developer/Builder/Owner of Retail Centers.). Working with EJD I realized a need for owners representation to secure

Quality. In 1994 I went to work with The Skillman Corporation. Skillman is a Construction Management Firm that

primarily built schools. I was exposed to many School Operations and Maintenance people which helped me to better

understand the user’s needs applicable to the buildings I worked on. I worked twice with VCC Construction as a

Superintendent. My first project with VCC was prior to my career with Skillman on a Retail Super Center in Fairfax

Virginia for Simon. The second began after my career with Skillman and I am just now on vacation prior to looking for

another Project. I believe my experience and age provides an excellent outlook for dealing with adversity. I have

worked in 12 states including time at the coast and in the mountains.. I look forward to hearing from you. Thanks, P.B.

Career Achievements

• Advancing to my current management position without a college degree is probably my most noteworthy

accomplishment.

• I was able to step in whenever my managers were not prepared to handle the authorities. I handled

governmental agents and met licensing requirements as required successfully.

• I participated in development of the contract documents for most of the school projects I handled with Skillman.

• Once I started my projects I saw these through to completion and beyond through the warrantee periods.

• While employed by Commercial Drywall (Now Marek Brothers Systems) In San Antonio I authored an article

on Productivity Attitude. They published it in their Commercial Craftsman Periodical. I was awarded many

productivity awards and received many productivity bonuses while with Commercial Drywall.

Qualification Highlights

• I have extensive experience that provides me with the ability to see what is necessary although it may not be

directed by others.

• I took the exam to gain a contractor’s license when my managers would not.

• I have learned to use technology systems without formal education in order to keep up with the developing

computer technology.

• I have developed the vision to analyze what is taking place around me in order to properly protect and lead

others.

• Through effective media management I was able to get several newspaper article reports regarding my success

with my school projects. Those articles benefited the marketing of our projects in Indiana and Michigan. My

excellent relationships with the school authorities also helped our marketing efforts.

• I understand the need to produce complete written reports covering meetings and daily activities. I produce

excellent pictures properly labeled to communicate What Where and When. I own my own drone mounted

camera for the production of aerial photography and video.

• I am an excellent progress meeting conductor. I produce excellent and comprehensive meeting minutes.

• I produce and follow-up Request For Information documents to properly expedite communication for resolving

issues.

I Have mastered Critical Path Scheduling. I produced bid package schedules and master production

construction schedules. I identify the sequence based on the plans and specifications as well as the owner’s

requirements. My experience equips me with the ability to define time frames required for all activities.

Employment History

Superintendent? Owners Rep. 1987 to 1992

The Edward J. Debartolo Corporation San Antonio, Texas, Bradley, Illinois, Marion Illinois

I worked on EJD teams to build Rivercenter Mall in San Antonio Texas. I continued with EJD and was relocated to

Bradley, Illinois to join another team to build Northfield Square Mall (Now a Simon Property) that was a green field

project with extensive underground infrastructure and soil stabilization work. After completion EJD relocated me again

to Marion, Illinois. Several of our team members were also relocated there. Illinois Center Mall was a sister to

Northfield Square as it was designed by the same Architect (Amato Reed out of Missouri.). After opening the company

was downsizing and I was laid off.

• My ability to adapt to changing environments and teams quickly made transitions work out well.

• A clear understanding of schedules and the proper sequence to achieve safety and quality as well as efficiency.

Superintendent 1992 to 1992

Vratsinas Construction Company Fairfax, Virginia

I joined a team engaged in building a Retail Super Center in Fairfax, Virginia. The project was very challenging. The

ground has a vein of asbestos in its natural state. The site was a controlled access site and everyone involved had to be

trained to understand the risk of asbestos exposure and the proper use of protective equipment. When I arrived we had

just a month of work remaining requiring selective use of suits and decontamination processes. The project included a

two story Montgomery Wards and thirty other retail spaces. There was a Circuit City and a Todays Man completed as

well as the Montgomery Wards at opening. I was laid off after opening due to a lack of work.

• I was able to assist in a change of General Superintendents to prevent any disruption to the progress.

Project Manager/ Tenant Coordinator 1993 to 1993

The Glimcher Compamy Ohio, West Virginia, Indiana. North Carolina

I was hired as a temporary by Bill Husted. i assisted Bill Jarvis in managing the construction of 5 small tenant build

outs spread out all over Ohio located in the company’s Malls and three others one each in North Carolina. Indiana and

West Virginia. Bill and the others working in the Construction division were busy finishing a large high end mall in

south Dayton and needed help. Bill Husted was busy qualifying the Glimcher properties for a public offering in a

REIT.

• I was able to help by writing and executing contracts with Contractors for the construction of the projects I was

assigned to. I traveled to make sure our properties were protected and the projects were completed as planned.

• My effective photography was beneficial to the REIT bankers so they could see properties without travel. My

ability to work with multiple contractors on several highly detailed retail stores was beneficial not only to

Glimcher but also to the contractors.

• I visited Dayton on weekends and assisted the on-site tenant coordinator with check lists.

Construction Managers Site Manager 1994 to 2012

The Skillman Corporation Indiana, Ohio, Michigan

I joined the team on the first day the Merrillville Office was opened. I was assigned to The New Oak Hill

Elementary School in Lowell Indiana. I worked with Bill Collins (The Project Manager and Merrillville regional

manager). We worked together to build the bidding documents. After bid openings we worked together to

interview the contractors. Once selections were completed and contracts were signed I mobilized the Job Site. I

staged the opening meetings and preconstruction meetings for the overall project. I staged daily site coordination

meetings. I authored daily reports including well captioned pictures. I worked with the contractors to complete the

final construction schedule and updated it every two weeks. I staged progress meetings every two weeks which

included the owner as well as the architect and contractors. I authored the minutes and distributed. I held

scheduled preconstruction review meetings with specialty contractors which included the architect and engineers

as well as the testing agency as required. I performed daily thorough observation and supervision activity. I

maintained and updated the drawings and specifications daily. I authored Requests for Information and followed

these to resolution. As we came to stages of construction and prior to closing up I walked the Owners people

through and explained the stages for their information. Often I invited the Architect along during the walk thru. As

we grew close to completion I scheduled demonstrations and completion reviews and assisted the owner’s people

as required for their education. After completion I authored completion lists and once these were completed I

asked the architect and owner to assist me in a final punch list. I saw to it that the lists were completed as required.

Once the turnover was completed I stayed in communication with the owner’s people and resolved any issues. I

made myself available during the warrantee period and made sure the contractors and suppliers kept their

promises. I performed these things for 8 other schools while with Skillman including: The New Lincoln

Elementary School for the Hanover Community school district Indiana, The additions and renovations for the

Pierce Middle School for Merrillville Community Schools, The New High School for the Hamilton school district

in Hamilton Michigan . I completed the Hamilton elementary addition and the swimming pool addition on the

Hamilton middle school while in Michigan. (I consider the Hamilton projects as one because these were done at

the same time. I returned to Merrillville and performed an addition and renovation which created the Merrillville

Intermediate School on Harrison Street. I performed a renovation of the Edison Junior/Senior High School in

Lake Station Indiana. 6 class rooms at a time while occupying the rest. Build move build move ETC. I performed

additions and renovations to the Portage High school which added a field house joining the two existing buildings

and adding a two story music area as well as renovations throughout during occupancy. I started The Portage

National Lakefront Park and turned it over for finishing to a Colleague. I performed a freshman wing addition and

renovation on Merrillville High School. I performed a new elementary school in Huber Heights, Ohio for the

Huber Heights City Schools. That project had me teamed up with 4 other younger superintendents that I mentored

to build a total of 5 new elementary schools for that school district all at the same time. We had two other supers

that did a new middle and new high school also at the same time. My school work was very satisfying. I had many

opportunity’s to meet with student classes and spoke for the construction industry. At Pierce I set up the art class

with a staging area so they could draw the construction activity.

Superintendent 2012 to 2014

VCCUSA Maryland, West Virginia. Virginia. Michigan, South Carolina

I joined a team in Maryland building a theater. I especially enjoyed working with Jamie Andrews and Jon Edminson. I

was only there for 5 weeks. Next I went to Beckley West Virginia to complete an elevated parking structure. I was able

to assist in completing some planter boxes and correct some light pole issues. During the punch list period I was able

to travel to assist another super working on Apple Blossom Mall for Simon while he took some time off. I also traveled

to Another Theater for the COBB theater company to work on punch list items. After completing the Beckley project I

was sent to Ann Arbor Michigan to work on Briarwood mall (A Simon Property) and remained on night work there for

8 months. Next I went over to Mount Pleasant South Carolina and joined Tim Gullick in the construction of an

elevated parking deck for Mount Pleasant Towne Center (A Bayer Property). I especially enjoyed working with Tim

Gullick there. That brings me to my current vacation and layoff due to lack of work for me. I am looking for another

project after the 1st of the year. I enjoyed my time with VCC and especially enjoyed working for Bill Stephens and

Will Rushing. It was great to see Bill McPherson and Sam Alley after so many years and I made new friends here as

well.
