Experience:

Project Manager - Remedial Construction Services – November 2013 – August, 2014. Manage coordinate

environmental and construction projects for Shell Deer Park Refinery, and Vogtle Nuclear Plant. Managed

costs, personnel, subcontractor, and found opportunities for other work. Site Superintendent - Vogtle Nuclear

Plant. Responsible for crew daily assignments, personnel safety, safety permits, safety training, work permits,

technical representative, liaison between client and company, control and track project cost, revenue

projections, project scope, project reports, review project drawings, bid projects, and compile bid packages,

responsible for all safety programs, safety training, JSA's, PSSP's, represent employer in weekly meetings

with Shell. In addition, qualified as a Site Safety Officer at Shell Deer park refinery and Vogtle Nuclear Plant.

Shell Deer Park was (2) months behind when I assumed the project manager role, project came in (2) weeks

over schedule, under budget, and no reportable accidents. Project was bid at 4 million dollars.

Project Manager – MEC Corporation – November 2012 – November 2013 – Met with state, federal, military

personnel to approve plans to disassemble, decontaminate, reassemble, and start up entire drinking water

facility contaminated with Mercury. Responsible for crew daily assignments, personnel safety, safety

permits, safety training, work permits, technical representative, liaison between client and company, control

and track project cost, revenue projections, project scope, project reports, review project drawings, bid

projects, and compile bid packages, responsible for all safety programs, safety training, JSA's, PSSP's,

represent employer in weekly meetings with Corp. of Engineers, operators, and military regulators. Project

was bid at 1.5 million, came in under budget with no safety incidents.

Environmental Specialist - North Carolina Department of Environment & Natural Resource (DENR) –

Division of Water Quality – June 2006 – November 2012. Conduct regulatory compliance inspections on

wastewater treatment facilities, municipalities, and industry that have land application, spray irrigation, and

reuse permits. Ensure facilities are following permit requirements pertaining residual treatment, application,

and reporting. This includes analytical results for residuals and soil. In addition, meet with facility

representatives to resolve questions or problems concerning their permit, application issues, groundwater

issues, changes in their process, field application, adding or deleting application fields, and odor complaints.

Furthermore, inspect facility lagoon(s) for freeboard infractions and integrity. Receive and review monthly

Non-Discharge Monitoring Reports and Non-Discharge Application Reports and enter them into DENR

database. Review annual sludge reports to determine compliance. Enter compliance inspections Into

DENR’s database (BIMS); write Notice of Violation’s, and enforcements. Review permits for permit changes

and renewals. Responsible for 134 facilities.

Environmental Specialist – North Carolina Department of Environment & Natural Resource – Department of

Air Quality, May 2004 – June 2006. Managed the OBD II car emissions program for the Fayetteville

regional office. In addition, respond to open burning (OB) complaints, conduct investigations, generate

reports, follow-ups, and write enforcement cases. Certified smoke reader as pertains to permitted facility

emissions. Knowledge and experience to conduct permitted and non-permitted compliance inspections and

Emergency Response Spill Manager, Marshall Miller & Associates July 2003 – February 2004. Train current

personnel in safety regarding Right to Know, permitted & non permitted confined space, excavation and

trenching, air monitoring, equipment safety, to enable them to safely respond to emergency responses.

Respond and manage all ER’s. Build emergency response clientele base, purchase equipment and supplies

needed to respond to emergencies, provided safety training to all employees. On call 24/7. Company

downsized and was no longer interested in pursuing the emergency response business.

Division Manager, Advance Response Corporation (ARC), October 2001-March 2003/ Company was sold in

January of 2003. Responsibilities include but not limited to managing the daily business of ARC, working

with Operations Manager to ensure projects are bid correctly, set up, tracked and managed correctly, and

work with Accounting/Office Manager pertaining to AR/AP. In addition, writing safety plans, safety reviews,

all personnel safety training, equipment calibration, PPE, Right to Know, permitted & non permitted confined

space training, excavation and trenching training, and monitoring equipment calibration. Manage office

Environmental Compliance Specialist, Public Works commission of Fayetteville (PWC), July 1999 – October

2001. Responsible for administering and controlling functions as required in the maintenance of all

Compliance programs. This includes the development and implementation of policies with respect to

environmental and occupational health and safety compliance programs, project permit applications,

regulatory presentations and training for all personnel. Responsible for CAA permits and regulations, SARA

Title III, RCRA, TASCA, HAZCOM, OSHA, RMP's, PSM, and performing Phase I & II assessments on

property PWC wished to acquire. Perform required inspections on all hazardous waste chemicals, sampling,

Representative Projects:

The following are a few of the projects that I have managed and served as site safety officer. Projects should

be discredited in terms of priority, hazardous conditions or project challenges. My duties on all of these

projects included personnel safety training, safety meetings to address changing project scope, coordinating

personnel and equipment, maintaining daily reports, managing project costs, schedule tracking, coordinating

Vogtle Nuclear Power Plant – Site Superintendent/Project Manager – build sub-grade for pump intake for

influent cooling lines to reactor. Excavate over 40,000 cy of soil, grade excavation, install sheet piling, drill

pilings, install temporary and permanent, dewatering pumps, install tie backs to sheet piling, construct

retention pond(s). Responsible for safety and environmental regulations pertaining to a wetland and

discharge into a navigable water way, (Savannah River).
