SUMMARY:
Dave Soloff is a registered architect and construction manager with over 27 years of progressive responsibility and
varied experience. Responsibilities have included: initial client identification, sales and business development,
contract development and sub-contracting, pre-design services including estimating and feasibility studies and Value
Analysis, design, engineering discipline coordination, and project delivery management including project planning and

proposals and contract negotiations. Projects include commercial/industrial aviation manufacturing, airside
and landside airport terminals and supporting facilities. Accountable to business group leader for P&L on
projects and programs; develops and manages budgets, team performance and margin contribution. Tracks

Current assignment: program manager/CM for Boeing 777X expansion program; a three Billion dollar effort
which includes new chiller building (Building 40-57), a new 1.3 Million SF Composite Wing Facility
(Building 40-58), a new Fuselage Assembly Facility (Building 40-27), industrial tooling and equipment, three
of the world’s largest Autoclaves and a roadway relocation with associated personnel tunnels.
Project is delivered via pre-selected GC (Hoffman) and requires continuous collaboration with constructor
similar to design build relationship. Continuous VE and field support allow this fast tracked project a smooth
execution.
Tetra Tech, Inc. Seattle WA, June 2008 to December 2013, Senior Project Manager/Program Manager
Responsibilities:
Responsible for business development and initial client contact, proposal writing and management, contract
negotiations and project management. Projects include large commercial, industrial and military facilities,
worldwide. Accountable to business group leader for P&L on projects and programs; develops and manages
budgets, team performance and margin contribution.
Projects typically delivered via design build with local GC’s.
CH2M HILL, Gainesville, FL and Corvallis, OR, September 2001 to May, 2008, Principal Project Manager
Responsibilities:
Responsible for supporting business development, proposal writing and management, contract negotiations
and project management. Projects include large commercial, industrial and military facilities, worldwide.
Accountable to business group leader for P&L on projects and programs; develops and manages budgets,
team performance and margin contribution. Tracks earned values and projects ETC at the task level.
Served as Department Head for Design and Environment for the Yongsan Relocation Program, Seoul,
Republic of Korea. This $12 Billion program represents the largest peacetime US Military relocation and
consolidation in history and transitions 25,000 troops from Seoul to Camp Humphries.
Jacobs Engineering Group, Orlando, FL, November 1997 to March 2001, Project Manager and Design Team
Manager
Responsibilities:
Served as project manager and senior architect for commercial and DoD facilities worldwide; managed a
design team of 15 architects and engineers on site, delivering projects via design-build and CM at risk for
defense contractors and aircraft manufacturers throughout the eastern USA.
REPRESENTATIVE PROJECT EXAMPLES:
Boeing 777X expansion program 2014 through 2020 Design and Construction, Everett, WA 2014
Served as Program Manager, project manager and CM for the new 777X expansion program located on the Boeing
Everett campus in Washington. Facilities designed include the Composite Wing Center (Building 58); a 1.3 million SF
composite wing component manufacturing facility, a new campus Central Chilled Water plant providing over 12,000
tons of cooling capacity and an new Fuselage assembly facility for the 777X aircraft.
Facility designs typically included the tooling and equipment installation and infrastructure, tenant fit out/office and
cafeteria spaces and associated civil and utility infrastructure projects.
The construction value of the 777X CWC alone exceeds $1Billion.
CAMECO Vision in Motion Program, 2012 Feasibility Study-2013 through 2019 Design and Construction
Program Management and EPCM for Decontamination, De-construction and new build out of a uranium conversion
facility in Port Hope, Ontario, Canada. Scope of work included the remediation of contaminated site,
decommissioning and demolition of existing buildings and infrastructure and design and construction of 10 new
buildings and additions to support processing operations for the next 50 years. Design and construction will be phased
in support of decontamination and remediation activities.
Role: Engineering Program Manager for Design-New Build: Managed 6 design delivery teams in the US and Canada
accounting for approximately $100M in construction value. Cost: Contract value – $30M; Construction cost – $500M
(estimate). Size: 10 Hectares. Services performed during pre-construction included: cost estimation, scheduling and
sequencing of remediation, demolition and new construction, sub-contracting for specialized design services and
geotechnical investigation, Value Analysis for design of new facilities and civil infrastructure and risk analysis of
design and remediation approaches.
King County Metro Transit Atlantic/Central Bus Base Expansion, Operations Facility King County Metro,
Seattle, WA 2010 (design) 2011 (construction)
Project Manager – Managed the engineering of the design project of the Operations Building designed to
accommodate the two base operations as well as Transit Service Quality and Training departments for King County
Metro Transit. In addition to office functions, the facility will provide significant driver support functions for 1,100
bus and trolley drivers. Included in the project are locker facilities, exercise rooms, cafeteria, recreational rooms and
facilities for the PICK, where drivers select route assignments. The facility has a large break room and lunch/dining
room with an outdoor terrace to serve the needs of the operators and staff due to the tight site constraints. Managed a
mutli-discipline design team of architects and engineers and supporting staff in delivering multi-discipline professional
services, sustainable design, cost and constructability review, permitting and entitlement support, scheduling,
construction administrations, and overall project management. Received LEED Gold certification. As part of the
sustainability/LEED strategy, the project utilizes a vegetated trellis or “green screen” to mitigate the solar gain on the
building and to soften its façade on Sixth Avenue. Cost: $4M (fee); $13M (Construction cost). Size 45,000 SF.
Services rendered include pre-design: conceptual design and cost estimation of four alternatives and Value Analysis of
selected alternative. Provided scheduling services of projects within the overall base and master planning for the
overall Atlantic-Central base.
Design Program Manager, Department Head for Design, Engineering and Environment, Yongson Relocation
Program, Seoul Korea, 05/2007-May 2008
Served as the Program Manager for the design/engineering effort for approximately 700 new facilities and supporting
civil infrastructure for the largest US Military peacetime relocation. Managed multiple design teams, US and Korean,
providing design and construction services for a variety of facility types including headquarters buildings and family
housing, multiple brigade training facilities, aviation support facilities and general support facilities including hospitals
and vehicle maintenance facilities.
Program management provided pre-construction services including: site development, sequencing, scheduling cost
estimates and value analysis for all facilities and civil infrastructure. The program managed the design efforts of US
and Korean design teams providing individual facilities and provided QA/QC and value analysis and cost estimates.
Total program constructed value is estimated at over $11 Billion. Program is expected to be completed in 2014.
Regional Manager (Western) for National Guard Bureau ID/IQ
Responsible for marketing, sales and design center management for the western region of this $95 Million, 5 year, A/E
services contract. Projects under this ID/IQ range from Type A services-studies through full A/E design and
construction support (Types B and C services). Specific services include field investigation, pre-construction services
of cost estimation, value analysis, scheduling and design. Projects may serve the Army National Guard or Air National
Guard. Services under this contract also include master planning, air field paving and energy
conservation/management.
Representative projects:
Target Intelligence Facility, Building 1044, NM ANG, Kirtland AFB, Albuquerque, NM.
Principal in Charge of this renovation project which converted an existing Composite Maintenance Facility into a
Target Intelligence Facility with over 10,000 of SCIF space to support the 150 Intelligence Squadron mission. Secure
Comm., Operations and JASSM Support areas form the secured communications areas. The project included the
complete replacement of mechanical, electrical, communications and architectural finishes. Project construction cost
(MCC): $6,960,000.
F-15 Aircraft Alert Shelter, OR ANG, Portland International Airport, Portland, OR.
Principal in Charge of the design bid build project to add an alert aircraft shelter between two existing hangars for F-15
aircraft. The structure is a pre-engineered system with mechanical and electrical systems to maintain the alert aircraft
“mission ready”. Project construction cost (MCC) $1.8 Million.
F-15 Aircraft Flight Simulator Facility, Kinglsey Field, OR.Renovation of an existing simulator facility to upgrade
and accommodate 4 new F-15 flight simulators and general building renovations for new briefing rooms, simulator
control stations and upgrades to mechanical and electrical systems.
FY 10 Dormitory Renovations Misawa AB, Japan, 2012 (design), 2014(construction)
Scope: Pre-design planning support, design, design guidance and general requirements, prepare project cost profile,
other services. This project consists of the renovation of four existing concrete frame, 1960’s era dormitories for
airman on the Misawa AB in Northern Japan.Renovations include new window and door systems compliant with
current AT/FP UFC requirements, new mechanical and electrical systems including fire protection and new interior
design and finishes. Design requires a maximum use of Japanese building products and systems compliant with UFC
and IBC criteria. Project includes the identification and abatement of hazardous materials including asbestos and
arsenic. Project executed using AFCEE 4-P A/E contract administered by AFCESA.
Role: Project Manager – Led the renovation of four existing concrete frame, 1960s-era dormitories for airmen.
Managed field investigations including the environmental assessment for hazardous materials and also the renovation
design; pre-construction services required cost estimates and value analysis, work sequencing. Renovations include
new window and door systems compliant with current AT/FP UFC requirements, new mechanical and electrical
systems including fire protection and new interior design and finishes. Design requires a maximum use of Japanese
building products and systems compliant with UFC and IBC criteria. Project includes the identification and abatement
of hazardous materials including asbestos and arsenic. Managed the hazardous material assessment team in material
sampling and abatement design which included drawing and specifications that were integrated into design packages
for contractor bids. In support of renovations, managed a team of 12 architects and engineers and technicians
performing field investigations and preparing reports, design documents, and specifications. Deliverables were
prepared and submitted to the client at 15%, 35%, 65%, and 95% and followed by a final bid package submittal. Cost:
Fee – $2.3M; Construction cost – $22M. Size: Bldgs. 671/673, 120,000 sf each Bldgs. 665/668, 45,00sf each
Recognition “Tetra Tech had to overcome numerous challenges to Gov’t changes and delays and was able to deliver
an excellent design product for the Gov’t.”
CH2M HILL Denver Corporate Campus New Office Buildings, Denver, Colorado.
Provided Program Management for sustainability and LEED Certification for two new office buildings for
CH2M HILL’s Denver campus corporate headquarters. Each new building contains approximately 112,000 SF and
will be LEED certified by USGBC under CH2M HILL sustainable business policy. The three existing towers of the
campus are LEED certified. The buildings of the corporate campus reside in the Denver Technology Center in
Englewood, CO.
Project Executive, Capital One Financial Services, Inc, Richmond, Virginia.
This project was delivered via Design-Build and included complete architectural and engineering services. Served as
project executive responsible for master planning, space planning, interior design, architecture, and engineering for
approximately 2 million square feet of commercial offices and amenity spaces. Additional services include: (pre-
construction) sequencing, scheduling, cost estimates in concert with GC/CM and value analyses for the multiple
building campus. The project's aggressive schedule is being delivered in three phases. The master plan developed a
316-acre campus with 14 planned office buildings to consolidate Capital One's Richmond business units. The campus
is designed to promote the collaborative nature of the client's business model.
Lockheed Martin Electronics and Missiles, Orlando, Florida.
Involved with general security issues including Tempest Level areas and Secret Special Area Requirement (SAR) for a
defense contractor.Designed an on-site elementary school (project) with force protection technology.
Lockheed Martin Enterprise Solutions, Orlando, Florida.
Provided general physical security and redundant systems for a defense contractor's computer regional traffic center.
One of five computer traffic centers, the RSC monitors all secure and non-secure Internet and communications traffic
for Lockheed Martin. The RSC is redundant and can handle all traffic if the other four centers are off-line.
