Accomplishments

Provided Project Management and Risk Management support to Senior Level U.S.

Government Joint Program Offices (JPMO’s) which resulted in the successful Initial

Operational Capability (IOC) of a billion dollar program delivered to over 100,000 employees

of multiple agencies. At Full Operating Capability (FOC) the program will result in multi-

billion dollar savings and increase operational collaboration between agencies.

Served as the NGA representative to implement a Change Management process, utilizing ITIL

best practices, which was adopted my multiple Department of Defense (DOD) Components

resulting in near 100% network reliability.

Integrated OCONUS deployed systems with U.S. based systems and technical support which

resulted in multi-million dollar Operations and Maintenance (O&M) savings.

Created a technical approach for a web based architecture interfacing with mobile applications

which was adopted by the agency and used in national disaster response.

Developed a transformational Program to share geospatial information and commercial

imagery with a multitude of Sub-Saharan African mapping agencies in association with the

DOS’s Global Dialogue for Emerging Science and Technology (GDEST) initiative.

Briefed the U.S. Secretary of State the Honorable Hilary Clinton, and numerous U.S.

Ambassadors on NGA technical capabilities and developed numerous operational, technical,

and policy solutions to meet the needs of the DOS.

Provided technical improvements to modernize the Operations Center of the Multi-National

Forces (MNF) in the Sinai Peninsula which increased situational awareness and safety for the

16 member nations of the MNF.

Established a Program with the Bureau of Diplomatic Security (DS) to provide on the ground

geospatial technical support and geospatial products for high threat diplomatic posts around

the globe which improved the safety of Embassy personnel, Senior Level U.S. Government

visitors, and U.S. Citizens living in high threat areas.

National Imagery and Mapping Agency (NIMA), Director International

Acquisition Division and Senior Program Manager for the International Acquisition

As the Director and Senior Program Manager for NGA’s International

Acquisition Program, I supervised 40 Program and Project Managers in the

United States and around the globe to deliver transformational end to end

systems to partner nations. Met all cost, schedule, and technical performance

objectives for a 1 Billion Dollar Portfolio involving over 100 individual

simultaneous Programs and Projects for approximately 50 countries.

Successfully negotiated monetary agreements with Senior International

Partners and a multitude of vendors. The Programs / Projects resulted in

transformational improvements (weeks to minutes) to partner nation

exploitation and collaboration capabilities with the U.S. Government.

Established highly performing Program Offices (PMO’s) composed of U.S. and

International representatives which met all cost, schedule, and technical

performance objectives.

Managed the acquisition and IT support for the Multi-National Geospatial Co-

Production Program (MGCP), a coalition of 28 nations primarily in Europe

with a mission to produce interoperable geospatial feature information for the

mutual benefit of participating nations. Program resulted in a 2 Billion dollar

return on investment for NGA.

Established the Partnership for Peace (PfP) Geospatial Symposium in Eastern

Europe to foster global geospatial partnerships in accordance with NGA, U.S.

Department of State, and NATO Foreign Policy Objectives. Symposiums were

attended by Senior Geospatial Representatives from over 20 nations, the U.S.

Ambassador of the host country, and the Director of NGA.
