Mr. Frank Duggan is a former Marine infantry Colonel with extensive
international experience and executive level business background.
Currently the Managing Director of Blue Hackle Middle East (Private
Security and Risk Management Company), and dual hatted as the President of
Blue Hackle North America, formerly its Country Manager in Afghanistan, he
previously was the Sr. Director of Business Development for DynCorp
International Contingency Operations, and the Deputy Project Manager for
DynCorp LOGCAP IV in Southwest Afghanistan; prior to that, he was the
President of Strategic Agility LLC and an Executive Consultant supporting
the Office of Naval Research. As the Vice President and General Manager
for U.S. Marine Corps (USMC) Programs at ABSG Consulting Inc. (ABS
Consulting), the largest Risk Management Consulting Company in the
Americas, he developed and managed DOD Programs. Previously, Mr. Duggan
served as a Senior Research Fellow with Potomac Institute for Policy
Studies, where he supported Science and Technology initiatives and Marine
Corps' and Special Operations Forces future warfighting capabilities. His
prior experience includes having served as Iraq Country Director for

through enhanced service capabilities/offerings.

Deputy Project Manager, DynCorp International, LOGCAP IV, Afghanistan -
Regional Director Southwest and West - 2010 to 2011
- Lead and manage logistics civilian augmentation program (LOGCAP IV) -
supporting United States Marines and Special Operations Forces in a
wartime contingency contract in the South of Afghanistan.
- Oversee 20 Forward Operating Bases (FOBs) and 6500 employees in the
provision of combat service support functions (e.g. construction,
power generation, HVAC, Fire Services, Food Services, Electricity,
Water and Hazardous Waste etc.).
- Manage a total cost value contract (Cost Plus), estimated at $2.2
Billion in the SW and W Regions during the contract life. Management
of annual budgets exceeded $400 Million
- Operate successfully under the microscope of the customers, layered
government agency oversight (i.e. DCMA, DCAA, and USG LOGCAP Team),
the military customer and the many internal controls of the company

- "In country" General Manager for premier worldwide information and
security services' company, which provided full array of protective
security detachments, close protection, convoy security, payroll
delivery, and compound and static guard services throughout Iraq.
- Managed business development in Iraq while overseeing security
operations throughout the country.
- Managed 70 expatriate (Tier 1 and 2 former British SAS/SBS "special
operators") and 450 Iraqi national employees by identifying, vetting,
training, deploying, and employing teams to conduct special skills,
close protection, and various types of guard and management duties.
- Acted as the Private Security Company of Iraq Chairperson during start
up phase of the PSCAI. Established the center of gravity for the
organization which brought a wide array of PSC's to a common framework
by which to deal with the fledgling government (Minister of Interior)
