* Successfully assisted Fuels Senior Executive Management with all coal

contract issues including negotiations for a new coal agreement, CY 2005-

2016.

* Critique, Monitor and Approve the annual Reclamation Budget for BHP

Navajo Coal Company, predominantly focusing on cost related to monitoring

regulatory issues impacts. Evaluate compliance of the $25M annual fuel

contract and recommend enhancements to the coal extraction and land

reclamation operation.

* Support efficient and cost effective production of electric energy with a

high degree of independence.

* Manage all consulting support and expertise in plant operations,

environmental regulations and safety issues to coal supplier's

management.

* Work with the Fossil Generation to ensure the plant receives the best

possible engineering services as required for best performance.

Recommend and oversee engineering studies of new technologies to enhance

overall performance.

* Manage all operational and maintenance services for Morgan Dam and the

Ash Ponds. Take lead (direct, implement, and manage) on troubleshooting &

problem resolution efforts as requested by Senior Management.

* Demonstrate an understanding of contract development, negotiation

strategies, and proven success in attaining customer satisfaction.

* With virtually total independence, plan and conduct audits and review to

provide verification and evaluation of the coal company's operations and

practices by observation of work practices in the field and audits of

monthly billing documents to verify the collation with the observed field

work.

* Interact with management, peers, subcontractors, and coal supplier to

clearly communicate issues and/or concerns. Promote good working

relationships with regulatory and community resources continuances

improving communications skills.

* Provide expertise in the field of surface and groundwater hydrology and

water resource management, sedimentology and erosion control to the

Navajo Nation, in the capacity of surveying 4 years on the Navajo Nation

Water Rights Commission, appointed by Office of President; serving all 4

years as vice-chairman of the Commission.

* Develop monitoring program and maintain records of existing dams,

impoundments, reservoirs, channels, streams, terraces, drop structures,

surface and groundwater monitoring data.

* Chief Investor for all Navajo Nation Indian Reservation Roads Program

(IRR). Develop and implied a road maintenance manual for over 25,000

miles of unmet needs, managing Navajo Nation's road inventory department.

* Project Manager for the Cheyenne & Arapaho Tribes of Oklahoma in

preparing project estimates bids for construction inspector. The project

was completed in a timely fashion and below budget.

* Project Manager for the Pawnee Nation with Right of Way issues for road

construction projects with Federal/State/County partners. I entered the

project with 2 months completion schedule. Despite my limited startup

involvement initially, the project was completed with only 2 weeks delay.

* Develop, assisted and coordinated a State Law; Senate Bill # 532 for the

creation of a Tribal Advisory Broad to the Oklahoma Department of

Transportation.

* Successfully assisted the Otoe-Missouria Tribe of Oklahoma with

constructing a major bridge construction on state highway using

intergovernmental agreements with Tribe, State, and County entities.

Team leader on all transportation projects and educational skill set for

* Helped published a paper in the American Society of Civil Engineers on

Hydrologic Project study accomplished for the Navajo Agricultural Product

Industry (NAPI) at Colorado State University.
