As the Management Analyst to the Director of PS, I have a myriad of duties
supporting all levels of PS and the HCO staff. I am the Communications
Team leader on the taskforce related to the latest OPM mandate regarding 5
CFR 731 Periodic Reinvestigations of employees in moderate risk public
trust positions. Serving in this position I have a key role in the
research and creation of the communication plan, project charter, NTEU
notification, NTEU briefing, Executive summary, Executive briefing, Senior
Management briefing, all IRS employee memorandum and the webpage for
affected managers and employees. I collaborate with each member of the
Communication team, and with each member of the taskforce to ensure all
communications are kept up to date and that submissions are timely. I
monitor deadlines for e-Trak, EOP, Continuity, Budget, Safety, and Security
reports and analysis. I research and provide analysis for ELMS and PS Bi-
Weekly reports. I am well versed with the rules and regulations pertinent
to travel and GovTrip as proxy for all PS, enabling me to provide support
to all employee levels by creating travel authorizations, travel vouchers,
and reviewing submissions prior to approval and signature by the Director.
I have delegated Outlook calendar proxy to the Director of PS, the Director
of ETS, and the Deputy Director of PS to schedule meetings/conference calls
and to provide support when they are in travel or have any official needs.
I gather and analyze data related to webSETS reports. I review historical
and current data, contact each Employment Office to inquire on statistical
status, and utilize all data to create a comparative analysis to present to
the PS Director. I maintain OL5081 administrative proxy for the PS
Director and for SETS Personnel Reports. I research requests to ensure
proper databases have been selected prior to approval. I on-board PS
employees via OL5081 to ensure they have the proper databases needed when
they begin working. I monitor, research, and analyze the Legacy Case
report for the Director, which contains background investigations that have
been open for an extensive period. I successfully close all
investigations, thus eliminating overage cases. All correspondence from PS
is filtered through me. I review for clarity and proper formatting. I
analyze any supporting documentation concerning derogatory information
(TIGTA reports, etc.) and ensure that the Director has corroborating
supporting documentation before signing. I ensure all correspondence meets
the regulations as contained in the IRS Correspondence Manual. I
consistently present professional, accurate, clear, and concise
correspondence; which is customer appropriate and I ensure the topics are
adjusted for the proper audience level. I maintain webSETR for the PS
Director direct reports, ensuring that time input, leave taken, etc., is
accurately reflected. I support the PS organization with ensuring training
is funded and attendees are properly registered. I research training
availability, process SF182's, gather registrations, procure funding
requisitions through webRTS and work directly with CDS Leads staff to
ensure end-to-end completion. I maintain office supplies for both the PS
Florence office as well as offsite employees; this includes procuring
funding through webRTS. I also perform a myriad of clerical duties, which
include answering the main telephone line, directing calls, taking
messages, greeting outside visitors, ensuring the building and office
equipment are properly maintained, reporting issues to the Leaser, and
handling on-the-spot conflicts or issues.

As a Lead Investigative Assistant, I successfully processed new contractor
cases by providing thorough follow-up to applicants, COTRs, CSLP, OPM and
the WPG team by telephone and email. I reviewed background investigation
submissions for completion, errors, and missing documentation. I was the
liaison for receiving all missing forms from CSLP/COTRs for the WPG IAs.
During the Return Preparer Initiative, I helped expedite the processing of
investigations by uploading and creating mass invites in eQIP. As part of
my review of completed work, I generated and manipulated reports in both
eQIP and ABIS, and I reviewed background investigations that were completed
by WPG Investigative Assistants. I queried status and reviewed ABIS to
update the Prometric spreadsheet daily. I attended various conference
calls relating to RPI to discuss status and provided information relating
to missing documentation. I worked closely with the IAs and provided
additional guidance and training. I have gained knowledge and successfully
utilized the following databases: ABIS, eQIP, OPM Portal (CVS, PIPS),

Fraud Investigative Aide positions. I utilized the reports I prepared in

As the Investigative Assistant for IM, I provided support for my manager,
the Program Analysts and an HR Specialist. This included, but
was not limited to research, compiling reports, ensuring accuracy of
analyses, preparing documents for presentations and distribution of daily
conduct and suitability investigation receipts. I performed Program
Analyst duties on a daily basis. While performing this duty, I analyzed
the background investigation paperwork. I then researched and determined
the correct Labor Relations office for adjudicating the investigation. I
prepared the correct documentation, ensured that ABIS was correctly updated
and provided the completed package to be mailed to Labor Relations. I
established contact with COTRs to determine Contractor status. Once status
was determined, the investigation was either adjudicated or discontinued.
This information was reviewed and incorporated into a spreadsheet that was
utilized by the IM acting manager, the Deputy Director and the Director of
PS for determining procedures that are more efficient for the Contractor
Program. When investigations (Employee and Contractor) were adjudicated or
discontinued, I closed the cases final. I prepared closing correspondence,
completed PIV forms, updated the appropriate databases and ensured that
notification of completion was sent to the proper recipient (Personnel,
OPF, OPM, COTR and the IRS PIV Sponsor). I electronically submitted
adjudication information through the OPM Portal, to ensure expedient
notification of adjudication results directly to OPM. I researched and
procured supplies for IM. I provided additional support by researching and
procuring books and supplies for the PS CPE and the PS Library. I
completed Form 182, researched and registered individuals for various
training classes, seminars and conferences. I utilized webRTS to initiate
requisitions, compile spreadsheets, balance supply funds and maintain
credit card statements. I was the program lead of the Electronic Case
Return Project. LR offices scanned adjudicated investigations into a PDF
and returned to the IM shared mailbox via Secure Messaging (Outlook). I
worked closely with the LR offices to ensure proper software and equipment
had been procured and installed. The outcome was a streamlined process,
which eliminated exorbitant costs associated with copy paper and UPS
mailing. The procedures and follow through were my responsibility. I
ensured the procedures were accurate as changes evolved both locally and
service-wide. This resulted in contacts with WRD via conference calls,
telephone contacts and e-mail. I maintained, scanned, attached and had a
scheduled purging of three extensive working file systems.

As an Investigative Analyst, I was assigned Contractor National Agency
Checks and Inquiries, Contractor National Agency Checks and Inquiries with
Credit, Contractor National Agency Checks and Employee National Agency
Checks and Inquiries suitability investigations. Using established OPM
investigation guidelines, I reviewed each investigation type and determined
whether the investigation could be closed favorably or if further
investigation was warranted. I successfully corroborated
information using the following: ACCURINT, PACER, the Office of Personnel
Management (OPM), Equifax e-Port, Immigration and Naturalization Service
(INS), Passport Services, Selective Service, State Education Licensing
Agencies, Educators, National Student Clearinghouse, Police
Officials, Law Enforcement Agencies, Court Officials, Court Systems and
Employers. If the developed information was derogatory and required
further corroboration, I referred the investigation back to the Senior
Investigative Analyst with a detailed description of the information
gathered, which allowed the senior to process the case to completion. If
the developed information was favorable or less than favorable but within
the established guidelines, then I generated a narrative report, generated
correspondence to notify Personnel or the COTR of the adjudication results,
and submitted the investigation for review to the Senior
Investigative Analyst. I assisted the Senior Investigative Analysts by
reviewing backlogged investigations using the established investigation
guidelines and determined whom the investigation should be assigned to.
This was determined by the issues revealed during my review. The
investigations were divided into 3 groupings depending on degree of
difficulty: one for details, one for new Investigative Analysts and one for
experienced Investigative Analysts. Once all the investigations were
reviewed, I was then assigned some of the investigations that I had
reviewed and determined could be worked by the details. During my training
for the Investigative Analyst position, I took extensive notes. I created
systematic procedures for each investigation type and shared them with
management dissemination. I researched, scoped, and favorably closed over
300 Employee and Contractor suitability investigations and I reviewed over
200 backlogged investigations that needed to be assigned.

Employers. I performed Investigative Analyst functions in ABIS, which
enabled me to enhance investigations and to corroborate information
received through correspondence or telephone contacts. I utilized the
Automated Labor and Employee Relations Tracking System
(ALERTS), to research each investigation for any prior favorable or
derogatory labor relations actions. I adhered to rules governing all PS
and Government computer systems, disclosure, and taxpayer privacy. I have
been trained in UNAX, for usage of the IDRS system. The IDRS system also
requires paperwork to be submitted that substantiates usage is proper in
nature.
